1. BACKGROUND
The immediate response to a catastrophic disaster, act of terrorism or other emergency involves local public safety, emergency medical services, public health, and health care organizations. The National Response Framework (NRF), within the construct of the National Incident Management System (NIMS), is an all-hazards plan that provides the structure and mechanisms for national-level policy and operational coordination for domestic incident management. The NRF identifies the Federal Emergency Management Agency (FEMA) as the lead for the Federal Government in coordinating and leading the unified Federal Response during a major/complex incident. FEMA works in partnership with other organizations that are part of the nation's emergency management system including state and local emergency management agencies, and Federal agencies, such as the U.S. Department of Health and Human Services (HHS) and the Department of Homeland Security (DHS) Office of Health Affairs (OHA)

C-9 prepared for four two-day meetings per year to be coordinated by the COR. It is anticipated that these meetings will require the Contractor to send two personnel.
9.2. Response Time
The Contractor must be able to deploy a full zone as defined in this Section within 6 hours and arrive to the check-in location(s) within 24 hours of receiving a verbal or written authorization to proceed by the Contracting Officer. Any task order issued for less than a full zone deployment must also deploy within 6 hours and arrive at the designated check-in location(s) within 24 hours of receiving a task order.
If the Government requires and the Contractor can provide more resources than a full zone, there may be two waves of response resources. All other resources shall be deployed within 12 hours and arrive within 48 hours.

9.5. Operational Timeline
The Contractor’s coordination center shall maintain a written, detailed timeline of all activities from pre-deployment conference calls until the last resource is deactivated and arrives at its home portal. The timeline will include all significant internal and external communications and activities. The Contractor shall provide intermediate updates of the operational timeline upon request of the COR. Additionally, the Contractor shall provide a completed operational timeline no later than 14 days after the conclusion of an activation.
9.6. Annual Status Report

C-10
9.8. General Report Requirements
The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Microsoft Office Applications via email. All reports shall be provided to the Contracting Officer and the COR.
10. MOBILIZATION & DEMOBILIZATION
10.1. Pre-Planning Conferences
Except in no-notice events, activations can be anticipated and will therefore lend themselves to pre-planning conferences. In such circumstances, the COR shall conduct pre-activation conference calls to discuss possible activations. The discussion of potential activations is a preliminary planning and coordination action and shall not be construed at a tasking or authorization for the Contractor to incur costs. The Contractor, through the Project Director, shall provide relative information and input as required.
10.2. Check-in & Check-out Procedure
During times of activation Contractor employees/subcontractors shall wear an identification card that, at a minimum, displays the Contractor name, delineation as FEMA Contractor, individual’s level of certification/medical licensure and the individual’s name.
All Contractor employees/subcontractors shall carry their state driver’s license and healthcare certification at all times. All Contractor employees/subcontractors shall identify themselves as Contractors when their status is not readily apparent and display all identification badges in plain view above the waist at all times. Examples of check-in and check-out sheets can be found in Attachment 7.
10.2.1. Ground Resources
The Contractor shall activate the required resources in compliance with the performance requirements of the contract and direct all resources to report to the VSA for check-in and in-processing. For purposes of continuity, at the time of Task Order issuance and/or verbal authorization from the CO the COR will inform Contractor of the name and location of the FEMA COR within the TOO.
The VSA shall be overseen by FEMA managed personnel and supported by the Contractor’s FOT. Resources shall be checked-in, properly placarded, provided appropriate communication and tracking equipment and released to the ESF#8 coordination officer on site for deployment and assignment coordination.
10.2.2. Air Resources
Deployed air resources shall be directed to a fixed airfield location that will act as the air base of operations. Upon arrival and in processing by a FEMA representative, the air resources shall be integrated into the FEMA air command structure of the ICS with the assistance of the Federal Aviation Administration (FAA) liaison to FEMA. In conjunction with the State, HHS and the Contractor’s FOT air resources shall be managed, resourced and directed as required. All air resources shall be properly equipped and staffed for 24 hour-a-day flight operations.
It is anticipated that in a weather based event most air resources will be utilized and released prior to the onset of inclement weather.
Therefore, air resources shall be prepared to demobilize immediately upon notification and prior to weather deterioration causing air craft to be grounded. FEMA will make every attempt to give as much advanced notice as possible. However, if an air resource does not demobilize when directed (aircraft not grounded by weather), the government shall no longer be responsible for the cost of said aircraft.
Determination of suitable flying conditions shall be made by the local Federal Aviation Administration (FAA) representative responsible for the subject geographical area.
Medical Airlift Access to Federal Airspace If the airspace is restricted or closed, FEMA will cooperate / assist the Contractor with obtaining FAA approval to authorize medical airlifts into required air space. However it shall be the sole responsibility of the Contractor to establish and comply with all FAA rules and regulations
10.2.3. Demobilization
C-11
The time and extent of demobilization shall be determined by the Contracting Officer based upon support requirements within the TOO. It is anticipated that demobilization of resources shall occur in a phased manner. Therefore, the Contractor needs to anticipate a multi-staged demobilization process.
In conjunction with the Contracting Officer’s authorization, demobilization shall occur in a timely basis. A demobilization order shall contain a date and time that a resource is to demobilize. A demobilization order shall be in writing or verbally communicated to the Contractor by the Contracting Officer with a written direction to follow. In the case of an order to “immediately” demobilize a resource, the resources shall demobilize in a prompt and efficient manner. Each demobilization resource shall be required to “out-process” at the aforementioned VSA or other site as directed by the demobilization order. The time a resource is out-processed shall be utilized as the basis for the portal-to-portal calculation.
Should multiple contiguous events occur, the Contractor may be required to respond to a second event without demobilization from the first event. The Government is not required to have a minimum deployment if the Contractor responds to a second event without demobilizing from a contiguous previous event.
10.2.4. Travel
Reimbursable transportation costs for deployed resources include fares, rental fees, mileage payments, and other expenses related to transportation. Meals and Incidental Expenses (M&IE) are reimbursed at no more than the daily rate located on the U.S. General Services Administration (GSA) website http://www.gsa.gov.// under the “Per Diem Rates” link.
Any travel associated with the direct support of the contract shall require CO approval (the issuance of task order shall include authorization for travel). Travel shall be reimbursed on an actual cost basis. Travel costs shall include transportation and per diem (for lodging, meals & incidental expenses). Receipts are required to substantiate all claimed travel expenses not covered by M&IE.
If any lodging or meals are provided by the Government at no cost to the Contractor or its agents during the performance of this contract, FEMA shall not be billed.

11.1.1. Responder Camp
The Contractor may request approval from the Contracting Officer for the securing of a responder support camp for their personnel.
Approval for the securing of a responder camp shall be obtained prior to incurring any expense. Responder camps will only be considered for approval in the event that the anticipated deployment period exceeds 72 hours. Within its sole discretion, FEMA may direct contract personnel to occupy federally secured responder support camps in lieu of the Contractor securing their own. M&IE shall be appropriately adjusted to reflect the Contractor utilizing a responder support camp.
11.2. Controlled Substances
Unless otherwise restricted by state or Federal regulations, the Contractor is responsible for providing…
