QUESTIONS and ANSWERS
1. Is there an incumbent vendor for these over-the-phone interpretation services?
ANSWER: Yes
2. If yes, who is the vendor and what rates do they provide for over-the-phone interpretation?
ANSWER: Language Services Associates, Inc.
3. Are we able to submit our response via email to you?
ANSWER: Yes. Proposals may be emailed to Michelle.Calhoun@fema.dhs.gov or mailed to Michelle Calhoun, DHS/FEMA/Recovery, 500 C Street, S.W., Patriots Plaza, 5th Floor, Washington, DC 20472-3205. If hand delivered: 395 E Street, S.W. Patriots Plaza, 5th Floor, Washington, DC 20472.
4. Will this contract be awarded to multiple vendors?
ANSWER: FEMA does anticipate issuing multiple awards.
5. How are these services currently performed (in house, contractor)?
ANSWER: These services are currently performed by a contractor
6. If by a contractor,

e. What are the contract Period of Performance terms? (i.e. base and 4 one-year options, etc.) ANSWER: Base period of 3 months, with an option to extend through February 23, 2011
f. What type of Contract was awarded (Firm Fixed Price, ID/IQ, etc.) ANSWER:
Delivery Order against FSS.
g. How was the contract awarded (Full & Open, HubZone set-aside, Small Business Set-aside, Sole Source, etc.) ANSWER: See previous question

7. I was just sent a Performance Work Statement for DHS FEMA today. I am confused, as I know this was recently (this year) awarded to Language Line. Can you please clarify what this is for?
ANSWER: This solicitation is for a new requirement.

8. I noticed the name of contractor (Language Line) in mentioned in Attachment 1. Does this imply that they currently have this contract? If so, is it possible to provide what their current rates to FEMA?
ANSWER: Language Line does not currently have this contract.
9. The pricing structure that you provide is broken down by base and option years. It would be cost effective to FEMA if contractors can provide pricing based on language. Will you entertain revising the price schedule?
ANSWER: No
10. Please confirm that this solicitation is for telephonic interpreting services only. Please note that on the FBO solicitation notice, it states on demand telephonic interpretation/translation services. In addition, all of the attachments require only telephonic interpreting services.
ANSWER: This requirement is for telephonic interpretation services only. The NAICS code selected was the best code to identify the requirement, but only telephonic interpretation services are required and not all of the services listed within the NAICS code.
11. We are a small business and we noticed that there are subcontracting plan requirements, please confirm that this applies to large businesses only.
ANSWER: Yes, the subcontracting plan only applies to large businesses.
12. Please note that the URL provided on page 4 of attachment 1 goes to a general page with no details http://www.whitehouse.gov/news/releases/2004/08/20040827-8.html). Please elaborate on the HSPD-12 requirements.
ANSWER: This hyperlink was unfortunately deleted but the information needed to conform to HSPD- 12 has been provided in the PWS.
13. What are FEMA’s payment terms?
ANSWER: Net 30 days
14. When the anticipated award date/start date?
ANSWER: January 31, 2012
15. Is this a sole source requirement? In other words, will FEMA award one contractor for this requirement?
ANSWER: Sole Source is defined as only one company can provide the services. No, FEMA anticipates multiple awards
16. The past performance questionnaires are not attached. Please advise.
