Questions and Answers

1. Exhibit 8 F only lists one SUV however both supervisory posts (S1, S2) list covering multiple sites. Is there only one required vehicle and, if so, which post is it assigned, S1 or S2?

Answer: Per Exhibit 8F, there are two (2) SUVs total required which will be assigned to posts S-1 and S-2.

2. Exhibit 8E, page 91 of Exhibits identifies 2 SUV vehicles as required Contractor-Provided vehicles. What is the make/model of SUVs currently provided? Does the government have a preference as to the make/model of the SUVs?

Answer: Exhibit 8F, not 8E identifies the Government’s minimum requirements for contractor furnished vehicles. There is no vehicle make/ model preference.

3. Are there any specific vehicle requirements other than SUV (i.e. color, seating capacity, etc.)?

Answer: Exhibit 8F identifies the Government’s minimum requirements for contractor furnished vehicles (See paragraph A8 of this amendment)

4. Does the supervisory post (S1) cover NDC 5 (VA0880) as well since it is in the same general area as NDC 1, 2, 3, &4 or is the post exhibit correct?

Answer: As reflected in the revised Post Exhibit (see paragraph A6 of this amendment) S1 covers NDC5 also.

5. Can the Government please include a total hours somewhere on the Post Exhibit? The Offerors need it to ensure we are in balance.

Answer: The Government’s post requirements are specified in the Post Exhibit.

6. Several of the posts reference N/A. Please clarify that N/A is in fact Non X-Ray posts.

Answer: The “N/A” under the column “X-ray / Non X-ray” signifies that the post is not a screener post.

7. Building Number VA0841, both posts 1 and 2 indicate that they are screening posts. Please confirm that they are Non X-Ray posts.

Answer: Non-X-ray on the Post Exhibit signifies that the post is a screener post but not an X-ray screener post. See SOW section 6.7.4.

8. The Exhibit 1 – Post Exhibit shows Supervisory Posts S1 & S2 associated with Building VA0403. Post S1 indicates that it is dedicated to Buildings NDC 1, NDC 2, NDC 3, and NDC 4 while Post S2 is dedicated to “all other locations” excluding Buildings NDC 1, NDC 2, NDC 3, and NDC 4. Does “all other locations” include the remaining buildings in Springfield and those in Lorton, Alexandria, Chantilly and Falls Church? Is the contractor restricted to just two supervisors?

Answer: In reference to the locations that S1 and S2 cover, please see paragraph A6 of this amendment and the answer to question #4. Also, please note the following:

Per SOW 11.3.3 “The minimal level of supervision is specified on the Post Exhibit. If at any time after award, Contractor determines additional supervision beyond initial proposal is necessary to address performance issues, Contractor shall provide such additional supervision at no additional cost to Government.”

9. Since the supervisory post (S1) is listed under VA0403 on the post exhibit do you want the costs for this post under this buildings “Management Approach” or since this supervisory post covers NDC 1, 2, 3, & 4 should it be spread out over all these buildings? The same for S2, should this be priced under building VA0403 since it is listed there under the post exhibit or spread out over the buildings it covers?

Answer: Supervision (S1 and S2) costs shall be included with site VA0403.

10. CLIN 0013 is listed on the SF1449 for site VA0413; however, per the post exhibit there is no post assigned to this site. Should the price reflected here be the incremental cost for the S2 position to periodically check on this site or should there be no cost listed?

Answer: See paragraph A2 and the answer to question 9 of this Amendment.

11. Can you provide the building threat level assessment numbers?

Answer: FPS does not conduct “threat level assessments” only facility security assessments. This information is not necessary for an offeror to prepare a proposal.

12. Statement of Work Paragraph 14.5 Personal Protective Equipment (PPE), subparagraph 14.5.3 provides, “Contractor shall follow OSHA standards for respiratory protection including Appendix D to 29 C.F.R. § 1910.134.

FPS will require Contractor to medically evaluate and clear contract PSOs for the use of respirators, at least every three years, in accordance with 29 CFR 1910.134. Contractor is responsible for employee fit testing at such time a public health authority declares the use of respirators to be mandatory.”

Amendment of Solicitation/Modification of Contract No. 01, Letter M provides, “Please note that the current contract does have requirements for employee fit testing (SOW 14.5).”

Is the requirement for employee respirator fit testing in this RFP different from the employee respirator fit testing requirement in the current contract? Are incumbent PSOs with current respiratory protection clearances required to take a respiratory protection examination during transition because the respiratory protection standards have changed or are new?

Answer: The requirement for the fit testing in the RFP is identical to the current contract. Accordingly, incumbent PSOs are not required to take a respiratory protection examination during transition.

13. SOW Section 14 – Contractor-Provided Property: 14.4 Firearms, Ammunition, and Less-Than-Lethal Weapons, page 50 provides, “PSOs shall inspect firearm for serviceability prior too each tour of duty and must arm with three magazines or speed loaders, at full capacity, in a duty-ready manner (magazine in weapon/round in chamber).”

