Basis of Award:

Best value will be achieved using the trade-off process. The Government will award contract(s) resulting from this solicitation to the responsible Offeror(s) whose offers will be most advantageous to the Government, technical and non-technical factors considered. The following factors shall be used to evaluate offers and are listed in descending order of importance:

Evaluation Factor 1- Proximity

Evaluation Factor 2- Manufactured home’s technical capability

Sub -Factor 2A – Meeting minimum requirements

Sub - Factor 2B – Providing capability over minimum

Evaluation Factor 3- Past Performance

Evaluation Factor 4- Price

The government may choose to exercise its discretion to conduct a trade-off with price, weighed against the technical factors. The ideal offeror will have manufactured homes located within 150 mile of Baton Rouge, Louisiana. Such an offer may not necessarily be the lowest price. Several of the manufactured home factors listed in the technical capability are required. Homes that do not meet the minimum requirements of Sub-Factor 2A will not be considered. Others technical capabilities can increase a manufactured homes usefulness for FEMA. Homes located beyond the 150 mile radius will still be considered.

Evaluation Factors

Factor 1- Proximity

Offerors with be evaluated based on the proximity of 150 mile radius (air miles or as the crow flies) from 2695 North Sherwood Forest Drive, Baton Rouge, Louisiana, 70814. Please identify the approximate distance from the address.

Factor 2- Technical Capability

Offerors will be rated for Technical Capability, based on the information provided on the

Qualification Checklist for Technical Capability (Attachment 2).

Technical capability will have three ratings: Superior, Satisfactory and Unacceptable.

Sub-Factor 2A – Meeting minimum requirements -

The following questions must be answered in order to meet the minimum requirements:

Questions 1 & 2 providing the manufactured home’s serial number and certificate label.

Questions 3, 4, 6, 7, 8, 9, 10, 11, 12, 13 and 14 must be answered Yes for a home to meet the minimum requirements.

Information that provides FEMA with quantities (e.g., number of bathrooms) or dimensions or weight in questions 32, 33, 34, 35, 36, 37, 38 and 39 must be provided to meet the minimum requirements.

Responses to questions 27 through 31 that are answered yes and do not have an explanation will be deemed to be unacceptable. In addition, depending the specific response to a yes answer for these questions, may still render the manufactured home unacceptable.

Sub- Factor 2B – Providing capability over minimum

Answering the following questions as indicated will contribute to a superior rating.

Responses that have yes as the answers to questions 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, and

26 demonstrate that the manufactured home provides a capability that exceeds the minimum and has the potential to be rated superior.

Responses that are answered yes to questions 19 through 21 that do not provide descriptions cannot be rated superior.

Response to question 22 that do not provide descriptions cannot be rated superior.

Factor 3- Past Performance

Offeror’s shall submit and demonstrate relevant experience conducted within five (5) years of the date of the solicitation. The Government will not consider nor evaluate past performance experience on an Offeror’s submission that concluded more than five (5) years prior to the date of this solicitation. For referencing projects/contracts/TOs that are actively being performed, performance must be a minimum of 50% complete as of the date of this solicitation. The submitted information shall indicate work of a nature similar to the requirements addressed under this solicitation in terms of size, scope, and technical complexity in accordance with the requirements outlined in the SOW. Offeror proposals must provide a description of any commercial and / or government experience relevant to the requirements in the SOW. This section of the offeror’s proposal will be the Government’s evaluation of the Offeror’s relevant past performance.

Relevance. Relevance is defined as work similar in complexity and magnitude to the work identified in this solicitation. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming. In this context, “Offeror” refers to the proposed prime contractor and all proposed major subcontractors. A major subcontractor is defined as one who will be providing critical equipment/services whose subcontract is for more than 51% of the total proposed price. In either case, the prime contractor and proposed major subcontractors will be assessed individually and the results will then be assessed in their totality to derive the offeror’s Past Performance.

Offerors shall provide past performance information to be evaluated in accordance with the solicitation, Past Performance Factor. The government will inquire about the following elements which are of equal importance:

(1) Quality of the Offeror’s work; (2) customer satisfaction; and (3) timeliness of performance and the completion of the contract.

Include the following information for each contract:

1. Project Title

2. Description of the Project

3. Contract/Task Order Number

4. Contract/Task Order Amount

5. Government Agency/Organization

6. References: Site Supervisor’s/COR’s name, address, telephone number and email address

7. References: Contracting Officer’s name, address, telephone number and email address

8. Current status, e.g. completed and/or in progress, start and estimated completion dates

9. A brief narrative of why your firm believes this reference is relevant to the solicitation.

10. Timeliness of performance and the final completion of the contract.

FEMA may use PPIRs and other Government Databases in their determination of Past

Performance.

Factor 4 Price

A price analysis will be conducted in accordance with FAR 15.305(a) (1). Price analysis is described at FAR 15.404-1(b). This analysis is done to ensure that a “fair and reasonable” price is paid by the Government. Additionally, the Government will evaluate offers for award purposes by adding the total of all CLIN prices, including all options, as part of the best value analysis.

The prices supplied by the Offeror shall be submitted in the Attachment 2-Price Spreadsheet for the base and option periods/quantities.

A. The seller of the manufactured home must have the home ready for pickup and roadworthy in accordance with all local and state codes no less than two hours prior to the scheduled pickup time. This includes but is not limited to the following tasks.

1. All blocking must be removed and left behind

2. If anchored, all anchors must be removed

3. All skirting must be removed

4. The tongue must be attached

5. Loose items inside the home must be secured well enough to avoid damage while in transit

6. Keys will be signed over to the driver

7. All axles and brakes must be fully functioning and in good condition

8. All tires will be new and inflated to correct PSI.

If the home is not ready for pickup and roadworthy prior to the scheduled pickup time, the seller will assume all additional transportation costs incurred as a result of non-compliance.

Clarifications and Award without Discussions

The Government anticipates making an award without discussions. Clarifications are limited exchanges, between the Government and offerors that may occur when award without discussions is contemplated. Although discussion may not occur, offerors may still be given the opportunity to clarify certain aspects of their proposals or to resolve minor or clerical errors.

Unsatisfactory A manufactured home qualification check list with responses that indicate that the home is unsatisfactory for “Factor 2A – Meeting minimum requirements.”

Rating Methodology for Factor 3 – Past Performance

Neutral No relevant past performance record is identifiable upon which to base a meaningful performance risk prediction. A search was unable to identify any relevant past performance information for the offeror, key personnel, or subcontractors. This is neither a negative nor a positive assessment.

Superior Based on the Offeror’s past performance record, essentially no doubt exists that the Offeror will successfully perform the required effort and with no risk associated with the Offeror performing under this contract. Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires

Satisfactory Based on the offeror’s past performance record, it is likely that the offeror will successfully perform the required effort

Unsatisfactory Based on the offeror’s past performance record, it is not likely that the offeror will successfully perform the requirement.
