Section C. Statement of Work (SOW)
I. Introduction
This is a Statement of Work (SOW) for the Department of Homeland Security (DHS) Science and Technology Directorate (S&T), First Responders Group (FRG) First Responder Resource Group (FRRG) 2016 Annual Meeting.
The purpose of the FRRG 2016 Annual Meeting conference is to continue first responder engagement, capability gap identification and prioritization, and collaboration on Statement of Objective (SOO) Document development efforts.
The FRRG Annual Meeting will be held July 12-14, 2016 in the Washington D.C. metropolitan area.
This SOW is for the rental of conference facility space and the provision of related supplies and services, listed in Section III Scope, only. The requirement does not include invitational travel or conference planning services.
II. Background
DHS is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The Science and Technology Directorate is charged with researching and organizing the scientific, engineering, and technological resources of the Department and leveraging advanced technological tools used to protect the homeland. Within S&T FRG, the Communications, Outreach, and Responder Engagement (CORE) and First Responder Technologies (R-Tech) operating units have four thrust areas: outreach, engagement with the first responder community, partnerships with other agencies and departments throughout government, and internal communications (inside the Directorate and FRG). One key method by which they reach and engage first responders and the FRRG are through Annual Meeting.
The FRRG is a representative and valid repository of field perspective, operational knowledge and technical expertise, including voluntary, active or retired representatives in the first responder and emergency preparedness and response community. The FRRG enables a diverse array of public safety, criminal justice, and homeland security professionals to come together as a unified and integrated group of responders. The 2016 Annual Meeting will be only the fifth in-person meeting held since the FRRG was formed (the first meeting was held in August 2011).
The results from this meeting will help inform and influence the next six months of the FRRG’s activities and—most significantly—will influence which projects are selected for funding in fiscal year 2016. The FRG leadership has requested that technology demonstrations remain on this year’s meeting agenda. The purpose of these demonstrations is to give FRRG members the opportunity to touch/feel/use technologies that S&T has funded and that the FRRG may have had a hand in developing. For prototypes, this may enhance the commercialization process. For fielded technologies, it may enhance widespread adoption of these technologies in the field.
III. Scope
The conference facility must be within the Washington D.C. metropolitan area. The conference facility must be within four city blocks (5-7 minute walk) of a public transportation, or accessible by a facility run shuttle or other ground transportation to the local airports.
