A. The purpose of this amendment is to respond to contractor inquiries and are provided in a Question (Q) and Answer (A) format:
1. Q: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.

2. Q: If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

3. Q: Can you better explain what "Bid Opening Day" is?
A: Bid opening day – the date/time established in solicitation when the Contracting Officer will hold a formal bid opening. Bids are kept sealed until the exact time of the established opening then each is opened, read, and recorded publicly. Bidders may attend this bid opening.
4. Q: Is this different than a pre-bid facility visit?
A: Yes
5. Q: Can a prospective contractor schedule a facility visit in order to get a better sense of what the proposal and effort will entail?
A: Page 152 of the solicitation under #3 Pre-Bid Conference/Site Visit: No site visit for this requirement.
6. Q: How many contractor personnel are currently working this contract for FLETC Glynco?
A: This is a Performance Based contract; the onus is on the Contractor to determine the skill mix and level of effort for this requirement. However, see the following table for Seniority information.

7. Para 1.5., Licenses and Permits: The Contractor shall obtain any required licenses, certifications and permits required for the prosecution of work and for compliance with all applicable Federal, State and local laws, regulations, and codes, without additional costs to the Government.
Q: What are the “required licenses, certifications and permits required for the prosecution of work and for compliance”?
A: See 8.15 and 8.16.b, driver’s licenses & vehicle permits, certifications for any equipment requiring special training such as forklifts
8. Para.3.1, Government Furnished Facilities (GFF): The Government shall provide office and storage space.
Q: Does the office space include any furniture?
A: See Page 94 Attachment 5
9. Para 3.4, Government Furnished Property (GFP): The Government will provide, without cost to the Contractor, the facilities, equipment and materials listed in (Attachment 5). The list of GFP shall not be construed as being sufficient or adequate to meet the requirements of this contract. The Contractor shall provide any additional equipment needed to perform the requirements of this contract.
Q: What additional equipment is required?
A: As an example, not to be construed as a complete list, forklift, vehicle(s), office supplies, computers, printers, telephones etc.
10. Para. 3.6, Government Furnished Vehicles (GFV): The Government will provide, without cost to the Contractor, the facilities, equipment and materials listed in (Attachment 5). The list of GFP shall not be construed as being sufficient or adequate to meet the requirements of this contract. The Contractor shall provide any additional equipment needed to perform the requirements of this contract.
Q1: What additional equipment is required?
A: See answer to question 9
Q2: What is the burn rate for the requirements for the liquid propane? Are there available expenditure reports?
A: Burn rate is approximately 30-40 pounds every 3-4 months. Expenditure reports are not available.
11. Para. 5.2, Projected Workload: The projected workload for this contract is delineated either in the form of historical information or an estimated number of occurrences in each paragraph.
The workload volume for the upcoming year.is subject to variances due to the fluctuation of student load.
Q: Will the Government provide the current workload and the current student load as well as the projected student load?
A: See data in chart below that reflects number of students attending FAD classes for FY14- FY17 as well as projections for FY18:
12. 5.6 Cleaning and Repair Services: The Contractor is required to provide all cleaning materials and supplies which are not identified as government furnished.
Q: What cleaning materials are required? What is the burn rate for these cleaning materials? Are there available expenditure reports?
A: Cleaning supplies could include glass cleaner, all-purpose cleaners and degreasers, bathroom supplies. Burn rate is approximately 30-40 pounds every 3-4 months. Expenditure reports are not available.
13. 5.6.1.d, Training Equipment and Supplies: The Contractor shall be responsible for inspection/repair of each item of equipment that has suffered physical damage at the time of turn in. Tools necessary for repair shall be furnished by the Contractor.
Q: What tools are necessary to be provided by the contractor?
A: general tools such as screwdrivers, pliers etc.
14. 5.6.2.1, Special Requirements for Vehicle Used on Mixed Ranges: 1) After each use, vehicles used on Mixed Ranges shall be vacuumed inside the cargo area and cab using a HEPA filter vacuum cleaner. 2) Tires shall be wiped down with tri-sodium phosphate approved cleaner.
Q: Is the tri-sodium phosphate approved cleaner a contractor provided item? If so, what is the burn rate for these cleaning materials? Are there available expenditure reports?
A: Government furnished material. Not at this time.
15. Q1: Para. 8.34, Phase-In/Orientation Period: What is the phase-in period?
A: Phase in period is a specific time wherein the incumbent contractor and the incoming contractor work together so the incoming contractor gets a feel for the work before full

A: The government is not aware of any hazardous pay differential being paid.
Q3: Will the Government provide the scheduled class load?

