2. Management Approach:

FPS desires that offerors provide management strategies and proposed solutions demonstrating how they will result in better value to the government. In response to this Evaluation Factor, offerors shall address Quality Assurance, Transition, and Relief.

A. Quality Assurance: At a minimum, provide a narrative that addresses Supervision and Quality Control as follows:

1. Supervision of Protective Security Officers (PSO) Offerors will complete attachment nine (9) labeled: “Onsite Supervisory Post Exhibit,” which will clearly delineate and establish the minimum level of onsite supervision the offeror shall provide under this effort and which will be evaluated by the Government to assess the level of oversight offered by the contractor for this effort. Please note that this completed attachment will not be counted against the page limitation in the technical proposal. For start and end times on this attachment, please use military time. Under the operating days, please use one of the following conventions when filling out this attachment:

“7 Days”: 7 days a week including federal holidays “M-F”: Monday through Friday excluding federal holidays “SSH”: Saturdays, Sundays, and federal holidays

For anything other than the foregoing, please list the specific performance day (e.g. “Monday,” “Tuesday,” etc.).

a. “Lead PSO” or similar title will not constitute a “Supervisor.”

b. Provide your firm’s supervisory processes and procedures for ensuring contract requirements are met throughout performance. This should include, but is not limited to, specification of the physical location/geographic duty location(s) of proposed supervisors, a description of the supervisory methods employed, and frequency of supervision.

(NOTE – The Government defines a Lead PSO as a single point of communication at a facility, identified by post orders, for the purpose of communicating operational and facility specific info to the security force at a facility. In addition, the government’s review and acceptance of an offeror’s proposed supervisory hours, will not alleviate the vendor from modifying (i.e, increasing) the amount of supervision after contract award should the Government’s or contractor’s oversight and inspections reveal systemic problems with performance. If at any time the vendor determines that additional supervision beyond what was initially proposed, is needed to address performance issues, such additional supervision will be provided at no additional cost to the Government
