SETA Multi-Step Advisory Criteria

Please read this entire notice carefully as it constitutes the only notice that will be issued regarding the Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA), Office of the Chief Information Officer - Advisory Multi-Step Process. DHS/FEMA intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts following a full and open competition for Operations and Maintenance support described in the attached Statement of Work. The North American Industry Classification System (NAICS) Code is 541512, Computer Systems Design Services. The Small Business Administration Size Standard for this NAICS is $25 Million. The Solicitation/Request for Proposal number is HSFEHQ-09-R-1960A.

Interested parties are invited to respond to this Pre-solicitation Notice, which is issued following the procedures described under FAR 15.202. Please note that no questions will be accepted during Phase 1 of the Advisory Multi-Step Process, described below. The anticipated solicitation (Phase 2) release date is late December 2008. Please ensure the Request for Proposal (RFP) number (HSFEHQ-09-R-1960A) and program title (Systems Engineering and Technical Assistance (SETA) Project is referenced on all correspondence. ADVISORY MULTI-STEP PROCESS: This advisory multi-step process is divided into two (2) phases. Phase 1 consists of the submission of Vendor Capability Statements, agency evaluations of the capability statements, and subsequent advisory notifications to vendors of their likelihood of being a viable competitor. Phase 2 consists of the solicitation, proposal evaluation, and awards. Phase 1 - Submission of Vendor Capability Statements, Agency Evaluations and Advisory Notifications. This phase includes submissions of Vendor Capability Statements followed by agency evaluations and advisory notifications. The draft Statement of Work is attached.

A. Submission of Vendor Capability Statements: Interested vendors are invited to submit Capability Statements describing the information requested in the Vendor Capability Statement Instructions below. Telephone requests for this Pre-solicitation Notice will not be honored and no prospective offerors list shall be maintained. Vendor Capability Statements must be submitted via email to Alfredia.Allen@FEMA.gov and Robert.Roberts1@dhs.gov no later than 2:00 PM, EST Friday, July 17th 2009.

Contractors contemplating competing for this project are asked to carefully review the attached Statement of Work to make a realistic self-assessment as to their potential viability. B. Agency Evaluations: The Vendor Capability Statements will be evaluated based upon the areas and criteria identified in the Vendor Capability Statements Instructions below. The agency will complete the Phase 1 advisory multi-step process without communicating with the vendors who provide submissions. C. Advisory Notifications: DHS/FEMA will issue advisory notifications stating that the respondent will either be invited to participate in the resultant acquisition, or based on the information submitted, the respondent is unlikely to be a viable competitor. As explained in FAR 15.202(b), Advisory Multi-Step Process, The agency shall inform all respondents that, notwithstanding the advice provided by the Government in response to their submissions, they may participate in the resultant acquisition.

Phase 2 - Solicitation, Proposal Evaluation and Award of multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. This phase will be initiated by issuing a formal RFP, offerors will be required to submit detailed technical and cost proposals, a management plan and a subcontracting plan (if large business). The RFP will also identify the first task order to be completed. The Government only expects capability statements from qualified prime contractors. The capabilities of any potential sub-contractors or partner's will not be accepted.

Instructions: Firms should respond to the Pre-solicitation Notice by addressing the topics listed below. The total page number should not exceed five (5) pages, and headings and topics may be consolidated when practical. 1) Corporate History/Viability: a brief description of the company, its services, its current financial status, and its viability in support of a long-term initiative for SETA. 2) Relevant Past Performance / Technical Capability: Identify up to three prime contract efforts of similar size, scope, and complexity as the SETA Project valued at approximately $60 Million annually. Provide a summary of each contract. The identified contracts can be with Federal or Commercial customers. Efforts cited should be similar to the SETA project in the following areas:

a) Enterprise Content/Document Management

b) Systems Engineering

c) Enterprise Architecture/Service Oriented Architecture

d) Business Process Improvement and Reengineering

e) Database/Oracle Application Engineering

f) Geospatial Information Systems (GIS) and Remote Sensing Engineering

g) Information Technology Security Engineering and Support Services

h) Network Engineering

a. Enterprise Systems and Server Engineering

b. Virtualization Engineering

c. Storage Area Network (SAN) Engineering

d. Site Services Systems Engineering

i) Video, Voice and Wireless Systems Engineering

j) Technical Program and Project Management Support, including Technical

Requirements Development, Technical Writing and Editor Support Services

Future Task Orders may require that the Prime Contractor be able to obtain or be in possession of a clearance level of TS/SCI.
