Note: Travel
This CLIN will be provided under a Not-To-Exceed (NTE) basis at time of task order award. The Offeror is not required to submit pricing at this time. Authorized travel costs, as defined in FAR 31.205-46, outside the local commuting area shall be reimbursed on the basis of actual costs incurred to the extent allowed under the Federal Travel Regulations (FTR). Profit is not authorized.
Note: Other Direct Costs
The offeror shall insert in his proposal the ODCs costs based upon the Government estimated requirements provided in each task order upon award. The cost of general-purpose items required for the conduct of the Contractor’s normal business operations will not be considered an allowable ODC in the performance of task orders under this contract. Profit is not allowed on ODCs under a T&M or LH type task order.
Note: Surge
The pricing will be in accordance with the established labor categories and labor rates per the IDIQ contract. For task orders one through three the estimated surge hours are based on a not-to-exceed amount provided in attachment J.10a Task Order cost/price template. Contractors shall not exceed the ceiling amount set forth in each task order for the surge.
B.2 Term of Contract
The term of this ID/IQ contract will consist of a one-year base period, with four one-year options. Task orders will be issued with periods of performance for up to one year, unless otherwise authorized by the Contracting Officer (CO).
Task Order Requirements. Individual task orders awarded under this contract will contain Statements of Work (SOW) that are within the general scope of the contract’s Statement of Work.
B.3 Types of Task Orders.
a) Firm Fixed Price (FFP) Task Orders.
For FFP type task orders, the quantity of each item or labor category ordered will be multiplied against the rate listed in this schedule or as negotiated for the task order, and the cumulative extended total of all items ordered will define the fixed price for the task order.
b) Time and Material (T&M) Task Orders.
For T&M type task orders, the quantity of hours ordered from each labor category will be specified as deliverable hours billable at the ceiling rates specified in Section B.5, Fixed Labor Rates Tables, or as negotiated, if lower rates are proposed for the task order. Materials will be estimated for each task order and may include applicable indirect costs computed in accordance with the Contractor’s established accounting practices. Profit on materials is not allowable. Consistent with the definition in FAR 52.232-7(b)(1)(ii), “materials” include direct materials (including supplies transferred between divisions, subsidiaries, or affiliates of the Contractor under a common control); subcontracts for supplies and incidental services for which there is not a labor category specified in the contract; other direct costs and travel.
The cumulative extended total of all labor categories ordered plus materials/applicable indirect costs will define the task order’s ceiling price. Reimbursement under the contract shall be governed by the FAR Clause 52.232-7, Payments Under Time and Materials and Labor Hour Contracts.
B.4 Time and Material (T&M) or Firm Fixed Price (FFP) Rates
All task orders issued on a T&M or FFP basis will be priced in accordance with the pricing set forth in Section B.5, Labor Hour Rates Tables. The fixed hourly labor rates will reflect the fully-burdened rates for each labor category and will apply to all direct labor hours. The burdened hourly rates are ceiling price rates and the Contractor may, at its discretion, elect to propose lower hourly rates on a task by task basis. The Government will review the proposed lower hourly rates and determine if the revised rates are realistic and in the best interest of the government. Indirect costs allocated to any materials (e.g., direct materials and other direct costs) shall be proposed consistent with the payment requirements in the clauses at FAR 52.232-7, Payments Under Time and Materials and Labor Hour Contracts and FAR 52.216-7, Allowable Cost and Payment.
The fully-burdened labor rates include all direct, indirect, general and administrative costs and profit or fee. All hourly rates are based on the Contractor’s Cost Accounting Standards (CAS) disclosure statement; or if there is no disclosure statement, the Contractor’s established standard accounting practices.
Rates
1) Government Site Rates. When performing at the Government site, the fully-burdened labor rates reflect the appropriate reduction due to the use of Government facilities. The Government will provide office space, furniture, and office equipment.
2) Contractor Site Rates. When performing at the Contractor site, the fully-burdened labor rates include applicable indirect costs for office space and all normal supplies and services required to support the work. This includes, but is not limited to, telephones, faxes, copiers, personal computers, postage (to include courier services such as Federal Express), ordinary business software (e.g., word processing, spreadsheets, graphics, etc.), normal copying and reproduction costs.
B.5 Fixed Labor Rates Tables.
The Fixed Labor Rates Tables below provides labor category descriptions, fixed hourly rates for performance of the requirements as specified in individual task orders. Fully loaded hourly rates are included for each labor category at both the Contractor site and Government site(s). These fully-loaded hourly rates are the ceiling rates representing the maximum rates allowable for prime Contractors and for any subcontractor that is not listed in the Fixed Labor Rates Tables. For subcontractors that are listed in the tables, the maximum ceiling rate shall be the rate shown in the table for that particular subcontractor. The years cited represent contract years. Below are the Government labor categories. The definition of each labor category is listed in attachment J.10 IDIQ Cost/Price Template. The Contractor may propose additional labor categories or labor categories that are equivalent to the Government’s to fulfill the requirements for the IDIQ. The Contractor may propose labor rate discounts in the task orders.

SECTION C - STATEMENT OF WORK
1.0 GENERAL
1.1 Background
The Contingency Planning and Incident Management Division (CPIMD), within the U.S. Department of Homeland Security (DHS) Office of Infrastructure Protection (OIP), is faced with the challenge of addressing new mission areas as a result of planned OIP reorganization. Although OIP’s mission to lead a coordinated national effort to reduce risks to critical infrastructure/key resources (CI/KR) and strengthen national preparedness remains unchanged, CPIMD is assuming a more prominent and substantive role. CPIMD is expected to assume a much larger role, to both develop contingency plans related to CI/KR and manage IP activities during the entire spectrum of incidents: pre, during, and post. This challenge requires a contractor base that not only understands CPIMD, but also the larger context in which these missions must be performed.
Using National Incident Management System (NIMS) guidelines, CPIMD provides a robust and essential incident management program that monitors steady state, potential incidents, special events and emerging threats. During actual incidents, CPIMD implements incident management procedures to:
· Provide situational awareness and decision-making support in the form of infrastructure protection products;
· Provide manpower and services that enable customers to assist in protection from all hazards threats; and
· Respond to incidents and ensure recovery of the nation’s CI/KR.
CPIMD’s activities to monitor threats to the nation’s CI/KR and prepare all hazards contingency plans for CI/KR protection directly support OIP’s mission. Effective contingency planning is essential not only to ensure the success of the IP mission, but also to achieve the goals stated in the National Infrastructure Protection Plan (NIPP). Developing and exercising contingency plans that focus on CI/KR requirements enhance information sharing capabilities and help build security partnerships that ensure effective risk management and efficient use of resources for CI/KR protection. To establish a foundation for improving national CI/KR preparedness, CPIMD assists OIP in integrating CI/KR protection into the National Response Plan (NRP) and provides education, training and exercise programs to ensure implementation of a well-coordinated incident management program and effective Continuity of Operations (COOP)/Continuity of Government (COG) programs.
