1. PURPOSE

At the present time, the FEMA Information Technology Division (ITD) obtains information technology Systems Engineering and Technical Assistance (SETA) support services from a variety of contractors and service providers using a variety of contract vehicles. The objective of this acquisition is to consolidate these contracts into a single centralized indefinite delivery indefinite quantity (IDIQ) contract with multiple task orders through which SETA services will be obtained. The selected contractor will support the Agency mission by providing effective and efficient analysis, systems engineering and technical support to ITD and other Agency components in the development, implementation and support of secure information technology solutions. Task orders will be issued under the contract to provide services.

This solicitation also requests offerors to submit a proposal for each of the initial task order for SETA support services. Task orders will be awarded concurrent with the award of the IDIQ task order contract.

2. BACKGROUND

The mission of the Federal Emergency Management Agency (FEMA) is to reduce the loss of life and property and protect communities nationwide from all hazards, including natural disasters, acts of terrorism, and other man-made disasters. FEMA leads and supports the nation in a risk-based, comprehensive emergency management system of preparedness, response, recovery, assistance and mitigation. In support of this mission, FEMA has uses a wide variety of information systems and information technology solutions and services. These systems and solutions must be operated and maintained at the highest level of performance, reliability, integrity and security twenty-four (24) hours a day, seven (7) days a week.

The oversight and management of the work and tasks orders under this contract will be provided by the Federal Emergency Management Agency (FEMA), Chief Information Officer (CIO), Information Technology Division (ITD). The mission of the FEMA CIO is “to enhance and maintain information technology infrastructure; develop and enhance key systems to support operating programs; increase efficiencies and cooperation across FEMA’s divisional and regional lines.” The vision and strategy of the CIO is to modernize FEMA information technology systems and services and to “deliver world-class secure information technology guidance, products, and services to meet the needs of FEMA’s emergency managers and stakeholders nationwide.” This environment must be implemented with the flexibility required to support the evolving mission of FEMA and to support the surge requirements necessary to support emergency situations as they occur.

The current FEMA information technology environment is an amalgam of new and legacy technologies, architectures, platforms and tools that includes a wide variety of PC-based, client server, web-based and service-oriented components. These systems have been implemented by

FEMA using a variety of service providers under both mature and immature oversight and governance conditions. As stated above, the current goals are to continue the evolution and improvement of all IT services and support. This will be achieved by utilizing an approach and strategy that is consistent with both the Department and Agency strategy. Major components of these strategies include improved systems and solutions engineering process, enterprise data center consolidation, implementation of managed enterprise network services, implementation of technology standards, migration towards a common operating platform, consistent application of security services and configurations and to leverage current technologies to provide services to citizens and other government components.

3. SCOPE

The contractor will provide classified and unclassified information technology systems engineering and technical assistance support services to FEMA. Additionally, the Contractor shall assure that engineering and technical assistance support activities are collaboratively integrated with other FEMA IT contracts as defined in the individual Task Orders.

This Statement of Work (SOW) provides for a wide variety of highly specialized Systems Engineering and Technical Assistance (SETA) to FEMA in support of the mission of the Information Technology Division. The objective of this contract action is to acquire support in the areas of engineering and technical services, technical management and professional support services. FEMA intends to award an IDIQ contract and issues task orders against it to acquire the services needed to assist the government on a full spectrum of critical FEMA enterprise IT projects. Due to the criticality and wide variety of IT projects, the contractor must possess the ability to provide knowledgeable and experienced technical resources to support multiple concurrent projects.

These services take the form of engineering advice and direct technical assistance essential to the research, design, development, integration, implementation, evaluation, and testing of IT solutions necessary to ensure the effective operation and maintenance of complex IT networks and systems for FEMA organizations and mission activities. Services generally include information technology consulting services, such as: infrastructure engineering support, architecture design, and database engineering and management. Systems engineering includes a combination determining requirements and specifications, performing planning, conducting analysis, developing designs, conducting testing, integration, and installation and technical services include technical program management support, development of requirements and work statements, technical strategy development, supporting strategy and governance activities and resolving technical controversies.

