#
Question
Response
1
Will a sample technical task order be provided in the final RFP
No.
2
Do you anticipate a down-select, BAFO or Orals as part of the procurement process
Neither “down-select” (as a separate procedure) nor oral presentations will be part of the process. In the event there are significant questions, then the government will determine a competitive range and enter into discussions with those entities. Finally, the Government will request revised proposals at the conclusion of discussions.
3
How is FRG funding changing with regard to grants?
There are no anticipated changes to the grant program. If changes occur, they will not be known until the FY 13 budget is enacted.
4
Just to confirm – Primes are no longer held to 4 subcontractors for evaluation purposes.
Correct.
5
You mentioned you will require fixed, blended, fully burdened rates. Does that mean 2 rates for each labor category (i.e. on-site and off-site)?
Yes.
6
Are subs rates no longer required?
The Government is requesting fixed hourly rates using blended rates for each labor category performed by the offeror including any subcontractor.
7
Why reduce the number of past performance references, does that give the government enough information to evaluate a company’s performance?
The number of references required is under consideration. The government’s decision will be in the final RFP.
8
When do you expect task order to be issued?
The Government’s intent is to release the first task order request for proposal within a few weeks of the IDIQ award.
9
Please clarify decision not to include an awardable task order with RFP
This strategy is not appropriate for this acquisition.
10
Are there any limitations on (the number) level/tiers of subcontracting?
No.
11
Please confirm that the SETA award do not need to be on the PACTS/TABSS Schedule
This is a Full and Open unrestricted competition resulting in a multiple award IDIQ. PACTS and TABSS awardees are not required for this RFP.
12
How many awards are anticipated to be set-aside for small business?
The government intends to conduct a Full and Open unrestricted competition.
13
Are past performance required from both the prime and subcontractors.
A completed past performance questionnaire should be submitted by each of the references cited in the corporate experience tab of your proposal.
14
Do bidders have to have responded to the draft RFP to be under consideration as a contractor for the work?
No.
15
How much emphasis will there be for the evaluators on the bidders program management vs. technical experience in the 6 division areas? For instance, is it the primary interest of the government to have a more program management focused company or a more tech engineering company as its contractor?
The evaluation factors describe the criteria that will be used to evaluate the proposals.
16
Good coverage of what HSARPA & FRG do but what support does the contractor provide?
The Government will need skills in transition and commercialization of technology.
17
Are specific collaborations with Biowatch Planned?
The DHS Office of Health Affairs (OHA) has the lead for Biowatch, S&T supports when called upon.
18
How will these interfaces be managed? This contract or Biowatch?
The DHS Office of Health Affairs (OHA) has the lead for Biowatch, S&T supports when called upon.
19
What results so far from APEX? Is this a model for elsewhere in DHS?
APEX has been wildly successful so far. May not be a model for all DHS, but will be model for S&T.
20
Labor cats: Will you have SME cats with large numbers of years of experience, for example 15 to 20, 20 to 30?
The Government will revisit the labor category descriptions. S&T will consider vendor comments and programmatic needs to determine the changes to the labor category descriptions.
21
Will number of years of experience be tradeable with degrees? For example MS + 15 is equivalent to BS + 20
The Government will revisit the labor category descriptions. The Government will consider vendor comments and programmatic needs to determine the changes to the labor category descriptions.
22
Similar support contracts at DARPA an IARPA require 80 – 90% PhDs. Is this contract likely to be a similar %?
PhDs are not always required. In many instances, S&T will be looking for skills in transition/commercialization of technology. S&T will revisit the labor category descriptions. S&T will consider vendor comments and programmatic needs to determine the changes to the labor category descriptions.
23
Please clarify the relationship or interface between the Infrastructure Protection and Disaster Management Division and FRG.
At times, some work may be similar within both divisions.
24
If cyber security is so important, why doesn’t “cyber” appear anywhere in the labor category descriptions?
The Government may need expertise in this area but not “CIO” types. The Government will revisit the labor categories and consider the programmatic needs to determine the appropriate changes.
25
Will you post the list of attendees?
Yes.
26
Balanced SME knowledge (tech development) vs. technology application (commercialization) or are both types needed?
This will be determined on a task order by task order basis. The Government will need technical skills, commercialization skills, process/policy change skills, capability/efficiency impact studies, performance metrics, and general analyses for programs.
27
Will the administrative requirements currently in the draft RFP going to come out under PACTS.
No, some administrative requirements will remain in the RFP.
28
How will the DHS Suitability screening be handled during the transition process – Will it be expedited?
The suitability screening will not be expedited.
29
Can you explain the criteria for the suitability screening?
DHS requires contractors to pass a suitability screening process; this process can take 4 to 6 weeks or longer.
30
Will there be any sample task orders in the Final RFP?
No, there will be no sample task orders in the Final RFP.
31
When do you anticipate the first task order RFP/RFQ to be issued after the IDIQ award?
The Government’s intent is to release the first task order request for proposal within a few weeks of the IDIQ award.
32
How do you envision formulating task orders - small task orders to support individual projects with specific SMEs, or larger task orders to support an entire group like HSARPA or FRG?
Task order size will be evaluated on a case by case basis. S&T envisions some task orders at the division level and some at the project level.
33
As there have already been awards made to small business on domain 1 and 2 or TABSS, does S&T plan to leverage this vehicle for the financial management piece of the recomplete? If so, what domain will be leveraged?
TABSS will be used when appropriate to fulfill S&T requirements.
34
What should the small business percentages be based upon for this RFP?
The small business percentages shall be expressed as percentages of the total available/planned subcontracting dollars.
