Travel Trailer Procurement Specifications

Dec 2008

General

Travel trailers being procured under this contract are for the purpose of providing temporary housing.

The units are contemplated for limited road travel, as well as one-time installation and deactivation, and various weather conditions may exist. The standards shall not be considered restrictive in that the supplier may provide “equal or better” units considering that the competitive price and delivery requirements can be met. Equal or better means that alternative designs or technologies provide substantially equal or better accessibility and usability for the intended user group.

The construction and outfitting standards identify minimum square footage of living space, floor plan configuration, finishes, furnishing and environmental living conditions necessary to provide emergency temporary housing for disaster relief operations. All exterior openings such as windows, doors, drain pipes; etc… will be caulked with a clear, non-hardening weatherproof sealant to prevent air and moisture penetration. All furniture and appliances as well as A/C must be provided with the unit or the unit will not be accepted.

The units shall meet industry standards except where identified. These units will not include awnings, stereos, holding tanks, and/or any optional accessories.

The delivery locations are subject to change due to disaster circumstances or situations associated with disaster and recovery efforts. The primary delivery locations will be in Selma, AL and Cumberland, MD, but may be directly routed to various others locations nationally, as required. Note: As a reminder the disaster location are subject to change and the contractor must be prepared to ship the units to the affected disaster area location identified by FEMA. The contractor must have a rep and/or technician there when the units arrive. The first order of units will be needed as soon as possible preferably within 14 days of the contract award.

All units shall emit limited or no detectable levels of formaldehyde. Once constructed, the unit’s formaldehyde emission level shall be less than 0.016 ppm during initial testing period prior to delivery from manufacturing plant. No Luan, MDF, vinyl gypsum, or products which contain urea-formaldehyde will be allowed. An independent third party inspector recognized by the industry WILL, using FEMA-mandated testing methods, certify and present the Federal Emergency Management Agency with a document demonstrating compliance with this level. Testing WILL be conducted for each unit at the manufacturing plant prior to leaving the plant or providers staging yard. If the unit fails to meet the standard, the provider is responsible for any expenses, including retesting, to resolve the issue. If non-compliant with indoor air quality requirements or any part of specification, the government will not accept or issue payment.

Quality of Construction

The specifications establish the minimum standards for travel trailer construction and outfitting to meet FEMA contract requirements. This specification does not constitute any expressed or implied deviation or waiver of any requirement of the U.S. regulatory requirements from the governing agency. All units to include furnishings and appliances must be new. The manufacturer shall design and construct all units under this contract within a superior grade quality of workmanship.

The travel trailers procured under these specifications shall, at a minimum, meet the design and construction requirements established in the latest version of the National Fire Protection Association NFPA 1192 Standard for travel trailers or the appropriate Recreational Vehicle Industry Association (RVIA) compliance and inspections.

Note: The direction descriptions for left or right side of the unit means left or right side when facing the unit from the screwjack.

Size and Configuration Type Model: FEMA Disaster Housing Travel Trailer

50 amp Amp Electric/Gas or propane FEMA Disaster Housing Travel Trailer. Only new axels, tires, rims, frames are allowed.

Exterior Length Min 30 ft box length.

Exterior Width 8 ft (Not to exceed). If slide-outs are provided, changes in level in the finish floor resulting from deployment of the slide-out shall not exceed ½ inch and shall be beveled with a slope no greater than 1:2. Warranty booklet must state opening and closing of slide-out is not required.

Screwjack Non-detachable (No fifth wheel units) Electrical System – AMPS 50 Amp power cord (min 30 ft long) Furnishing Fully (must not hinder the unit accessibility) Bedrooms One bedroom, sleep 2 to 4. Include mattress set, closets, nightstands, etc.

Range and Oven Yes - Each unit must have an electric cook top and oven. Locate controls for ranges, burners and vents to avoid reaching across burners.

Electrical Service Receptacles

Interior Receptacles and Switches

Electrical receptacles will be installed at convenient locations throughout the unit. Receptacles located near or in wet areas must be protected with ground fault interrupter protection

Exterior Receptacles Exterior receptacles must be protected with ground fault interrupter protection.

Phone and Cable Television Jack: Each unit shall have a television jack and a telephone jack installed in the living room and master bedroom area.

Exterior Lighting Each unit will have an exterior light near each entrance. The light switch will be located appropriately inside the unit.

Power Cord 50 Amp. Electrical Service with Detachable Power Cord.

Appliances/Light bulbs

Shall be energy efficient, energy star related. No glass shall be permitted for bulb shield in interior/exterior.

Plumbing Service Plumbing System Industry standard plumbing system will be installed. The holding tank will not be installed. Each unit must have a water pressure regulator.

Winterization All drain lines shall have antifreeze poured into all traps, including washer drain, after the flood test.

Plumbing Controls and Faucet Assemblies

All faucet assemblies shall be of the dual shutoff valve type.

Bathroom The bathroom shall also have the manufacturer’s standard vanity with lavatory, medicine cabinet with mirror and accessories (paper holder, towel bars/hooks).

All interior plumbing must be assembled. All bathroom fixtures shall be of the same color.