The primary locations for this support include FEMA Headquarters (including numerous locations in the Washington, DC metropolitan area) and the Mount Weather Emergency Operations Center (MWEOC) located in Berryville, VA. Other locations for this work may include FEMA regional offices, FEMA National Processing Services Centers, the National Emergency Training Center (NETC), Long Term Recovery Offices (LTRO), Logistics Centers, July 2 2009 Page: 5 of 32

Mobile Disaster Recovery Centers (MDRC), Distribution Centers (DC), and Joint Field Offices (JFO). These offices and centers are located throughout the United States and territories.

The scope of this contract also includes on-site contractor support to FEMA in the areas of engineering, implementation, planning and support of FEMA systems, networks and other information technology solutions and services.

The scope of work will be specified within each Task Order.

The overall scope of this contact may include support for the following:

3.1. Architecture Engineering Support

The Contractor shall provide architectural engineering to technically evolving environments that include, but are not limited to geographically separate locations and DHS Data Centers. This support may include, but is not limited to, the following:

3.1.1 Expertise and support for planning, analysis, design, development, testing, integration, and installation activities

3.1.2 Development and review of operational and technical systems specifications and requirements

3.1.3 Design of infrastructure, applications and configurations in a multi-tier network environment including high availability (HA), disaster recovery (DR) and high volume (HV) environments

3.1.4 Development and maintenance of system architecture models

3.1.5 Conduct studies and analyses

3.1.6 Analyze engineering plans

3.1.7 Prepare technical documentation on engineering issues

3.1.8 Review system and technical specifications

3.1.9 Provide well-founded technical opinions on current or proposed engineering issues

3.1.10 Conduct operational planning for engineering activities

3.1.11 Review engineering practices, standards, and processes

3.1.12 Provide firewall design recommendations in a HA and HV database architecture with

Oracle RAC clusters and Microsoft SQL Clusters

3.1.13 Support rapid prototyping

3.1.14 Provide engineering support to demonstrate, assess, and implement new system and technologies.

3.1.15 Additional types of architecture engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.2. Database Engineering

The Contractor shall provide database engineering and database administration support to a large and complex enterprise class and application level database environments. This support may include, but is not limited to, the following:

3.2.1 Evaluation of database software and hardware solutions

3.2.2 Technical configuration of database software

3.2.3 Database planning and modeling

3.2.4 Design and tuning of Online Transaction Processing (OLTP) and On-Line Analytical

Processing (OLAP), and Extract, Transform and Load (ETL) environments and solutions

3.2.5 Data warehouse and data mart design and engineering

3.2.6 Design and implementation of database backup and recovery strategies

3.2.7 Design and implementation of data access controls and security configurations

3.2.8 Database design (logical and physical)

3.2.9 Database tuning

3.2.10 Database systems maintenance (patches, performance, memory management, and configuration parameters management)

3.2.11 Support for engineering upgrades of database software

3.2.12 Testing support deployments

3.2.13 Performing performance and data use analysis

3.2.14 Evaluation and testing of new system features.

3.2.15 FEMA ITD engineering and operations currently uses various database tools such as

Data Pump or Query Analyzer, monitoring of the database and underling file systems, deployment and maintenance of Oracle Streams, as well as third party replication applications that run in the database environment such as Quest SharePlex data replication tools, advanced replication maintenance, unit testing, load testing, user acceptance testing, maintaining the security of the database, and ensuring that the database conforms to DHS security guidelines.

3.2.16 The current FEMA database environment includes both Microsoft SQL Server and Oracle database environments. Various versions of each of these platforms are currently in use. These environments are currently hosted are various geographically separate locations. In the near future, systems will also be hosted at DHS Data Centers.

Additional types of database engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.3. Enterprise Architecture (EA) Support

The contractor shall provide enterprise architecture engineering to support the enterprise architecture and strategic planning efforts of the Agency. This support may include, but is not limited to, the following:

3.3.1 EA engineering and maintenance support

3.3.2 Engineering and maintenance of the current baseline FEMA EA repositories (Technical Reference Model, Data Reference Model, Systems List and Infrastructure Diagrams)

3.3.3 Support and maintenance of FEMA EA baseline Domains (performance, strategic, business, data, information, application, services, infrastructure, technology, and security)

3.3.4 Support the application portfolio baseline inventory

3.3.5 Identification and implementation of business process mappings to the DHS Business

Architecture and Federal Enterprise Architecture (FEA) Business Reference Model

(BRM)

