N. Question and Answers (132 questions)
Question 1: The CBA with Paragon and the International Union of Security, Police, Fire Professionals of America (SPFPA) contains financial provisions (e.g., wages, H&W, pension, etc.) from July 2011 and indicates the provisions effective in June 1, 2012 are TBD. If there has been an amendment to the CBA containing 2012 wages, etc., please provide them to the bidders.
Otherwise, please confirm that we are to use the 2011 rates.
Answer 1: Current CBAs (with their amendments) have been posted to the Federal Business Opportunities website and are to be used.
Question 2: The CBA with Coastal and the United Union of Security Guards contains financial provisions (e.g., wages, H&W, pension, etc.) from June 23, 2011 and indicates the provisions effective in June 23, 2012 are TBD. If there has been an amendment to the CBA containing 2012 wages, etc., please provide them to the bidders. Otherwise, please confirm that we are to use the 2011 rates.
Answer 2: See answer #1 above
Question 3: Ref the CBA between SecTek and the National Association of Special Police and Security Officers (NASPSO).
a. Section 1.2 states that the Agreement covers security officers and “shift supervisors” but excludes managerial personnel. However, the wage chart in Section 7.1 of the CBA shows Captain and Lieutenant positions, but there are no wages for these 2 positions in the April 2012 amendment. Does this mean that the Captain and Lieutenant are not covered by the CBA?
b. The April 2012 amendment did not address the uniform allowance. Therefore, are bidders to use the 2011 uniform allowance?
Answer 3: a. The Notice to Offer states in paragraph 6 “With regard to questions concerning the CBAs, the Government will not interpret provisions of these documents for potential offerors. Where applicable, requests for wage adjustments pursuant to FAR 52.222-43 will be considered where requested and substantiated subsequent to the yearly anniversary date of the contract.”

b. The wages on page 27 indicate a Special Police Officer position. Please identify which posts require the SPO designation.
