&C Fixed Rate Breakdown by Cost Element&R&D &CPage &P of &N Note 1 - FTE is the abbreviation for Full Time Equivalents. For purposes of this worksheet, full-time equivalent employees equal the number of employees on full-time schedules plus the number of employees on part-time schedules converted to a full-time basis to staff the contract. For instance, if 5000 hours are quoted for a particular labor category and on average the annual productive hours of a full time employee for that labor category is 1920 (2080 less 80 holiday less 80 vacation leave), the equivalent FTE to staff the labor category is calculated as 5000/1920 = 2.6 FTE. Note that for staffing to an FTE level a contractor may use a combination of full time and part time employees. This information shall be entered in the applicable cells for each labor category and will be used for Government price realism purposes.

Instructions The contractor must complete this worksheet for purposes of the Government's Price Evaluation and Price Realism analysis. The worksheet will automatically calculate the fixed hourly rate for each labor category when the applicable Hourly Wage, Health and Welfare Hourly Amount, and any Labor Overhead rate, G&A rate, and Profit rate are entered into the highlighted cells. ODCs may also be entered for each labor category if applicable. It should reflect the rate used to price the quote consistent with Schedule of Prices. The entered H&W rate will automatically calculate the H&W included in the fixed hourly labor rate by multiplying the H&W rate by the labor hours for each applicable labor category. The entered overhead rate will automatically calculate the overhead included in the fixed hourly labor rate by multiplying the overhead rate by the hourly wage (assumes Labor, H&W, and PTO costs are included in the labor overhead base). The Labor Overhead rate may include applicable taxes, insurance, oversight and other applicable costs. This value automatically calculates in the Labor overhead cells for each labor category. The entered G&A rate will automatically calculate the G&A by multiplying the entered G&A rate by the automatically calculated "G&A Base", which is comprised of the hourly wage, H&W, PTO, ODCs, and applicable overhead. This value automatically calculates in the G&A field. The entered Profit rate will automatically calculate the Profit by multiplying the entered Profit rate by the automatically calculated "Total Cost", which is comprised of the hourly wage, H&W, PTO, ODCs, applicable overhead, and G&A. This value automatically calculates in the "Profit" field.

Not-to-Exceed Travel - In the highlighted cell enter any applicable indirect rate applicable to the given Not-to-Exceed travel amount. The indirect costs applicable to travel will automatically calculate in the labled cell as well as the total proposed travel costs including the applicable indirect costs.

Although modification of the worksheet should not be necessary, it is not locked, therefore cells may be altered as long as a narrative explanation is provided regarding any revisions to the embedded formulas. If the overhead and or profit rates are different for the listed labor categories a separate worksheet may be provided for each of the impacted categories by copying this template as a separate tab and include such separate tab in your proposal submission.

In the event that the fixed hourly rates provided in this worksheet differs from the basis of the pricing for Schedule of Prices, the contractor's quoted price for this solicitation shall be considered the extended amounts shown on Schedule of Prices. Note that the data to complete these worksheets is considered other than certified cost or pricing data, and, therefore is not subject to certification as provided under FAR 15.403-1(b)(1) and (3).
