RFQ No.: HSFLCH-11-R-00004 Amendment No.: 0004

The purpose of this amendment is to answer questions received through Federal Business Opportunities (FBO). The following questions were submitted:

Questions Answers

1. SF 1449

Should Item No. 0020 be CLIN 0020, Base Period?

Are the associated labor costs for the Safety Specialist to be included in CLIN X001, General Management and Administrative or CLIN X002, Safety and Health?

Paragraph C.7.4.10 indicates the filters will be ordered under the Indefinite Delivery/ Indefinite Quantity work identified in IDIQ section C.7.6. If the government is providing the filters via an IDIQ task order, what is the bidder pricing under these two CLINS…only the labor for replacing the filters? Please clarify.

If the contractor is required to actually price the cost of all the filters, please provide the quantity for each size filter utilized on the contract so that all bidders can adequately price this requirement.

CLIN X009 states “includes all tasks described in Section 9 with the exception of the tasks performed under Sub-CLINS X009A through X009D below.” This statement excludes sub- CLIN 0009E. Was this omission intentional?

CLIN’s X009D and X009E, reference Section 7 (C.7.4.10) however, Section 7 is priced under CLIN X0007. Are pre-filters replacements to be excluded from CLIN X007?

Yes. See revised price schedule under amendment 0003.

Yes.

CLIN’s 18, 19, & 20 clarify what bidder is to price

Quantity & filter sizes identified in Section J attachment 29

No. See revised price schedule under amendment 0003.

CLIN X009D states “provide and replace Pre-filters for all Range Air Handling Units on the return air side once a month in accordance with Paragraph C.7.4.10 with the exception of Ranges 5, 6, and 7, which shall be changed twice a month.”

There is not a CLIN listed for Ranges 5, 6, and 7 twice a month pre-filter replacement. What CLIN are we to provide this pricing under?

CLIN X012 states “Sub-Clins X012A through X012D.” This statement excludes sub-CLIN 0012E. Was this omission intentional?

CLIN X015 states “Sub-Clins X015A through X015G.” This statement excludes sub-CLIN 0015H. Was this omission intentional?

CLIN’s X018, X019 and X020 have a quantity of 18, but no unit. What is the unit type for these CLINs?

Schedule B - CLIIN 0000 Phase-In period Are we to price the Phase-In CLIN or leave it blank?

Section C.1.3.b states that “This phase-in period will be at no cost to the Government”, but then why is the CLIN listed?

Please confirm that CLIN 0011 should not be priced as part of the proposal submission?

What is the unit “LS” for CLIN 0017?

Per Section C.1.9.i, is the weight scale calibration a reimbursable cost under CLIN 0011?

Included under CLIN X009D as a lump sum cost per month.

Unit type is Each (EA).

This CLIN is Not Separately Priced (NSP). No price is to be inserted for this CLIN.

Informational CLIN only.

Correct. This CLIN is a not-to exceed amount showing the maximum amount the Government may order.

Lump Sum.

The weight scale calibration is part of the Fixed Price portion and not reimbursable under the IDIQ portion (CLIN 0011).

2. C.4.1 Warehouse (Logistics): What volume and variety of items are contained in the warehouse?

Sample of weekly warehouse inventory sheets provided under Section J Attachment 91.

3. C. 4.4 Mail/Messenger/Pickup and Delivery Services: What is the average daily mail volume, both received and metered?

Samples of monthly mail delivery data provided under Section J Attachment 92.

4. C.7.3.2 Shop Equipment: This states the Contractor must submit a descriptive list of all T&M equipment to be used in the performance of this contract to the COR for Contracting Officer approval, within ten (10) calendar days of the award of the contract. Please clarify or provide examples of the type of equipment this would be.

Any testing and measuring equipment that requires calibration certification required to perform the work prescribed within this section.

5. C.7.4.1 General Requirements and Procedures for Service Call Work: Does the government staff the FLETC Work Reception Desk or is this a contract position?

This states all service call work is included in the fixed price portion of the contract excluding the items that are government responsibility. Please confirm that service calls under the FFP portion are also subject to the $1,500 threshold for parts/materials.

Government Staffed

Service calls under FFP are also subject to the $1,500 threshold.

6. C.7.4.4.a Response to Service Calls:

Please clarify if the contractor is required to physically pick up service call authorizations from the Work Reception Desk?

Can the service call authorizations be emailed to the contractor to speed up response time?

Does the contractor response time start once the service call authorization is actually picked up from the Work Reception Desk?

Will the Work Reception Desk notify the contractor when a service call is received via telephone or email so that we are aware of the work?

No, service calls will be emailed or called into the contractor

YES

For routine service calls. Emergency service calls will be considered received by the contractor at the time and date the telephone call is received from the Facilities Representative. Refer to section C.7.4.4.b

YES

7. C.7.4.4.d Response to Service Calls: This paragraph provides conflicting requirements in that it states both that Routine Service Calls must be stated within two business days of receipt and that they must also be completed within two business days of receipt. If we have two days in which to respond to a routine service call it is conceivable that we would meet the response time but possibly not the completion time as currently written.

Routine service calls must be started within 2 working days after receipt and the contractor has 2 days to complete the work once started.

Please clarify.

8. C.7.4.5 Beyond the Scope of a Routine Call: This states the contractor must submit a detailed estimate including labor hour and material requirements and accomplished under a Time &Material Labor Hour portion of the contract.

Will the contractor be reimbursed for its labor if it uses existing staff to accomplish the work if the work is performed outside the employees regularly scheduled work hours?

