QUESTIONS & ANSWERS

QUESTION: Section L.10.B TECHNICAL PROPOSAL INSTRUCTIONS This section requires us to provide past performance information and to submit “Past Performance Questionnaire” (attachment 9), to each agency for which offer has performed similar services and scope with the last 5 years. The only agency that we have performed similar services in size and scope in the last 5 years, is for FEMA. We have had 5 FEMA-approved deployments since 2007 and all of them have been for the government. Should we submit Past Performance Questionnaires to FEMA for completion? If so, who should we submit them to?

ANSWER: Yes, submit the questionnaires to FEMA to whomever the point of contact is at the agency who is able to provide information on the relevant performance.

QUESTION: I noticed in the pre-solicitation notice (HSFE90-12-R-0038) for the FEMA ambulance RFP zones 1 & 2, the initial period of performance is 8 month base period with 4 optional 12-month periods. If the new contract starts on Aug 1, 2012, the base period will be Aug 1, 2012 through March 31, 2013 (8 months). I was just curious as to whether the intent was to have the dates eventually coincide with the zone 3 & 4 contract.

ANSWER: The intent is not to align the periods of performance for the two contracts. The 8-month period of performance for the base period will allow the end of performance to fall outside of the hurricane season.
