Questions and Responses
Item # Questions Response
1. Opening order of 8M meals, what is the breakdown between distribution centers?
FEMA is not requesting vendor to source 8M meals as a first order requirement. This contract will aid in supporting meal replenishments orders that are soon to expire in addition to emergency response and other requirements within the scope of the contract.
2. Product/Service Description: COMPOSITE FOOD Composite Food packages is used throughout the bid package, what is meant by that term, is it because it is made up with a self-heating meal with a heater?
See Federal Procurement Data System - Product and Service Codes Manual for PSC 8970.
https://www.acquisition.gov/sites/default/files/page_file_uploads/PSC%20Manual%20- %20Final%20-%209%20August%202015_0.pdf
3. PACKAGES0003AA Drop Trailer Rate (per day) What is the maximum number of days a trailer will sit before unloading?
Maximum number of days varies from event to event. Vendor might be required to drop trailer for an upwards to 30 days or more.
4. 0003AB Diversion Rate (per mile) When the trailers are dropped is the diversion for our trailers and how are they segregated?
Sometimes an event or storm shifts directions and impacts several states. This causes FEMA to re-direct the Contractor deliveries that have not reached their original destination. If the change of drop off location occurs beyond 50 miles radius of the original destination point, then the Contractor will bill FEMA at per mile rate for diversions. The diversion mileage will be calculated from the original destination point to the re-directed destination point. The Contractor cannot charge diversion if they have not left the point of origin. The diversion mileage will not be incurred for drop off location changes within 50 mile radius of the original destination point.
5. 0003AC Diversion Rate (labor rate per hour) Does driver stay with the diverted trailers?
Is the labor rate the drivers time to move and stay with the trailers?
Once the Contractor arrives at the destination point, it may take up to four (4) hours for trailer drop coordination. In case of gate delays inhibiting trailer drop off exceeding four (4) hours and fifteen (15) minutes, the Contractor is allowed hourly charge for the waiting period. The trailer’s real-time position must be verifiable via electronic tracking system to demonstrate that waiting period extended beyond 4 hours and 15 minutes. FEMA must be notified immediately if potential gate delays is expected. The Contractor may bill at a minimum of one (1) hour for the waiting time.
6. 0003AD Power Only to Transport Loaded Trailer Is this for moving trailers owned by other organizations that have been dropped or just by the vendors?
It refers to vendor moving their own trailer(s) or FEMA DHS trailer(s).
7. 0003AE Power and Trailer to Transport Inventory (per DH mile) What is the difference between this and the previous line?
This refers to vendors providing power and trailer to move FEMA’s inventory at the distribution centers to an event. For example; FEMA request a vendor to move 3 truckloads of commodities from the DC to an Incident Support Base/Staging Area
Reduced Sodium and Commercial Meals HSFE70-17-R-0014
8. 0004 Training - Cost Reimbursable. Not-To-Exceed (NTE) $2000 What type of training is required for the carriers or is this regarding Trans-shipments?
During the course of the contract, FEMA will require at least two (2) individuals from the vendor’s staff to be trained in Logistics Supply Chain Management System (LSCMS). FEMA does not require training for the carriers.
9. When making deliveries are we required to have a pallet jack and/or lift gate on the trailer or are all shipments made to a dock equipped facilities?
FEMA does not require the vendor to provide a pallet jack and/or lift gate on the trailer.
FEMA distribution centers are equipped with docking facilities and have the necessary tools to offload shipments. In support of an event, trucks may arrive at locations that are not equip with docking facilities.
10. What is the percentage of foreign ingredients are allowed into the final product being offered and/or required by FEMA to be declared in this submission?
FEMA has not specified a percentage for foreign ingredients. Meals should meet FEMA's requirement specified in the SOW.
11. Do both the low sodium and commercial shelf stable meal kits to be self-heating
Yes, FEMA requires both reduced sodium and commercial meals to be self-heating as stated in the SOW.