Lavatory and Kitchen Sink

Lavatories, sinks and countertops supporting them shall be wall-supported.

Provide easily removable base cabinets with finished floors and walls beneath.

Shower Provide a 36 inch by 36 inch transfer shower.

Commode

The unit will have a residential commode. The water storage tank, seat and cover shall be the same color as the commode bowl. Any loose objects must be properly secured. This includes tank lid. The commode seat height shall be 15” to 19” above the finish floor located in separate from shower.

Sewer Line The sewer line will exit the home approximately two feet (2') and not more than three feet (3') behind the rear axle. The exit pipe shall protrude approximately six inches (6"), but not more than eight inches (8"), from the underlying, shall have a threaded end or equal, and be capped with a removable plastic cap and chain.

Appliances (See UFAS Guidelines 4.34) Kitchen Appliances Kitchen appliances must not be obstructed by furnishings. Each kitchen appliance must have a clear floor space for a forward or parallel approach Water Heater A 20-gallon water heater

Range An electric cooking range with two burners (Note: four burners are preferred), thermostatically controlled oven, and a lighted, power-vented range hood to exterior. Any loose objects must be properly secured. Locate controls for ranges, burners and vents to avoid reaching across burners.

Refrigerator Min Residential 14 c. f. frost-free electric refrigerator with freezer. Any loose objects must be properly secured.

Microwave Oven Each unit will have a minimum 1.2 cu. ft microwave. Any loose objects must be properly secured.

Furnishings Furnishings and Storage

Furnishings shall be the standard functional quality (provides usability, comfort and minimum maintenance). All furniture shall be assembled with all packing material removed. All furniture shall be appropriately secured to prevent damage during transport. Furnishings shall not obstruct accessible routes providing circulation to spaces and rooms within the unit, unless they can be folded or retracted to the wall.

Bedrooms. The bedroom shall have a full-size bed, Closet, night stand.

Living Room Each living room area will be furnished with sleeper sofa, capable of sleeping adults.

Dining Room The dining room area will be furnished with dinette table and seating for at least 4 adults.

Air Conditioner (A/C)

Min 13,500 BTU Ducted Roof A/C wired and connected with the furnace.

Window units are not acceptable. Note: The furnace and A/C must be wired to the same thermostat completely connected and installed.

Air Exchange Unit shall be designed to have a minimum 35 % air exchange each hour, bringing in outside air. No Exceptions. This shall be documented and supplied with proposal package. The HVAC system shall only have three settings. Heat, Cool, and fan. NO OFF SETTING.

Interior Heating and Cooling System (NOTE: Furnace and A/C shall use the same thermostat) Furnace The unit will be equipped with an electric furnace capable of maintaining an average of 70/75 degrees Fahrenheit temperature based on HUD code. The wired thermostat must be digital.

Emission Standards Must be constructed to follow CFR 3280.308 and CFR 3280.309. All units will be required to meet these standards. All units must pass IAQ test provided with this specification.

Safety Equipment Smoke Detectors/Weather Radio/CO2 Monitor

Each unit will include three hardwired, with battery back up, smoke detectors with a strobe component (battery included). Smoke detectors shall be equipped with push-button testing devices and are hard-wired into the unit. Provide a smoke detector in each bedroom, in the living room/kitchen area. NOAA Weather radio shall be mounted in bedroom and living area. CO 2 Monitor placed in Kitchen/Living area.

Fire Extinguisher Each home will be equipped with a five-pound A-B-C type fire extinguisher and a mounting bracket. The bracket shall be mounted 48 in. max. above the finished floor surface.

Steps Triple entry steps-welded to frame

Jacks Six stabilizer jacks with pads. Jacks will be needed for each corner and middle of the unit

Access System (Doors) Exterior Door

Each exterior door shall provide a clear opening of 32” and be an insulated steel door. The door shall be pre-hung, and is fully insulated with no voids and includes safety chain, weather stripping, and a built in, non-operable window completely caulked with a non-hardening sealant. The doors shall be mounted in such a manner that the hinged side is toward the front of the unit and when fully opened the door shall not come in contact with any window. All locks shall be master keyed. Door shall have lever hardware. Shall have a key operated dead bolt lock, using a dedicated key separate from passage lock.

Exterior Covering Siding Industry standard with an entry assist handles at entrance/exit each door.

Roof Industry standard covering. Rain gutter or deflector w/corner downspout along the roofline.

Exterior Door Lock Flush mounted combo entry dead-bolt lock mounted no higher than 48” above the floor.

Interior Covering Floor Covering All flooring shall be covered with continuous roll non-foam resilient material.

(No carpet allowed) Duct openings shall be covered with a 4" x 10" metal, adjustable louvered covering (register). Openings in floor surfaces shall not exceed ½ inch in any direction.

Window Covering Mini Blinds for all windows, child proof.

transport Readiness The manufacturer and/or supplier of the unit shall ready the units for transport to the designated area and/or installation site. Shall be able to be shipped via road or rail.

Road Ready Condition

The units must be in transportable and road ready condition when received at staging. Units that are not in a transportable and road ready condition (such as flat tires, damaged axles, etc) will not be considered acceptable.

