A. Section 5.1.2.7 is hereby added to the Statement of Work as follows:

For those posts designated on the post exhibit, complete and maintain qualification/certification as commissioned Special Police Officer (SPO) within the District of Columbia.

B. Section 12.1.2.1 of the Statement of Work is hereby deleted in its entirety and replaced with the following:

Exhibit 1 to the Statement of Work specifies which posts require provision of a relief PSO if the assigned PSO is taking a break or meal period to ensure continuous/uninterrupted coverage. The Contractor must provide a replacement PSO for each employee on an authorized break. Patrol (rover) PSOs shall not be used to provide breaks/relief. Supervisors shall not provide relief while working in a supervisory capacity (i.e. a supervisor shall not perform supervisory and productive PSO services simultaneously). In order to provide breaks and/or relief, a supervisor must sign-off as a supervisor, remove any supervisory insignia, and sign-in as a productive PSO. PSOs working a minimum 8 hour shift shall be provided a paid 15 minute break for each 4 hours of work. This break should normally be scheduled in the middle of each 4 hour period. A 30 minute unpaid lunch break shall also be provided to those individuals. All PSOs working a 6 hour shift shall be provided a paid 15 minute break and an unpaid 30 minute lunch break. PSOs working a minimum of 4 hours shall be provided a paid 15 minute break.

C. Section 15.3.10 is hereby added to the Statement of Work as follows:

The contractor shall provide a monthly report to the Contracting Officer and COTR no later than the 15th calendar day following the month that the report is due (i.e. the April report would be due May 15th). At a minimum, this monthly report shall contain all the information found at Exhibit 11.

D. Exhibit 11 is hereby added to Attachment II, Exhibits (see attached).

E. Statement of Work, Section 2 includes a general statement that the Government will consider no less than a minimum of 60 days and no more than 180 days maximum for start-up, from contract award to start date. The firm requirement for this particular procurement is a contract transition of 60 days from contract award to start date.

F. The following information is provided for informational purposes only:

G. Before asking any questions, please read the entire solicitation completely and carefully.

H. It is anticipated that Emergency Security Services (see Section 3.2.1.1 and 12.4.3) will not be required under this effort. If these services are ever required, these services would be negotiated in accordance with FAR 52.212-4 (c).

I. Coastal International Security, Knight Protective Services, Master Security Company, and Paragon Systems are the incumbent contractors.

J. Please note that there is currently a 24/7 supervisory post at each of the following sites: DC0355, DC0375 and

DC0395.

K. An excel version of Attachment 6 – Price Element Breakdown is attached. The Government does not guarantee that the formulas within the spreadsheet are correct. If contractors choose to use the spreadsheet, they should check all calculations for accuracy.

L. Word versions of Attachment 3 – Past Project Form and Attachment 4 – Past Performance Questionnaire are attached.

M. With regard to questions concerning the CBAs and the Service Contract Act (SCA), the Government will not interpret provisions of these documents and/or the SCA for potential offerors who should be well versed in the SCA in order to propose on this effort. Please refer to the applicable Federal Acquisition Regulations and Code of Federal Regulations as they relate to the Service Contract Act. Service Contract Act price adjustments pursuant to FAR 52.222-43 will be conducted on the anniversary date of the contract (i.e. October 1, 2013, October 1, 2014 etc.).

N. With regard to questions concerning the training, equipment and uniforms of the incumbent contracts, the PSOs are trained, equipped and uniformed in accordance with most of the requirements of the solicitation; however, there are some notable differences. There are minimal differences in terms of the requirements between the instant solicitation’s requirement and the current contracts for 375 E Street (DC0208) and 355 E Street (DC0215). Some of these minor differences would include individually assigned weapons (see Exhibit 8C). There are a number of differences between the current contracts for 395 E Street (DC0175) and 500 E Street (DC0331) when compared to the present requirement to include the following: body armor, oc spray, semi-annual firearms qualifications and individually assigned weapons.

O. Incumbent protective security officers (PSOs) are currently armed with the following 9mm handguns: Glock 17 at 355 E Street and 500 E Street, the Smith and Wesson M&P at 375 E Street, and the Smith and Wesson Sigma at 395 E Street. Incumbent SPOs at 395 E Street are armed with the .38 Smith and Wesson revolver. If an offeror does not utilize the aforementioned weapons, they would be required to provide 3 hours of transitional weapon training (see exhibit 4C). Please note that all PSOs (including supervisory PSOs and PSOs on SPO posts) are required to qualify at least semi-annually with the 9mm handgun. In addition, PSOs manning SPO posts are also required to qualify with the .38 revolver in accordance with the Washington DC SPO regulations. PSOs cannot share firearms (see Exhibit 8C). Please note that there is no requirement for shotguns under this solicitation.