Will the contractor be reimbursed for all parts/materials costs on the T&M task or only the portion over the $1,500 threshold?

Is the Time & Materials Labor Hour portion of the contract synonymous with the IDIQ portion of the contract?

YES when using existing contractor personnel but will vary when using sub-contractor personnel.

9. C.7.4.7 Materials and Equipment: This paragraph requires the contractor to maintain adequate off-the-shelf materials to support routine service calls. Please confirm that this would not include specialty parts/materials or items that do not need frequent replacement.

This section refers to all parts and materials that are under the $1,500 threshold.

10. C.7.4.11 Maximum Limitations for Parts and Materials used for Equipment Repairs as Listed Above: This states that the contracting officer will submit to the contractor a scope of work and request for both labor and material under the IDIQ portion of this contract. However, the NOTE contradicts this stating that this does not include labor in the cost of the event.

If the contractor proposes to perform the work with existing employees outside the employee’s normal work hours (i.e., outside the FFP portion of the contract), will the government reimburse those labor costs or does the contractor have to hire outside labor such as subcontractors to perform all IDIQ work?

Please clarify.

The Contractor shall submit a proposal for all material, labor, supervision and equipment for any event in which the material cost(s) of an item(s) for repairs exceeds $1,500, and will be ordered under the IDIQ CLIN. The note in bold refers to the method in determining if an items exceeds the $1,500 threshold stating that labor costs will not be used in determining if the threshold has been reached, only the actual cost(s) of the material(s).

11. C.7.6 IDIQ Work: This states the contractor’s proposal should not include any in-house labor utilized under the fixed-price portion of this contract. If the contractor can accomplish the work outside an employee’s regular work hours on the fixed-price portion of the contract (i.e., evenings, weekends, etc.), will that be permissible and those labor costs reimbursed?

Often, it more cost-effective and efficient to utilize existing staff (outside the hours of the fixed price portion of the contract) to accomplish this work versus hiring subcontractors or outside hires. Would this be acceptable?

12. C.8.3. The Contractor must simultaneously deliver firearms training equipment and supplies, to CAW training locations at various locations on the FLETC, Cheltenham. Does the government furnish the vehicles and/or electric carts to accomplish this task?

NO

The current contractor utilizes the handcarts, UTV type vehicles and full size pickup trucks.

14. C.7.4.10. AHU Filter Replacement: This paragraph makes reference that the filters will be ordered under the IDIQ (C.7.6) portion of the contract. Please confirm that the contractor is not required to provide or to price any filter costs in the FFP portion of the contract.

If this is not correct please provide the historical quantity of filters replaced by type and size annually so that all bidders can adequately estimate these costs.

In order for all bidders to adequately estimate this requirement, please provide the historical number of IDIQ task orders issued under the current contract for this support to include number of man-hours, job classification of employee, and materials.

There is no work for the Driver Training under the FFP portion of the contract. Individual task orders will be issued for any support requirement that may arise.

Please confirm the time requirement for the past performance submission. Is the required time period for past performance:

projects within the last 3 years or within the last 5 years (both 3 and 5 year time periods are mentioned in this section)?

3 years.

59. Reference Section L.A.4, This section references contractor employee seniority listing, please provide this information by job classification.

Also, are the current contractor employees covered by a collective bargaining unit agreement? If so, please provide a copy.

There is no paragraph L.A.4.

60. Section L, Page 244, L.10.(a), Factor D, (iii)(4). Two knowledgeable POCs are not always possible for each relevant contract. Can this requirement be changed to at least one POC?

Provide two where possible, if not, then one will suffice.

61. Section L, Page 246, L.10.(d)(1). Performance appraisals are precluded from the 50-page count. Are the FACTS Sheets considered performance appraisals?

No.

62. Section L.10, Factor A: Please provide examples of key events that we should develop a Contingency Plan for under the Management and Administration Factor, Technical Proposal Volume I. Ex., inclement weather, fires, spills, natural disasters, etc.

The events mentioned in the question are excellent examples as well as strikes, subcontractor bankruptcies, etc.

63. Section L page 246 (d) and Section M.5 page 252:

Please confirm the page count limitation and # sides printing

The 50 page limit applies to Factor A of the Technical Proposal only and the printing shall be double sided with each side of the page for Volume I: Is it 50 pages single sided printing (per page 246 (section L d) of the RFP, or 50 pages double sided printing (per page 252 section M.5: “Printing will be two-sided only…fifty pages.”

Is this page limitation applicable to all volumes including cost or just to Volume I Technical Proposal?

Request that the 50 page limitation be increased to 150 pages for the Technical volume. The SOW is almost 100 pages. It is not realistic that the bidder can address all contract requirements sufficiently in half the number of pages of the requirement.

Will fold-out pages count as only one page?

Request that font size for graphical presentations be an 8pt font size instead of the 11pt text font? An 11pt font in graphics would result in oversized graphical presentations and consume pages unnecessarily.

This section makes reference to “copies of required performance appraisals” for submission. Please clarify what is meant by performance appraisals as they were not mentioned in any other section of the solicitation that we could find.

How many copies of each volume should be submitted?

Request that resumes, tables of content, and tabbed dividers be excluded from the page count.

numbered. Paragraphs L.10 and M.5 have been revised accordingly.

See answer above.

The Government feels 50 pages in sufficient for Factor A only.

Page size is restricted to 8 ½” by 11”

The font size will remain at 11 pt.