Amendment of Solicitation/Modification of Contract No. 01, Letter Q provides, “With regard to questions concerning weapon storage, there is an area for weapons storage at VA0881 which is used for all the Springfield, VA locations. All other locations have areas designated for weapon storage at each location. Please note that clearing barrels, gun lockers, etc. (SOW 14.4.3) are contractor furnished.”

If weapons are stored on-site in a provided gun locker, there must be time allocated to each PSO for four primary purposes: 1) gearing-up; i.e. drawing the firearm from the location it is stored and loading the weapon, 2) traveling to the post from the location where the gear-up is conducted, 3) returning back to the location where the firearm must be stored following the conclusion of duty, and 4) gearing-down; i.e. making the firearm safe and storing it inside the weapons locker. What is the current practice regarding, and time allotted for, how PSOs gear-up and gear-down? What is the current practice regarding, and time allotted for, how PSOs travel to and from post?

Answer: The current practice in relation to guard mount is unknown. As no requirement exists in the CBA in relation to guard mount, offerors should consider pricing out guard mount in their proposal. The length of time for this requirement is at the contractor’s discretion based on their business acumen.

14. The SOW Table of Contents provides on page 3 of 56 the section titles “6.7.3 NWDTP Training” and “6.7.4 NWDTP Refresher Training”. Within the body of the SOW section 6.7.3 is entitled “Weapons Detection Training Program (WDTP)” and section 6.7.4 is “WDTP Refresher Training”. There are various references to both NWDTP and WDTP throughout these sections. Please confirm that the name and acronym are Weapons Detection Training Program (WDTP) or National Weapons Detection Training Program (NWDTP).

Answer: See paragraph A11 of this amendment.

15. SOW 13.5: HSPD-12 Personal Identity Verification (PIV) Cards, SOW Exhibit 9E: Government Provided Property HSPD-12 Personal Identity Verification (PIV) Card Employee Application Process. Amendment 1 - T.

PIV cards will be issued in Bren Mar, VA. Offerors shall price this requirement out (i.e. travel time, waiting in line, etc.) in their proposal as current PSOs at all sites do not have FPS issued PIV cards. It is estimated that it will take 20-30 minutes for a PSO to receive their PIV card once they are signed in at the Bren Mar facility (Alexandria, VA). Please note that the screening training (Exhibit 4G) is also currently conducted at this same facility. Can the Government provide how long it takes to wait in line, on average, until signing in at the Bren Mar facility?

Answer: It takes approximately 20-30mins for a PSO to receive their PIV card as indicated in Amendment 1.

PSOs will schedule their appointments on-line. Accordingly, wait times until signing in are typically nominal (< 5 minutes).

Answer: Currently, no frequencies are needed. If a frequency is needed the Government will specify and the vendor will incur all costs.

19. It may be necessary for the contractor to have a dedicated phone, fax, or internet line in order to conduct company business. Will the government provide a phone/ fax line or internet service in the Government provided office space? If not Government provided, will the Government allow the contractor to install a phone/fax line and procure internet service at the Government facility?

Answer: The current stakeholder does allow the use of internet, telephone and fax line for vendor use within government space but reserves the right to deny that usage at any time. The Government will not pay for the installation or operation of any of these features.

20. Exhibit 8E states that both Radios and Cellular Phones are required under this contract. Will the Government please confirm that BOTH radio and cell phones are required? Would push-to-talk cell phones meet the requirements of both Radio and Cell Phones?

Answer: Radios (and cell phones) are required at the Boston Boulevard locations. The remaining locations utilize cell phones. Push-to-talk cell phones do not meet the requirements of both radio and cell phones.

21. Exhibit 8E, page 91 of Exhibits identifies 24 cellular telephones, chargers, and holders as required Contractor-Provided Communication Equipment. What is the make/model of cellular telephones currently provided? Does the government have a preference as to the make/model of the cellular telephone?

Answer: The make/model of the cellular telephones is not known. The Government does not have a preference as to the make and model of the cellular telephone.

22. Exhibit 8E, page 91 of Exhibits identifies 15 portable radios, chargers, and carrying cases as required Contractor-Provided Communication Equipment. What is the make/model of radios currently provided? Does the government have a preference as to the make/model of the radios?

Please note that copiers, fax machines, computers, etc., would need to be provided by the offeror.” Will the Government provide office furniture for the office space at the main complex in Virginia?

Answer: The current stakeholder does provide office furniture for the office space at the main complex (VA0881) in Virginia for vendor use within government space but reserves the right to deny that usage at any time.

24. SOW 14.3; page 49. Are there any additional equipment requirements for vehicles (i.e. First aid kit; spot lights; etc.)

Answer: The Government’s minimum requirements for vehicles are specified in exhibit 8F as amended (see paragraph A8 of this amendment).

25. Exhibit 9B indicates that the Government does not intend to provide any radio communication equipment on this contract. To verify, is FPS going to provide any FPS radios on this contract?

