Should I assume by the below statement that this RFP requires the awarded contractor to maintain classified information at the corporate office, a separate location from the specified DOD work site? No classified information will be stored at a corporate office.
5. I see on the RFP where it states: Offerors shall provide a certified statement of current Top Secret/SCI Facility Clearance which will be verified through the Defense Security Service by the CO prior to award.
Is that accurate or will a TS Facility Clearance be sufficient? Offerors shall possess a Top Secret facility clearance along with personnel that are TS/SCI eligible prior to the date and time established for submission of offers.

59. The RFP includes a Wage Determination for the areas with Guard IIs earning $20.57/hour. The RFP also requires that all PSOs meet the requirements for an active TS-SCI clearance. Does the Government anticipate a loss of all/most incumbent PSOs and Supervisors when their wages, which currently take into account their clearance, are reduced by new contractors who bid on the basis of the WD? Please refer to FAR Clause 52.212-4, Section 04, Prices, page 14 of the RFP. Pricing is at the discretion of the offeror. At a minimum, offerors must abide by the hours, benefits, terms, and conditions of the DoL wage determination.
60. In a related question, the Government currently takes between 2-6 months to process a new PSO, who already possesses a TS clearance, for their SCI on site. If an employee is limited to 60 hours in a single work week and more than one PSO/Supervisor resigns due to an offer of WD level wages, how will a contractor cover the schedule during the 1st six months? Scheduling and staffing are the responsibility of the contractor.
61. Weapons are maintained on site at this location as evidenced by the need for weapon lockers and clearing barrels. Is there also a required gear up gear down period or roll call for all employees per shift to obtain their weapons/gear (in conformance with DoL standards) and any information from the prior shift? The solicitation does not provide for a Guard Mount period. Weapons are stored at NBACC within close proximity of the PSO posts.
62. Since weapons are stored on-site in a government provided safe, there must be time allocated to each PSO for four primary purposes:
1) gearing-up; i.e. drawing the firearm from the location it is stored and loading the weapon, 2) traveling to post from the location where the gear-up is conducted, 3) returning back to the location where the firearm must be stored following the conclusion of duty, and 4) gearing-down; i.e. making the firearm safe and storing it inside the weapons safe.

What is the current practice regarding, and time allotted for, how PSOs gear-down?
How are the PSOs compensated for this time presently? The Government does not have a requirement for guard mount or gear-up/gear-down time.
63. RFP HSHQE3-14-R-00001, Section 4.B.3 states that: Increases to Supervisor wages and benefits are not subject to contract price adjustment in the subsequent ordering periods under FAR 52.222-43(d), unless the Supervisory positions is expressly covered under a Collective Bargaining Agreement or DOL Wage Determination. For Supervisory positions that are not subject to contract adjustment under FAR 52.222-43(d), the contractor is permitted to include a reasonable escalation in subsequent option periods based on the labor market in the geographical area that the effort will be performed.
Is it permissible to price Supervisory and Overhead positions at a 5 year average instead of escalating wages each period? Contract pricing is the responsibility of and at the discretion of the Offeror.
64. SOW 5.2.2.1 provides that: Contractor shall require PSOs to undergo a pre-employment medical/physical examination and every three years thereafter. A licensed physician shall administer the examinations and document results on Medical Questionnaire (Exhibit 7).