P. With regard to questions concerning medical standards, note that the instant solicitation’s requirements include updated/different medical standards/physical abilities testing for all the sites under this RFP. All contract PSO personnel must meet all the requirements of the solicitation before they can work under the new awarded contract.

Q. With regard to questions concerning implementation of FPS/PTS and assignment of the associated personnel identification numbers (PINs), the following applies: PTS is not currently operational. Information regarding PTS and assignment of PINs shall be provided post award and upon full implementation of the PTS. DHS Form 139 will be utilized prior to PTS implementation, and then only when PTS is not operational.

R. With regard to questions concerning the incumbent PSO training records, as the incumbent contractors maintain all training records, the Government cannot guarantee which records will be available to the successor contractor although the Government will make its best efforts to obtain all training documentation for the successor contractor.

PSOs shall have all training records in relation to the contract’s requirements in order to stand post under this effort and the successful offeror is responsible for all costs in ensuring that all PSOs meet all requirements regardless of what documentation is provided by the incumbent contractors.

S. With regard to questions concerning a potential site visit, a site visit will not be provided to potential offerors.

T. With regard to questions concerning GSA Schedules, the following applies: This RFP is not for a GSA Schedule acquisition conducted in accordance with FAR 8.4; therefore, offerors are not required to have a GSA Contract and the Industrial Funding Fee (IFF) does not apply.

U. With regard to questions concerning weapon storage, there are areas designated for weapon storage at each of these locations. Please note that clearing barrels, gun lockers etc. (SOW 14.4.3) are contractor furnished.

V. With regard to questions concerning space for supervisors or other contractor personnel (i.e. contract manager) at this location, there is no designated space. Please note that copiers, fax machines, computers etc. would need to be provided by the offeror.

W. In relation to the post exhibit (Exhibit 1), all posts are armed to include all proposed supervision. Further, “M- F” posts exclude federal holidays while “7 days” posts include federal holidays.

X. PIV Cards will be issued in Bren Mar, VA, offerors shall price this requirement out (i.e. travel time, waiting in line etc.) in their proposal as current PSOs at these sites do not have FPS issued PIV cards. It is estimated it will take 20-30 minutes for a PSO to receive their PIV card once they are signed in at the Bren Mar facility (Alexandria, VA). Please note that the screening training (Exhibit 4G) is also currently conducted at this same facility.

Y. Pre-Proposal Conference for Request for Proposal HSHQEC-12-R-00010 is being held on Monday, June 4th at 10:00 a.m. at the Mellon Independence Center located at 701 Market Street, Suite 3200 Philadelphia, PA 19106. See attached Pre-Proposal Notification for details.

Z. Please note that most or all of the incumbent protective security officers received NACI clearances under the current contracts, but FPS now requires MBIs. It is the responsibility of the offeror to ensure each protective security officer meets the current requirements of the statement of work for this solicitation. The Government is responsible for the processing and review of suitability packages only. The contractor is responsible for all costs associated with obtaining and renewing the suitabilities for employees under this contract.

AA. Please note that in relation to SOW reference 14.4.6, weapons are stored on site. In terms of contingency rounds (SOW 14.4.6), a minimum of 200 rounds of 9mm ammunition shall be stored at each site and an additional 36 rounds of .38 ammunition shall be stored at DC0395. Contractors shall use their discretion in relation to rotation of ammunition and ensure no damaged ammunition is utilized under this effort.

BB. Please note that table of contents, coverpages etc. are not exempted from page limitations. Completed past performance questionnaires shall not be submitted as part of an offeror’s proposal. Font smaller than specified in the solicitation will be acceptable for graphics and tables only if the font is legible to the Government. The Government is not responsible for any mistakes in evaluation due to the inability to read the provided text in the graphics/tables of the proposal. The Government has no limitations on the use of headers or footers although the required font would be 11 pt.

CC. As explained in sections 3.5.3 and 5.2.1.3 of the Statement of Work, it is the responsibility of the contractor to be in compliance with any OSHA regulations.

DD. Please note that the drug screening standards are different than the incumbent contracts and employees will be required to undergo drug screening during transition.

EE. In terms of past performance, unarmed security contracts would not be considered relevant past performance in terms of complexity.

FF. Please note that the current contracts with sites DC0175 and DC0331 did not have requirements for employee fit testing (SOW 14.5). The current contracts for the remaining sites do have this requirement.