3.3.6 Support of infrastructure architecture and align the FEMA Technical Reference Model (TRM) to the DHS TRM

3.3.7 Support for compliance with DHS Enterprise Data Management Office (EDMO) activities and requirements

3.3.8 Engineering and analysis support for the development of the security architecture

3.3.9 Design and engineering of the FEMA Target Architecture and associated strategy and migration plans

3.3.10 Support the creation and update of the Emergency Management Domain of National

Information Exchange Model (NIEM)

3.3.11 Support the construction of the FEMA EA Model and Repository

3.3.12 Conduct research and prepare reports on advances that will impact the FEMA EA

3.3.13 Research and develop EA Technical Standards and Technology Stacks documenting the FEMA Target Architecture

3.3.14 Support the development and engineering of EA compliance and performance metrics framework of repeatable and discrete measurement plans, processes, categories and metrics to assess and track the overall performance of the EA

3.3.15 Support FEMA’s EA assessment submission and scoring process to Office of Management and Budget (OMB) as required by OMB Enterprise Architecture Assessment Framework (EAAF)

3.3.16 Implementation of project management controls for the FEMA EA baseline, target and migration activities

3.3.17 Provide EA support for the implementation of emerging technologies (Web 2.0, collaboration, etc) within the Agency

3.3.18 Support the engineering and development of an intuitive visualization capability of the FEMA EA for all of the FEMA collaborators and constituents to make informed business and mission decisions

3.3.19 Support and participation in presentations which demonstrate advances in the FEMA EA capabilities to stakeholders, collaborators and constituents.

3.3.20 Additional types of enterprise architecture engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.4. Enterprise Systems and Server Engineering (UNIX, Linux and Microsoft Server)

The contractor shall provide enterprise systems and server engineering to support the enterprise infrastructure, mission and business applications of the Agency. This support may include, but is not limited to, the following:

3.4.1 UNIX / Linux server and systems engineering the current environment includes Solaris and Red Hat

3.4.2 Microsoft server and workstation engineering. The current environment includes

Server 2003, Server 2008 and Windows desk top operating system (such as Windows

XP)

3.4.3 Server-build, configuration support and administration

3.4.4 Assessment and evaluation of security, bug, and enhancement patches

3.4.5 Resolution of application and driver dependencies

3.4.6 Assessment and monitoring of system health

3.4.7 System performance analysis

3.4.8 Support for effective internetworking with TCP/IP

3.4.9 Management of system services and troubleshooting

3.4.10 File system management and troubleshooting

3.4.11 Development of standards and guidelines to ensure conformance with DHS Security

Guidelines

3.4.12 Engineering support and integration of enterprise systems and services (Active

Directory, SCCM, Microsoft Exchange, MOSS, terminal services; DHCP; DNS;

WINS; Certificate Authorities, etc)

3.4.13 Development of certified technical build templates to support compliance with DHS security standards

3.4.14 Support for high availability and clustering solutions.

3.4.15 The Contractor shall provide expertise for critical problem solutions or Tier 3 level

(engineering level) support of all enterprise and mission systems and servers in the FEMA Enterprise.

3.4.16 Additional types of enterprise systems and server engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.5. Geospatial Information Systems (GIS) and Remote Sensing

Engineering

The contractor shall provide GIS and Remote Sensing systems and server engineering to support the enterprise infrastructure, mission and business applications of the Agency. This support may include, but is not limited to, the following:

3.5.1 Analyze and document technical and business requirements and processes in context of

GIS and Remote Sensing

3.5.2 Develop engineering solutions for GIS, GPS and Remote Sensing technology

3.5.3 Constructs data models and activity / process models as required to define system functions for GIS and Remote Sensing

3.5.4 Support analysis and engineering throughout the project lifecycle for the installation, testing, data conversion, implementation, and ongoing maintenance of information systems involving GIS, GPS and Remote Sensing technology and capabilities

3.5.5 Provide analytical, group facilitation, and relationship management skills, must be able to work effectively with all levels of the of GIS, GPS and Remote Sensing user community

3.5.6 Configuration, installation, testing, implementation, and ongoing maintenance of information systems involving GIS and Remote Sensing

