STATEMENT OF WORK

Social Security Administration Minden, Louisiana The Federal Protective Service is soliciting bids for the installation of a new Turn-key Alarmed Intrusion Detection System (IDS) and a new Closed Circuit Television System (CCTV), at the newly built location for the Social Security Administration office in Minden, Louisiana.

· The work shall be awarded to the bidder who offers the best value to the Social Security Administration.

· Construction on site is underway now.

Work shall be coordinated with the General Contractor, electrical contractor and other trades as required.

In General:

The system will consist of the following but not limited to:

IDS: The Denver MegaCenter can only accommodate UL listed panels by Honeywell (Ademco) model numbers Vista 128 and 250 series, Radionics model numbers 7412G & 9412G series, CADDx model number NX8E, or DMP model numbers XR100 & XR500. Proprietary panels will not be accepted due to the inability to provide adequate support.

Ademco Vista 1280P Control Communicator, Ademco Vista 6139 Remote Stations, Ademco Vista 4208U expansion modules, recessed magnetic door contacts, dual technology glass break detectors, dual technology passive infrared motion detectors, auxiliary DC power supply, momentary push button panic switch & latching “pull-down” panic switch, plenum rated wire, & miscellaneous hardware.

NOTE: Ademco Vista 128 or greater is required by the DHS/ICE/FPS Denver Mega Center.

CCTV: Exterior Color by Day B&W by Night camera with 5-50mm varifocal auto iris lens, Environmental camera housing with mount and heater/blower, Interior Mini-Dome Color camera with 3-8 mm varifocal auto-Iris Lens, high resolution color Monitor, Monitor mount, Multi Camera Power supply, multi-channel digital recorder with built-in CD R/W burner, rack mountable video surge protector, heavy duty surge protector with battery backup, 10 pack CD’s, Plenum Fire rated power wire and Coaxial Cable, enclosed vertical equipment rack with door & casters, miscellaneous hardware.

Contractor will provide “As built” drawings in Auto Cad version 2000.

Suggested equipment listed at the end of this Scope of work

Specifics:

Intrusion Detection System

1. Head-In Equipment will be located in data / telecomm room, reference attached drawing.

a. Keep all Security related equipment in one area.

b. Board to be provided by General Contractor

c. Electric 4 gang box to be provided with or near installation board

2. Install recessed magnetic door contacts at each outside door, reference attached drawing. Wire each device on a separate zone to alarm panel. EOLR will be at the device, not in the alarm panel.

a. Total 4 door contacts: (Note attached drawing)

i. On double Lobby doors;

1. Each individual door to have contact installed.

ii. On Employee Entrance (North Side)

iii. On Emergency Exit (East Side)

3. Install Fourteen (14) dual tech passive motion detectors at each location indicated, reference attached drawing. Wire each device on a separate zone to alarm panel. EOLR will be at the device, not in the panel.

a. In Vestibule

b. In Lobby midway between the guard’s station and wall.

c. In Lobby along West wall.

d. In Lobby along West Wall by Interview stations

e. In employee area in front of Men’s Room

f. In Hall way to provide coverage of personnel entering Employee entrance and using interior walkway

g. In West end of Multipurpose Room

h. In East side of Multipurpose Room

i. Open area / File area on the East by Emergency Exit

j. Office nest to Emergency Exit with windows to exterior

k. Supply Room

l. Telecomm Room

m. Manager’s Office

n. File area in front of Manager’s Office to cover windows / exterior

4. Install Sixteen (16) momentary push button duress switch at each desk locations, reference attached drawing. Wire each device on a separate zone to alarm panel. EOLR will be at the device, not in the alarm panel. Program as 24 hr. non-reporting local audible alarm on Partition 2.

a. Each interview window to have duress button - thirteen (13) alarms

b. Private interview room – one (1)

c. Manager and Assistant Manager to have duress buttons - two (2) alarms.

5. Install one (1) pull-down latching duress switch on wall location, reference attached drawing. Wire this device to the alarm panel on its own zone, requires 4 wires, EOLR at device, not in the alarm panel. NOTE: If multiple switches are used, wire all in series to zone 9 on the panel.

a. Install at the Employee Entrance door way, inside the building.

