AMENDMENT #1

The purpose of this amendment is to answer vendors’ questions and make changes to the solicitation.

Section A of this amendment answers vendors’ questions while section B amends the terms of the solicitation.

A. Questions & Answers

1. QUESTION: With the contract isolated as a Small-Business set-aside, is there a parameter within solicitation which dictates that work performed must be at least a 51% rate for the Small- Business associated?

ANSWER: Per page 54 of the solicitation, FAR clause 52.219-14 – “Limitations on Subcontracting” applies to this procurement.

2. QUESTION: Are there specific parameters in place because of historical status?

ANSWER: The Erie complex is considered a historic property and, therefore, rules for historic buildings apply. Before the contractor can commence work, GSA must be consulted to ensure that the installation process does not disturb the aesthetics.

3. QUESTION: Do we need to drill between the walls for any of the replacement cameras? It appeared that Camera #20 of new install was an existing mount, but not where indicated in

SOW.

ANSWER: The awardee will make the determination regarding drilling during installation.

Wiring is required for new cameras. Camera #20 is a “swap” and not a new install, so re-use of cabling is permitted.

4. QUESTION: Do we need to use conduit? For the new installations, conduit was said to be available for all new materials… is this accurate?

ANSWER: Conduit would be required in any situation in which exposed wiring exists. In addition, conduit may be required if the vendor goes through electrical closets, garages, between floors, or in common areas within the facility. Conduit is NOT supplied, nor are any other parts.

The vendor is required to provide all parts, materials, equipment, etc. necessary to fulfill the requirements of the Statement of Work (SOW).

5. QUESTON: Has all cable infrastructure been corroborated as fully-functioning working order?

Answer: All cable infrastructure has not been corroborated. However, it is the vendor’s responsibility to ensure the CCV system is functional at project completion.

6. QUESTION: Is re-use of coax cable mandatory or highly encouraged? With understanding that maintenance of existing infrastructure can provide cost-savings, is it still to be understood as preference or requirement?

ANSWER: It is the vendor’s option whether or not to reuse the existing coax cable or replace it.

However, it is the vendor’s responsibility to ensure the CCV system is functional at project completion.

HSHQE3-16-Q-00002

AMENDMENT #1

7. QUESTION: How many service calls did the existing CCTV System typically have during one year?

ANSWER: This information cannot be provided.

8. QUESTION: Avigilon is listed a suggested technology. Is there a pre-condition available which explains preference? If equivalent is proposed, are there specific benchmarks which must be met besides basic description of replacements found in SOW.

ANSWER: Per Section 12 of the SOW, “Any equivalent submissions by Contractor shall outline on a chart, showing existing Avigilon specifications and features vs. the proposed equivalent equipment. The NVR system, and all cameras, must contain the same features and specification as the Avigilon system, including object detection and other video analytics already built-in, and at no additional cost to the Government. No substitutions will be permitted if they do not contain built in analytics, at no additional cost.” In addition, FAR clause 52.211-6 – “Brand Name or Equal” is included on page 32 of the solicitation.” Quotations that do not comply with this provision of the SOW and/or clause may not be considered “technically acceptable.”

9. QUESTION: Will there be an allowance for future questioning if needed?

ANSWER: No additional questions will be entertained.

B. Solicitation Changes

1. Regarding Section 13 of the SOW, Camera #20 is not a new camera location as indicated in the SOW; it is a replacement camera. Furthermore, the outcome desired for Cameras #21 and #22 should be swapped around. In the SOW, it states that Camera #22 should be removed completely with no replacement, while Camera #21 should be replaced with a new camera.

Instead, Camera #21 shall be removed completely and Camera #22 shall be replaced with a new 4 head camera.

2. On page 1 of the solicitation, the following paragraph is added under the section entitled “Technical” under “D. Quotation Submission and Evaluation Criteria.”

“It is expected that the awardee shall provide the CCV system in accordance with the SOW. If a quoter wishes to deviate in any way from the SOW and propose its own alternate strategy, the quoter shall provide a supplement to its quote outlining its plan for fulfilling the Government’s requirement. The Government will review the supplement and if it is determined not to be “technically acceptable”, the vendor’s quote will NOT be considered for award.” This supplement shall not exceed one (1) page.”