Q4: What has been the historical daily issue of weapons?
A: It depends on the class load. Weapon sets are normally groups of 25 per class.
Q5: Is there a Collective Bargaining Agreement in place?
A: No
Q6: Is a Government vehicle available for transport of equipment/supplies back and forth to ranges?
A: Yes, electric vehicles if and when available
Q7: Will the Government provide historical data for the amount of hazardous waste collected?

16. Q: Reference Wage Determination, Hazardous Pay Differential, to ensure all bidders account for the same costs, can the Government please identify what positions are eligible for the hazardous pay differential and whether or not the positions represent a high or low degree of hazard?
A: None that the Government is aware of.
17. Q: Reference PWS 1.3.2.1, in order to estimate productive labor hours and costs, please identify the amount of time required for employees to receive Hazardous Waste training.
A: 1 hour
18. Q: Reference PWS 1.4.5.b, the last sentence in the paragraph appears to be missing text (i.e., …with the following facility requirements: …)
A: The last sentence of this paragraph is deleted by this Amendment 000001. Make pen & ink change to the affected paragraph.
19. Q: Reference PWS 1.4.5.c, it states the contractor shall comply with all EPA and GA EPD regulations for all non-hazardous and hazardous waste management, disposition, and disposal. Please clarify the roles and responsibilities of the Government and the contractor regarding hazardous waste disposition, shipping, and disposal.
A: Hazardous waste is collected and stored by contractors and transported and disposed of by the Government.
20. Q: Reference PWS 1.4.7.2.e, which states, “In addition to those requirements listed in (c) above, the minimum elements of the contingency plan should consist of:…” C above addresses the sudden buildup of students and/or Government personnel. Is this the intent of the paragraph?
A: This sentence is corrected to read “The minimum elements of the contingency plan should consist of:” Pen and Ink change – cross out the words “In addition to those requirements listed in (c) above,”
21. Q: Reference Part 3, 3.6, can the Government please identify the historical consumption amount of liquid propane consumed on the contract?
A: See Answer to Question 10
22. Q: Reference Part 5.1.d, states, “Ammunition/Weapon storage and inventory of related3.4” Please clarify this is just a typo.
A: Part 5.1.d should read “Ammunition/Weapon storage and inventory of related equipment and supplies. Pen and Ink change - Remaining items should be renumbered “e through j” in lieu of f through k, starting with Bullet fragment removal.
23. Q: Reference Part 5.3, states, “In Building 221 and in Building 166, the Contractor shall provide at least two persons on duty and present in each issue location as all times during work hours.” Does this requirement apply for all hours during the primary work period (6 a.m. through 7:30 p.m.) or only when issuing and receiving weapons? Are there only two issue locations?
A: Yes at all times in both issue locations
24. Q: Reference Part 5.13.2.e, for pricing purposes, will the Government please provide the historical consumption rate for the equipment, PPE, and supplies?
A: These are GFE and consumption rate varies.
25. Q: Part 5.13.2.e, states the contractor will provide all the supplies for cleaning, Part 5.14.2.c, states, “…the Contractor shall use the FLETC weapon cleaning rooms and Government furnished cleaning supplies…” Please clarify.
A: general cleaning supplies are the responsibility of the contractor. Weapon cleaning supplies are Government furnished.
26. Q: Part 1.7.1 states submit a resume no later than 10 days where as the PRS states no later than 30 days after contract award. Which is correct?
A: PRS is incorrect; should be TE 2 Deliverables in your question. The PWS Part 1.7.1 is correct. Pen and Ink change to Deliverables TE 2 to reflect 10 days in lieu of 30 days.
27. Q: What is the estimated annual number of hours required for mandatory local training for each employee, e. g., IT Security, Safety and Occupational, Property Management, Forklift Operation, Hazardous Waste Management, Sexual Harassment, Active Shooter, etc.
A: 6 – 8 hours of computer training. Forklift training is one day.
28. Q: What are the historic environmental violations/fines imposed on FLETC by regulatory agencies?
A: Not available at this time.
29. Q: If we will be solely responsible for any environmental fines, will we be authorized to interact directly with regulatory agencies regarding infractions?
A:Yes.
30. Q: Do all indoor ranges currently have adequate ventilation or will all employees in these areas require placement on a health monitoring program?
A: No current employees are on a health monitoring program to the Government’s knowledge.
