I. Introduction
This is a Statement of Work (SOW) to provide filming, webcasting, and production services for the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Cyber Security Divisions (CSD) 2013 Principal Investigators’ (PI) Meeting. The PI Meeting will take place over September 16-18, 2013. The PI Meeting will take place at the Crystal Gateway Marriott, located at 1700 Jefferson Davis Highway, Arlington, VA 22202.
II. Background
The PI Meeting assembles contractors currently working on research projects for DHS S&T, aimed at improving security in both federal networks and the larger Internet from cyber-attacks.
This is the second meeting of the principal investigators from each of these projects. The PI Meeting provides a unique opportunity for the principal investigators to collaborate and present their research and technologies to researchers and cyber security leadership from the federal government, international partners, the private sector, and academia. The PI Meeting allows them to share knowledge, work to improve existing deployed technologies, and transition their innovative research to safeguard cyberspace.
III. Scope
This SOW is to provide filming, webcasting, and production services only. The requirement is not to provide space for the PI Meeting itself, to provide audio-visual equipment, or to organize or facilitate the meeting. The requirement is not for third party planners.
The contractor shall work during the three days of the meeting (September 16-18, 2013) on-site at the Crystal Gateway Marriott. There is a setup day on September 15, 2013 when the webcasting contractor will need to be in place on-site to hook up and test equipment. During the PI Meeting the contractor will be working in a general session room holding approximately 200 people, two technical track sessions rooms holding approximately 100 people each (the general session room will be converted to hold the two technical track session spaces), and a technology demonstration room holding approximately 200 people.
The contractor shall perform the following specific tasks.
HSHQDC-13-Q-00371 Page 15 of 35

• The webcasting portal will offer the viewer a test video/webcasting environment to test on their device. The contractor will also provide a technical support toll free phone number to help the viewer with troubleshooting questions and issues specific to their viewing device.
• Once the viewer has registered and enters the main portal, the portal shall allow the viewer to move from one presentation track to another seamlessly, without having to log out of the system.
• The webcasting engineer/production manager, government personnel and other viewers will be notified of which viewers have entered each presentation track.
• The viewer will be able to view the presentation file and the presenter (picture in picture format) simultaneously, along with the audio content through their device.
• The viewer will be able to submit questions with or without attribution to the presenter or moderator during the question and answer portion of the presentation. Additionally, the webcasting portal will capture and archive all viewer questions from each presentation into a downloadable report for the government.

• The viewer will only need to register one time in order to attend one or more presentation tracks. Additionally, it is preferred that the viewer is able to create a customized user name and password, which can be remembered using a “remember me” option. It is acceptable if the user name is the attendee’s email address.

The general session room will be split into spaces for the technical tracks during this time. The contractor shall reset the webcasting equipment from the general session to the two technical tracks during these 20 minutes.
After each day’s webcasting production is completed, the contractor will prepare the next day’s presentation run of show with the government personnel and hotel A/V lead.