Answer: FPS will not provide any communication equipment for this contract.

26. Exhibit 8E indicates that the contractor is to provide 15 4 Watt hand held radios and one base station. Are these radios intended for communication between contractor PSOs or are they required to be able to communicate with FPS? Where is it intended that the base station be located? Is the base station intended for communication only within the building it is located in or is it intended to communicate with all PSOs and Supervisors at all 13 facilities?

Answer: Radios are only utilized at the Boston Boulevard locations for communication between contractor security personnel. Also, see answer to question #20.

27. On Exhibit 8C the 9 MM firearm in checked indicating that it is the required firearm for this contract. Is that the intent, or may a contractor select a different firearm (i.e. .40 cal) for use on this contract with the understanding that transition training would be required?

Answer: The 9mm firearm is required.

28. In the information provided as part of Amendment 1 reference is made to designated areas for weapon storage at the government facilities and SOW Section 14.4.3 is cited; however, this language does not indicate that on-site weapon storage is mandatory. Is on-site weapon and ammo storage mandatory on this contract?

Answer: Yes, on-site weapons and ammo storage is mandatory.

29. SOW 14.4.3 - Contractor shall provide applicable accessories such as clearing barrels, trigger locks, gun lockers, cleaning products, etc. Amendment 1 - Q. With regard to questions concerning weapon storage, there is an area for weapons storage at VA0881 which is used for all the Springfield, VA locations. All other locations have areas designated for weapon storage at each location. Please note that clearing barrels, gun lockers, etc. (SOW 14.4.3) are contractor furnished.

Can the Government specify the number of clearing barrels and gun lockers needed?

Answer: The Government requires clearing barrels and safes (gun lockers) in all sites that have weapons storage. Currently, there are clearing barrels and safes in 8 of the sites. Please also see paragraph Q of Amendment 01.

a. Amendment 1, pg.3 Item X states “Please note Table of Contents, cover page etc. are NOT exempt from page limitations.”

b. RFP pg. 53, Proposal Submission Requirements #3, Page limitation states “ excluding the cover page and past performance forms, and questionnaires”.

If Amendment 1 takes precedence, the past performance forms are two pages without population, these forms could result in exceeding the 12 page limitation. Would the Government consider applying the original RFP instructions excluding the cover page, table of contents, and past performance forms from the page count rather than the amendment 1 instructions including them in page count?

Answer: Please see paragraph A9 of this amendment.

33. References:

a. Original RFP – Proposal Submission Requirements, pg. 53, Item 1 states “Standard Form 1449, Solicitation/Contract/Order for Commercial Items – When responding to this RFP the Contractor must use the Standard Form 1449 as a cover page to the proposal.”

b. Attachment 8 Package Two Submission Requirements Summary Item 1 under Price Proposal lists SF 1449.

There is no mention of the SF1449 as the cover page to either Package 1 or Package 2 as a submittal requirement in Attachment 8. Which instructions take precedence? It clearly states the completed SF 1449 is included in the Price Package, however it is unclear what portion of the SF 1449 should appear as the cover page for Package 1 and Package 2. Please clarify the cover page content for both package 1 and package 2.

Answer: Per page 52 of the RFP, “Proposals shall be comprised of TWO (2) separate sealed envelopes. The first envelope shall contain five (5) copies of the technical (non-price) submission. The second envelope shall contain the original and one copy of the pricing submission and all other documents required by the solicitation (e.g. SF 1449, Pricing Schedule, Price Element Breakdown, Disclosures, Representation & Certifications, Subcontracting Plan (if applicable), etc.). Both of these envelopes should then be sealed in a third envelope that clearly identifies the RFP for which it is being submitted.”

38. Exhibit 4A contractor’s Training Schedule and Plan. Please clarify if this is the required training or illustration as to what the contractors plan should look like upon submission?

Answer: Exhibit 4A, Contractor’s Training Schedule and Plan is the format that should be used for the Contractor’s Training Plan. The required training is listed on Exhibit 4B.

39. Reference: RFP page 53; Proposal Submission Requirements, Item 1 Contractor must use Standard Form 1449 as a cover page top the proposal. RFP states “”Excluding the cover page and past performance forms and questionnaires, the technical proposal is limited to twelve pages…” Amendment 01, Item X, states “…TOC, cover pages, etc,, are not exempt from page limitations.” Will the Government please clarify that the cover page and past performance forms are the only items excluded from the 12 page limit for the Technical Proposal?

Answer: Per page 52 of the RFP, “ Page Limitation - Excluding the cover page and past performance forms and questionnaires, the technical proposal (covering all non-price factors) is limited to twelve (12) pages in at least 11pt. font and 1” margins. Pages in excess of this limitation will not be evaluated.” Also, please see paragraph A9 of this amendment.

41. Is it preferred by and/or acceptable to the government to exclude relevant past performance information from the body of the technical proposal, only using documents that don’t count against page count to discuss past performance, i.e., Past Project Form RFP Attachment 3?
