HOMELAND SECURITY OPERATIONAL ANALYSIS CENTER (HSOAC) FEDERALLY FUNDED

RESEARCH AND DEVELOPMENT CENTER (FFRDC) PRE-SOLICITATION SYNOPSIS

The United States Department of Homeland Security (DHS), Office of Procurement Operations (OPO) issues this pre-solicitation notice on behalf of the DHS Science and Technology Directorate (S&T, collectively “the Government” hereafter).

While this notice does include a draft Request for Proposals (RFP), DHS is not seeking proposals at this time, but is rather seeking industry comment and feedback on the draft requirements included in this notice. This notice is issued solely for market research and planning purposes; it does not constitute a formal RFP.

This notice does not commit the Government to enter into an agreement, contractual or otherwise, for any supply or service. Respondents are advised that the Government will not pay any costs incurred in preparing a response to this notice or attending any event connected to the content of this notice. All such costs are incurred solely at the interested party’s expense. Not responding to this notice or not attending the event described herein does not preclude participation in any future RFP if one is issued.

The purpose of this notice is to schedule an Industry Day for an initiative to establish a contractual relationship with the private sector for the operation of the Homeland Security Operational Analysis Center (HSOAC) Federally Funded Research and Development Center (FFRDC).

Questions, comments, and/or suggestions related to this notice, or the documents attached hereto, are encouraged to be submitted in writing to the Contracting Officer and other contacts listed in this notice via email. Questions and comments submitted after 23 June 2015 may not be provided responses until after the Industry Day. Additional written questions will also be collected from attendees at the Industry Day. We intend to respond to as many questions as possible; the corresponding answers will be published as an amendment to this notice after the industry day event.

During the industry day event, the Government will provide answers to questions in response to the draft RFP included in this notice, as well as information on the next steps for the procurement process. DHS/S&T anticipates the release of a RFP for this initiative on or about 31 August 2015.

The Industry Day session will be held on June 30, 2015 at the Homeland Security Acquisition Institute, 90 K Street NE, Suite 1200, Washington, DC 20002.

Participants should arrive no later than 9:30AM to check-in through building security. The meeting is planned to begin at 10:00AM and we anticipate finishing by 12:00PM.

Attendance at the Industry Day will be limited to no more than two (2) representatives per entity, and pre-registration will be required. If you plan to attend, you must submit a written request to the Contracting Officer and other contacts listed in this notice via email by 10:00AM (Eastern) on 23 June 2015. In your RSVP, please include company name, individual first and last names, citizenship, whether a Law Enforcement Officer and whether a current S&T contractor. Due to security concerns, changes to the attendee list cannot be honored after the 23 June 2015 cutoff date. Individuals not on the attendee list the day of the event will be denied entry to the facility.

Due to space limitations, attendance will be on a first come first served basis (up to 75 individuals). DHS reserves the right to limit participation to one (1) representative per entity if the event is oversubscribed. A valid driver’s license or other Government-issued form of identification will be needed for the check-in process. The entry process can cause delays so interested parties are encouraged to arrive early. No meals or beverages will be provided at the event.

Attendance at this Industry Day is not mandatory, material presented at the session will be provided as an amendment to this announcement as well as responses to questions collected at the Industry Day. Specific information related to the RFP, including a draft Statement of Work (SOW), may also be posted as an amendment to this notice.
