1. The statement of work requires the contractor to remove and replace damaged plywood sheathing, but no quantities are listed. Without quantities, it would seem to us that each contractor may be bidding a different scope of work. A difference of 5 sheets of plywood per unit for 581 units would easy equate to a $60,000 to $80,000 difference in price. Can contracting provide an estimated quantity of damaged plywood to be removed and replaced?

Contracting cannot provide an estimated quantity, but alternative proposals are encouraged, so a Contractor may submit one proposal on the low-end in terms of sheets of plywood, and submit another proposal that adheres to the Statement of Work, that is, that the Contractor is prepared to replace all plywood if necessary.

2. In the scope for THU cleaning and reconditioning for re-use, it states that one of the work items required is "replacing all mattresses and all other fabric covered bed materials." Does "other fabric covered bed materials" mean the box springs? Pillows? Sheets? Comforters?

The 40 THUs for recondition each contain three full mattresses and one sofa bed mattress. The contractor is asked to replace any mattress or box springs outside of its original factory plastic (i.e. in used condition). In addition, the Contractor must be prepared to replace the stretchy fabric in the sofa bed that supports the sofa bed mattress, should this fabric be ripped. It is not necessary to replace pillows, sheets and comforters.

3. On the Statement of Work it states that it can be requested to work extended hours and on weekends. Will this be approved if requested? We would definitely request extending working hours and allowing us to work on the weekends.

The Contractor may request extended working hours, however, a proposal should be submitted with the contingency in mind that these requests may be rejected.

4. Is a bond required for this project?

No, this is being issues under the Service Contract Act and is not a construction project that will require Davis Bacon - Construction Contracting Bonds.

5. Is certified payroll required?

No, this is a fixed price contract.

6. The Wage Determination listed on Section D16 – D22 are for service workers. Should this be Construction Type Davis Bacon AL20100074 for Residential Building Construction Rate Wages? [or] Building Construction AL20100037?

No, this will be done under the Service Contract Act. For this contract please use WD 05-2011 (Rev.-14) first posted on www.wdol.gov on 6/17/2011. The wage determination is for the State of Alabama Area: Alabama Counties of Autauga, Bullock, Butler, Chilton, Coosa, Crenshaw, Dallas, Elmore, Lowndes, Macon, Montgomery, Pike, Tallapoosa and Wilcox. Note that the City of Selma is located within Dallas County Alabama.

7. For the THU Clean and Recondition for Reuse the forth line item, please describe what is “other fabric covered bedding materials” if other that mattress and box springs.

8. 5” box springs is typically a wood frame foundation used with a mattress set and called box spring. The older type coil springs set which is 8” or more and was used with older style mattress. Please clarify.

The contractor shall provide new mattress and box spring which shall be compatible with each other

9. Is answer to question number 18 on the September 23 Q&A ,40 three bedroom units that would include 120 mattress and box spring sets and 40 sofa bed mattress?

Yes that is correct

10. What are the Program Office answers to numbers 15, 19, 20 & 21 questions on the September 23 Q&A Please see previous responses

11. What wind zones are these units built for? HUD 1, 2, OR 3?

The Park Models are built to the ANSI equivalent of HUD Wind Zone 3