Safety Equipment FEMA Acceptance 1. An onsite, inspection may occur at any time during the manufacturing process. In process inspections shall be accomplished in accordance with Clause 52.246-2 Inspection of Supplies—Fixed-Price.

2. Pre-Delivery Inspection –

a. A Pre-Delivery Inspection each unit shall occur prior to delivery of the unit. Final Inspection shall consist of a review of any documentation generated about the unit during the manufacturing process, a physical inspection of the unit and review of all required documentation associated with the unit.

b. The Government shall complete the entire Pre-Delivery

Inspection process before reporting results to the Contractor.

c. The Pre-Delivery Inspection report shall be recorded as either compliant or non-compliant.

d. Compliant units shall be ready for issue, with the exception of very few, easily correctable problems. The Contractor shall have 24 hours to correct these problems. If the problems are not corrected within 24 hours, the unit shall be deemed non-compliant. Inspection of these minor problems shall be limited to the specific problems noted during the Pre-Delivery Inspection.

e. Non-compliant units shall either be brought into a compliant status within 48 hours of completion of the Pre-Delivery Inspection, or shall be removed from the inspection point by the contractor. Non-compliant units removed from the inspection point may be brought into compliance at another site and re-submitted for full Pre-Delivery Inspection. Any transportation or rework necessary to make the unit compliant shall be accomplished at no additional cost to the Government.

f. Re-inspection of non-compliant units shall consist of the entire

Pre-Delivery Inspection procedure.

Miscellaneous

Safety Equipment FEMA Acceptance 3. Indoor Air Quality Testing:

a. Upon completion of the Pre-Delivery Inspection, an Indoor Air

Quality test shall be conducted in accordance with the Indoor Air Quality Test procedure.

b. The Contractor shall prepare the unit for the Indoor Air Quality

Test. These reparations shall include all actions for the 14 day pre-test period.

c. The Contractor shall cooperate with Inspector who shall conduct the Indoor Air Quality Test.

d. Upon completion of the Indoor Air Quality test, the Inspector shall provide both the Government and the Contractor a copy of the test results.

4. Final Inspection and Acceptance:

a. Final Inspection and Acceptance shall occur at the point of delivery.

b. Final Inspection may be a comprehensive as needed to verify compliance of the unit, but as a minimum shall consisted of a documentation review and inspection for any damage incurred during shipment.

c. If the shipment from the Contractor’s facility to either a Staging area or installation area is to be accomplished by other than the Contractor, then the conforming Pre-Delivery Inspection and acceptable Indoor Air Quality Test shall be the basis for the Final

Units found to be non-compliant during the Final Inspection shall either be brought into a compliant status within 48 hours of completion of the Final Inspection, or shall be removed from the inspection point by the contractor. Non-compliant units removed from the delivery point may be brought into compliance at another site and re-submitted for full Pre-Delivery Inspection.

Any transportation or rework necessary to make the unit compliant shall be accomplished at no additional cost to the Government.

e. Acceptance shall be after acceptable completion of the Final

5. Documentation: The contractor must provide the government a copy of all shipping documents showing Contractor’s name and Contract number.

Safety Equipment Master Keys The unit manufacturer or supplier shall furnish 3 sets of keys for homes procured.

Master keys shall be provided and packaged separately, with an identification number on the key, bar code number or VIN. The master keys must be received with or prior to delivering the first unit.

Warranty The company the unit is purchased from will be FEMA’s point-of-contact (POC) for all warranties; this includes the actual unit, A/C, furnace, water heater, and all furnishings and appliances. The company will supply a POC for normal duty hours and after-hours.

Certificates of Origin

The certificate of origin must be provided for each unit. The certificate of origin must accompany the invoice.

Manufacturer’s Installation Manual

Manufacturer’s installation guideline and technical data for installation of the unit shall be provided in a packet stored in a readily locatable area within the unit and a copy needs to be provided to the FEMA designated address within 48 hours of award of this contract.

Unit Floor Plan The manufacturer shall provide a complete set of floor plans at time of bid to allow adequate/reasonable time for floor plans to be considered for approval by FEMA and other parties involved. The floor plan includes electrical, plumbing and O.C. diagrams. Must be received with bid.

Delivery Schedule The vendor must provide a delivery schedule for the units ordered. The contractor must at a minimum meet their projected delivery schedule or FEMA may exercise the right to purchase additional units from other sources and subtract that amount or the remaining portion of the order outside the guaranteed minimum. Also, FEMA may exercise the right to collect a per unit/per day penalty.

Company Commitment

The company (vendor and/or manufacturer) must demonstrate the capacity to support this mission and delivery schedules. If the company is supporting other FEMA disasters the company must also demonstrate the plan for continuing to support those disasters as well, include meeting those delivery schedules.

Also, the vendor must have a representative and/or technician at the delivery locations as well as an area to prepare the units for acceptance. FEMA is not obligated to provide an area for this purpose.

Unit Barcode All units must have a UPC bar code on the front left side of the unit and inside the unit under the unit data sheet.