3.5.7 Design and engineering of GIS, GPS and Remote Sensing delivery mechanisms, including web technologies and other forms of visualizations, usability requirements, design and layout, typography, icon development, identity and branding

3.5.8 Support and engineering of integrated GIS databases of spatial common operating business, and transactional data

3.5.9 Design, engineering and configuration of databases using GIS, remote sensing and geodatabase software

3.5.10 Imagery rectification, georeferencing, and imagery manipulation and exploitation

3.5.11 Support for spatial analysis, mapping, modeling and reporting

3.5.12 Support in the development of standards for geospatial (vector, raster, and imagery) data development

3.5.13 Conducts and documents the results of special studies dealing with data creation, coordination, maintenance, and acquisition for GIS, Remote Sensing, and GPS data

3.5.14 Support in the implementation of industry standard GIS, GPS and Remote Sensing tools and products.

3.5.15 The Contractor shall provide expertise for Tier 3 level (engineering level) support of

GIS and Remote Sensing systems in the FEMA Enterprise.

3.5.16 Additional types of GIS, GPS and Remote Sensing engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.6. Oracle Application Engineering

The Contractor shall provide Oracle Applications engineering support to technically evolving environments. This support may include, but is not limited to, the following:

3.6.1 Engineering support to include but are not limited to geographically separate locations and DHS Data Centers related to planning, analysis, design, development, testing, integration, and installation found within high availability (HA) application environments.

3.6.2 Review and development of operational and technical systems specifications / requirements

3.6.3 Development and maintenance of systems architecture models

3.6.4 Studies and analyses

3.6.5 Analysis of engineering plans

3.6.6 Preparation of technical documentation on engineering issues

3.6.8 Development of technical opinions on current and / or proposed engineering efforts

3.6.14 The current Oracle Application environment includes Oracle Application server 10gAS versions 10.1.2, 10.1.3. Newer versions of this platform will be implemented when necessary and appropriate to support the environment.

3.6.15 The Contractor shall provide expertise for Tier 3 level (engineering level) support of Oracle Applications in the FEMA Enterprise.

3.6.16 Additional types of Oracle applications engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.7. Network Engineering

The Contractor shall provide network engineering support to the enterprise to include both internal and external network infrastructure. This support may include, but is not limited to, the following:

3.7.1 Engineering advice and direct technical assistance in support of the FEMA Enterprise

Network environment

3.7.2 Support in all facets of planning, analysis, design, development, testing, integration, and installation found within large-scale router-based networks

3.7.3 Expertise to support various network control and communications center operations

3.7.4 Engineering support for system & network design

3.7.5 Support in the use of engineering Computer Aided Design, network topological design tools, and operating design tools

3.7.6 Support for network capacity planning

3.7.7 Analysis of hardware and software interoperability (including protocols, network management and multimedia applications) across conventional networks, hybrid fiber-coaxial transmission networks, Integrated Services Digital Networks (ISDN), Asynchronous Transfer Mode (ATM), current (IPv4/IPv6), VoIP/IP telephony; IP video, other next generation internet-based networks, and unified communications technologies and approaches.

3.11. Storage Area Network (SAN) Engineering

The Contractor shall provide SAN engineering advice and direct technical assistance in support of the FEMA enterprise environments. This support may include, but is not limited to, the following:

3.11.1 Technical analysis and engineering support for SAN systems design

3.11.2 Engineering, design, deployment and management duties for the switched fabrics

3.11.3 Support for the creation of Logical Devices (LDEVs) and meta devices

3.11.4 Support for the mapping of LDEVs and meta devices to the appropriate Fiber

Attachments (FAs)

3.11.5 Support for the masking devices to the appropriate World Wide Names (WWNs)

3.11.6 Development of weekly reports detailing SAN utilization and performance

3.11.7 Development of periodic reports regarding LDEV utilization and performance

3.11.8 Migration of legacy SANs to FEMA standard SANs

3.11.9 Diagnosis and resolution of performance issues

3.11.10 Capacity planning and capacity expansion

3.11.11 Engineering support for the addition of new servers and clusters to the fabric

3.11.12 Evaluation and support to ensure interoperability

3.11.13 Creation of support cases with SAN vendors to resolve issues, questions, and hardware failures.

3.12. Video Systems Engineering

The Contractor shall provide video system engineering advice and direct technical assistance in support of the FEMA enterprise environments. This support may include, but is not limited to, the following:

3.12.1 Engineering advice and direct technical assistance necessary to ensure the effective design, operation, and maintenance of FEMA audio, visual and video teleconference systems

3.12.2 Support all facets of planning, analysis, design, development, testing, integration, and installation associated with large-scale video teleconferencing systems, conference rooms, emergency operations centers and web delivery video systems.

