1
Does the government have a desired or ideal level of supervision for these PSO contracts? Number and placement of supervisors or number of productive supervisory hours as a ratio compared to productive PSO hours?
The government does not dictate to the contractor the level of supervision or numbers of management personnel required to administer the contract. That determination will be made by each vendor.
2
During the proposal evaluation process, is there a comparison made between an offeror’s proposed supervisory plan and the amount that offeror has factored into its pricing to accomplish that plan? Specifically, does an offeror’s proposed level of supervision by location have to be supported in its pricing of mileage and travel for the supervisors to accomplish the plan?
In accordance with the solicitation instructions, to ensure the submission of an adequate price element breakdown for purposes of this RFP, the Government suggests that the Contractor complete the attached worksheet, “Price Element Breakdown” (Attachment 6). The worksheet serves as a proforma for the expected format of the price element breakdown. The Government may use this breakdown to conduct a price realism evaluation for the purpose of measuring the Contractor’s understanding of the solicitation requirements and for assessing the performance risk inherent in the Contractor’s price.

5
In the “Minimum Submission Requirements Transition” section of the RFP, under the note, it states that “…in no event shall any proposed plan for transition training be dependent upon availability of Government personnel after normal business hours (e.g. overseeing training during evenings and weekends). Does this note apply to the availability of FPS personnel to meet the new WDTP 16 hour training requirement?
No. At this current juncture and do to the inability to close post location with screening stations during normal business hours, the majority of all WDTP training will be accomplished after hours and on weekends. In other words, does the government consider a proposed 120 day transition to present more risk to the government than a proposed 90 day transition? |