6. Install three (3) remote stations, (keypads) on wall locations as noted on the attached drawing. Wire to control panel per manufacturer specifications. Note: Record Addresses and Partition numbers.

a. By Employee Entrance

b. By Security Guard Station

c. By East Door / Emergency Exit

7. Provide the DHS/ICE/FPS Denver MegaCenter, (DMC) with a complete zone list with alpha descriptions, as outlined in the provided MegaCenter Alarm Requirements Document, (MAR Package). Assist the DMC with panel programming.

a. MARPAK to be provided to the successful bidder.

8. Test all zones for proper operation; send signals to DHS/ICE/FPS Denver MegaCenter, Denver Federal Center, (1-888-511-5062), and Train using agency on proper system operation procedures.

Closed Circuit Television

1. Head-In Equipment will be located in Data / Telecomm Room, reference attached drawing. Cable will be routed through the hollow wall or surfaced mounted inside “Panduit Duct & Raceway”.

a. Provide DVR with minimum 320 gig memory

i. Built in R/W CD burner OR other technology to transfer and save selected recording.

ii. Provide on site training for this equipment to Manager and/or other designees.

b. Provide cabinet for equipment.

c. Surge protector with battery back-up.

2. Mount six (6) exterior cameras at the locations, indicated on the attached drawing. Penetrate building above interior ceiling and below exterior roofline, use weatherproof box and “seal-tite” to achieve proper “drip-loop” to camera location. Wire each camera with adhesive contacts to the Intrusion Detection System on its own zone, EOLR at the camera not in the panel. Note: for exact locations and camera views see local SSA Manager, as camera location may need to be moved for best view. Record and provide each cameras serial number to local manager & Federal Protective Service. Conduit with pull strings should be incorporated into initial build-out.

a. Camera 1 – From S/W corner with a view of the South side and as much of the pedestrian walkway and public parking as possible.

b. Camera 2 – From S/E corner with a view of the South facing public entry and as much of the approach to the front door south side public parking as reasonable.

c. Camera 3 – From N/E corner with a view of the East side, Emergency Exit door and as much of the surrounding property as possible.

d. Camera 4 – From under the portico at the Employee Entrance and break area with a view of as much of the break area and door as possible.

i. Lens and view should be able to clearly define facial features of personnel entering and leaving by this door.

e. Camera 5 - From the N/W corner with a view of the employee parking and as much of the North face of the wall as possible.

f. Camera 6 - From the S/W corner with a view of the West side as possible.

3. Mount three (3) interior cameras on the ceiling tile at the locations indicated on the attached drawing. Record and provide each cameras serial number to local manager & Federal Protective Service. Note: for exact locations see local SSA Asst. District Manager, as camera location may need to be moved for best view.

a. Camera 1 – to give best view of lobby area from area above the Guard Station

b. Camera 2 – to give best view of interview FAE Windows and hall entrance along the windows and West wall area

c. Camera 3 – to give best view of interview FAE Windows and employee entry door on the interior side.

4. Mount five (5) Color Monitors:

a. 27” Flat screen Color Monitor on the wall at the employee entry/exit door as indicated on the attached drawing. Provide camera views, per SSA Manager. (Probably Cameras 4 and 5)

b. 24” Flat screen Color Monitor on the Guards Desk. Views of exterior cameras.

c. 24” Flat Color Monitor in the District Manager’s Office (or any other location designated)

i. Mount on wall or desk, per Manager’s request.

d. 24” Flat screen Color Monitor in the Assistant District Manager’s Office

i. Or any other location designated)

e. 14” Color Monitor in the Data/ Telecomm room with the DVR Note: Screen sizes are approximate – variations acceptable.

Note: Televisions may be substituted for (a) (b) (c) (d)

5. Test CCTV system for proper operation. Train using agencies designated personnel on proper system operation procedures. Pay special attention to the DVR operational procedures and drill procedures. Train in the use of recording and archiving incident recording procedures.