3.12.3 Technical assistance and expertise to support functional requirement gathering, analysis, and documentation; video system & network design; video system implementation and integration

3.12.4 Support of system acceptance testing

3.12.5 Research of emerging video technology trends

3.12.6 Development of migration plans to aid incorporation of emerging technology

3.12.7 Development of standards and creation of concepts to meet future standards

3.12.8 Analysis of hardware and software interoperability (including protocols, network management and multimedia applications) across conventional networks, hybrid fiber-coaxial transmission networks, IP video, other next generation internet-based networks, and unified communications technologies and approaches.

3.12.9 Engineering support services to all areas of FEMA’s audio, visual and video teleconference systems and networks, analog and digital streaming motion imagery, standards-based video teleconference systems

3.12.10 Support in the diagnosis of video signals and the throughput signatures of video streams; technical video support

3.12.11 Support for security implementation, telephone conferencing systems, video controllers, audio/video switching systems and complex wall display systems.

3.13. Virtualization Engineering

The Contractor shall provide virtualization engineering advice and direct technical assistance in support of the FEMA enterprise environments. This support may include, but is not limited to, the following:

3.13.2 Support for the design, installation, configuration, patching, support and management of the physical hosts operating system daemons and virtualization software, virtualization management center, and licensing server, configuration and management of virtual machines, templates and clones, host environment backups, virtual network administration, and load testing of virtual machines.

3.13.3 The Contractor shall provide expertise for Tier 3 level (engineering level) support of virtualization and virtualization support systems in the FEMA Enterprise.

3.13.4 Additional types of virtualization systems engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.14. Voice Systems Engineering

The Contractor shall provide expertise and engineering assistance to FEMA voice system and enterprise network environment. This support may include, but is not limited to, the following:

3.14.1 Voice systems planning, analysis, design, development, testing, integration, and installation associated with a nationwide voice network

3.14.2 Voice system & network design engineering using engineering Computer Aided

Design; hardware development

3.14.3 Network control / communications center operations

3.14.4 Simulation and modeling in support of voice systems design and analysis

3.14.5 Voice network capacity planning

3.14.6 Development of specifications and standards

3.14.7 Evaluation of new technologies and device interoperability evaluation

3.14.15 The Contractor shall possess the knowledge and skill to provide engineering support services to all areas of FEMA’s voice systems and networks including: voice mail technologies; Automatic Call Distribution (ACD); Interactive Voice Response (IVR);

Intelligent Call Management (ICM); network level routing; Private Branch Exchange (PBX) implementation, integrations, and administration; out-bound dialing systems;

interpretation and adherence to standards and specifications related to voice/data telecommunications systems including physical, electrical, procedural, performance communications protocols such as ISDN, Digital Telephony, and Voice over IP (VoIP), H323, SIP, 802.3/802.3F, 802.5 standards; and high availability and redundancy of critical system resources including recovery activities in the event of component failure, machine failure or larger disaster situations.

3.14.16 The Contractor shall provide expertise for Tier 3 level (engineering level) support of all voice systems in the FEMA Enterprise.

3.14.17 Additional types of voice engineering and support activities may be defined and required in the future to support changes to the Agency mission, implementation of technology improvements and other circumstances.