31. Q: Part 1.4.5.i, states, “Hazardous waste shall be stored at a designated Satellite Accumulation Area (SAA).” How far is the SAA from the weapons cleaning stations?
A: See 1.4.5. e – Contractor shall not transport hazardous waste
32. Q: Part 5.3.d, when the training schedule is expanded for weekend use or inventory is required, is there a minimum staffing level required per building?
A: See 5.3 - two person rule
33. Q: Does the FLETC require any night fire courses? If so, please identify the associated staffing requirements.
A: Firearms does not currently schedule night fire courses
34. Q: Part 5.5.2, states the Contractor is responsible for establishing a reorder point for supplies and equipment. Does the Government or the Contractor incur this cost or is this considered a reimbursable expense?
A: Supplies and equipment are GFE
35. Q: Attachment 5, who is responsible for the maintenance and repair of the GFVs (40 club car electric utility vehicles, range training vehicles, and Mitsubishi fork truck)?
A: Maintenance and repair are done by government mechanics
36. Q: Part 5.5.8.1, states the Contractor will determine the type and quantity of weapons, ammunition, supplies and equipment… Shouldn’t this be the Instructor/Class Coordinator ensuring this? If not, how is the Contractor to determine this?
A: The contractor will check current class requirements
37. Q: Part 5.5.8.3, states the Contractor will transport FLETC or agency weapons between the indoor and outdoor range facilities to accommodate scheduled training or repair. In what time frame is the Contractor required to notify the respective armorer?
A: The armorer is notified when the weapon arrives for repair
38. Q: Part 5.5.8.5 The Contractor shall not accept custody of weapons that are not physically present, not properly cleared or dirty. When a weapon is refused, who is responsible for ensuring the weapons are cleaned?
A: The instructor
39. Q: Part 5.6, Cleaning and Repair Services. . Is the contractor responsible for grass mowing, weed eating, and other vegetation growth on firing ranges?
A: No
40. Q: Part 5.6.1.d, The Contractor shall be responsible for inspection/repair of each item of equipment that has suffered physical damage at the time of turn in. Tools necessary for repair shall be furnished by the Contractor. … The Contractor shall be responsible for repairing: Face Protectors (replacing face shield, rubber seals, grommets), Hearing Protectors (ear pads, foam liners), Safety Glasses (lenses, temple. bars), Vehicles, Electronic and electrical equipment (replace batteries). Is the cost of repairing items such as vehicles a reimbursable cost?
A: No
41. Q: Part 5.12.1.d, states, “The location of all ammunition, whether issued or in storage, must be known at all times.” How does the Contractor ensure ammunition is spent on the ranges?
A: Instructor furnished reports
42. Q: Part 5.13.1 d, states the Contractor will maintain a report of the quantity, caliber and type of rounds recovered from each range. Is the Government referring to live rounds only?
A: Yes
43. Q: Is the Contractor responsible for gathering and disposal of misfires?
A: No
44. Q: Will the government confirm that there are 9 ranges needing contractor support?
A: 15 live fire ranges, 5 interactive cover courses
45. Q: How many ranges require contractor support on a typical daily basis?
A: There are a total of 15 live fire ranges although not all ranges are in use every day
46. Q: Are any of the firearms ranges restricted to frangible lead free ammunition only?
A: 12 of the 15 are reduced hazard ranges
47. Q: Will the government confirm that the only weapons to be cleaned by the contractor are the BOP and DMD weapons and that all other weapons will be cleaned by students?
A: Yes
48. Q: Page 134, Cleared Contractors. Are any of the positions on the FLETC Firearms Support Services contract considered national security positions?
A: No
49. Q: Part 8.11, Labor Relations. Are there any Collective Bargaining Agreements (CBA) currently in place that are applicable for the Firearms Support Services personnel?
A: No
50. Q: If there is a CBA in place, please provide a copy of the CBA and a seniority list of applicable personnel to account for individual benefits.

54. Q: CLIN 1007 indicates Saturday – Sunday 12:30pm – 1630pm on page 5 and 14, however, all other performance period for this CLIN indicates Saturday – Sunday 12:30pm – 14:30pm.

A: 1230 to 1630 is correct
55. Q: For CLINs using UN as the unit of measure, is it intended that a unit include an entire period or just one day within that period? For example, on CLIN 0004 does the government expect a bid where the unit includes five days (Monday – Friday) of extended hours (19:30pm – 21:30pm) (one week worth of extended hours), or is the unit one day of extended hours that would fall within the Monday thru Friday work week?
A: A unit is one day