12. DLA meals have an entrée in them but it doesn’t have a heater in it and can be eaten without needing heating. Will a product similar to this work?
No, as stated above; FEMA requires both reduced sodium and commercial meals to be self-heating as stated in the SOW.
13. What is the minimum net weight of the shelf stable entrée, separate from the commodities?
FEMA has not specified a minimum net weight for entrées. Meals should meet FEMA's requirement specified in the SOW.
14. Delivery expectation of the initial 8 million stocking meals, both time and quantity, taking in consideration Puerto Rico, Gaum and Hawaii? This question needs to answered to determine the freight cost based on volume going to each location.
Vendor will be required to deliver meals within 30 days from the date of order as stated in the SOW. Distribution centers Guam & Hawaii primarily stock Humanitarian Daily Ration (HDR) meals but in the event of a disaster FEMA may be required to fullfil meal requirements with reduced sodium and/or commercial meals. Vendor will be required to deliver meals to Port of Departure within 48 hours for OCONUS.
15. What is the lead-time of the opening order of the 8 million meals you are looking for immediate stock?
As stated in the SOW, FEMA require vendor(s) to deliver stock replenishment meals within 30 days from the date of order.
16. Do you require the quantities a vendor can supply on a daily basis? FEMA requires the vendor(s) to provide their capabilities to meet the production/delivery schedule requirement as stated in the SOW.
17. Is there a provision for delivery time for the West Coast, Puerto Rico, Gaum, and Hawaii in the event of declared disaster?
As it pertains to OCONUS, during a disaster, Vendor(s) will be required to deliver meals to the port of departure within 48 hours on the CONUS side. That would complete the vendor(s) requirement. For West Coast orders (California) the vendor would be required to deliver within 48 hours from receipt of FEMA's order.
18. Pg 56 Request pictures of 6 meals – are pictures of complete meal kits or to be of actual opened up entrées?
Pictures of complete meal packages which displays type of entrée. The pictures must confirm vendor(s) capabilities to provide at least six (6) varieties of entrée.
19. Pg 57 Past performance questionnaire is supposed to be part of the technical approach – yet the form provided requests the person rating performance send it directly back to them. How are we supposed to include in our package if they are not supposed to send it to us?
Past Performance Questionaire (PPQ) should be sent, electronically, to both Contracting Officer (Carolyn.Knight@fema.dhs.gov) and Contract Specialist (Tiffanie.Crews@fema.dhs.gov), from the their previous customers, by the RFP deadline, July 24, 2017 12Noon EST . The vendor should brief previous customer on PPQ submission deadline.
20. Pg 83 Shrink wrap – states 10 layers – no thickness is stated on wrap.
Could there be alternate requirement if thicker wrap is used which would require fewer wraps to provide same strength?
FEMA requires vendor to provide a minimum of ten (10) layers of shrink-wrap to ensure the capability to double stack pallets without comprising the sturdiness of load and security measurements to prevent loads from being restacked prior to being issued to survivors or placed in the warehouse. Vendor must demonstrate their capability to meet FEMA's requirement and may also provide a secondary option.
21. Pg 85 Drop trailer requirement – there is no provision to prevent relocation of trailer once dropped. This creates liability and insurance issues for carriers. Could provision be included which would prevent relocation except by the contracted carrier/owner of trailer?
Once contracted carrier/owner trailers are dropped at FEMA's Incident Support Base (ISB) or Federal Staging Area (FSA), FEMA assumes liability for any damages incurred while contracted carrier/owner trailers are in FEMA's possession. Contracted carrier/owners of trailers will be notifed when their empty trailers are available for pickup from the ISB or FSA.
22. Pg 85 Power only to transport – this sounds like a freight carrier type request – not meal provider – need clarification
FEMA may request vendor to provide "Power only" to pick up and drive their or FEMA's DHS trailer to another location during a disaster.