3.15. Wireless Systems Engineering

3.15.1 Wireless Domain Radio Engineering

The Contractor shall provide expertise and engineering assistance to FEMA IT Wireless Domain. This support may include, but is not limited to, the following:

3.15.1.1 Provide radio system engineering advice and technical assistance in support of the FEMA Enterprise Radio Network and disaster radio network environments

3.15.1.2 Engineering and technical assistance in the implementation of radio systems solutions, including but not limited to:

3.15.1.2.1 Land mobile radio systems (LMR) and components

3.15.1.2.2 Radio cross banding

3.15.1.2.3 Repeater networks

3.16. Technical Project Management and Professional Support Services

Management and Professional Support Services are defined as services that provide assistance, advice, or training for the efficient and effective management and operation of organizations, activities (including management and professional support services for information technology and research and development activities) or systems. These services are normally closely related to the basic responsibilities and mission of the agency contracting for the services. Included are efforts that support or contribute to improved organization or program management, logistics management, project monitoring and reporting, data collection, budgeting, accounting, auditing, and administrative/technical support for conferences and training programs. Also included are services to review and assess existing business processes and managerial policies, develop alternative procedures, organizations and policies; and to examine alternate applications and adaptations of existing or developing technologies. The Project Management Institute Project Management Body of Knowledge (PMBOK® Guide) shall be used as guidance.

3.16.1 The Contractor shall provide project control support to maintain project schedules and ensure that deliverables are completed in a timely manner. The Contractor shall oversee project cost control and cost projections.

3.16.2 The Contractor shall support the project manager in the use of project management tools used for activity assignment, resource planning, and cost control.

3.16.3 The Contractor shall develop work breakdown structures; prepare charts, tables, graphs and diagrams to assist in analyzing problems.

3.16.4 The Contractor shall prepare documents in accordance with DHS Systems Life Engineering Cycle (SELC) framework. The DHS SELC represents the systems engineering guidance for the acquisition management process.

3.17. Technical Program Management Support

The Contractor shall provide program management support to FEMA enterprise infrastructure programs and projects.

3.17.1 The Contractor shall contribute to technical working group and interchange meetings, program management reviews, and support equipment requirements review meetings.

3.17.2 The Contractor shall analyze plans and programs, integrate with external organizations, and participate in Test and Evaluation and strategic planning activities.

3.17.3 The Contractor shall support the management of specific task order(s), insuring that the technical solutions and schedules in the task order are implemented in a timely manner.

3.17.4 The Contractor shall contribute to Configuration Audits; analyze logistics support requirements; and review operational/contingency plans.

3.17.5 The Contractor shall contribute to Requirements Analysis, System Design Reviews, Integration Planning, Configuration Control Boards and Logistics.

3.17.6 Contractor shall employ CMMI Level 3 processes to deliver repeatable IT services that are enterprise-focused and produce high-quality, secure applications rapidly and cost effectively.

3.17.7 Contractor shall implement the disciplined processes needed to attain FEMA EA vision. SETA will provide FEMA ITD the opportunity to achieve this vision by establishing an integrated common architecture and operating picture supported by the application of standard processes that are consistent with the DHS/FEMA SELC and CMMI Level 3 processes.

3.17.8 The contractor shall conduct, using third party certified auditors, periodic audits of SETA projects to assess compliance. Frequent appraisals confirm that the processes remain institutionalized, enable the contractor to accurately predict the quality and timeliness of deliverables, and enable continuous improvement.

3.18. Business Process Improvement and Reengineering Support Services

3.18.1 The Contractor shall provide program management support to oversee business process reengineering.

3.18.2 The Contractor shall research and produce summaries on applicable Congressional Mandates, DHS Directives, and FEMA Instructions/Manuals that are required in the process reengineering effort.

3.18.3 The Contractor shall conduct Cost Benefits Analysis (CBA), develop reengineering schedules, implement reengineering changes and development and publish written guidance.

3.18.4 The Contractor shall evaluate efficiencies in management, administration, and maintenance of like systems that will have a role in the CBA.

3.19. Technical Requirements Development

The contractor shall support the determination, development and articulation of FEMA IT requirements. This support may include conducting and documenting constituent interviews and town hall meetings at FEMA locations nationwide to determine new issues, concerns, or needs and to update FEMA requirements to support the FEMA mission, documentation of requirements in appropriate policy and procedures documents, provide conference and meeting facilities, as necessary, to support the requirements sessions and other technical and planning discussions.

3.20. Technical Writing and Editor Support Services

3.20.1 The Contractor shall provide technical writing and editing support to produce, review, and edit highly complex written, graphical technical materials and web content, including system configuration, documentation, studies, reports and other presentation graphics.
