RFI HSFE70-16-I-0003 Q&A 4
1. Please clarify the maximum and minimum size of the center both when stowed and deployed (expanded). Also the maximum and minimum size of the center and generator when attached to the chassis.
The expandability of this unit applies only to the unit itself and not necessarily the trailer, however, with that being stated, an adequate support frame must be present for the expandable sections. These are estimated dimensions in which when stowed the unit doesn’t exceed a standard trailer width for travel. When in operation, the unit must be able to be expandable to a width greater than 8’, but less than 16’. The dimension for the trailer can be that of a standard container or flatbed trailer, but transportable via aircraft.
The unit exterior dimension itself should at a minimum be 8’6”(H) X 8’ (W). The interior height should be at least 7’9” (H). The determination of the generator size is solely based on the voltage/wattage requirement to support the center.
2. Are there any weight limitations for the entire system?
No, however it would be recommended to keep the GVAW under 30,000 LBS.
3. Please provide details on what is desired for the wireless relay station? Specifically, what bands do you intend to operate in and what do you want to relay?
FEMA is unable to provide this information at this moment, but can provide upon award.
4. What size mast is desired? What additional equipment (GFE) would you install on mast? This is needed to determine load capacity requirements.
The unit must have at a minimum an 18-25ft hand cranked automatic locking mast rated at a 250lb payload. There is additional equipment being considered for mast install (i.e.
HD antenna, Wi-Fi Access point, cell booster antenna, and spark arrestors).
5. If you require the MVSAT system to be Ku, Ka, and C band. For C band a 2.4M dish is required. If you use a 1.2M dish, you will be limited to Ku and Ka band. Would you prefer a 1.2M with only Ku and Ka band or a 2.4M dish with Ku, Ka and C band?
FEMA prefers a 2.4 dish to support all bands, ensuring usage of center regardless of communication shortfall upon deployment.
6. How many individuals do you anticipate populating the shelter on average and peak?
This is necessary to determine the cooling budget?
It is estimated that 8 -10 personal will populate the shelter.
7. Do you have an anticipated power budget for the power system (generator and shore)? Alternatively, do you have a complete list of the equipment to be installed?
The HVAC system should be part of your total system package and not separate.
However, a complete list of anticipated equipment will be provided upon award.
8. Similarly, do you have a cooling budget? Alternatively can you provide a complete list of equipment to be installed in the center?
Not at the present moment, but FEMA can provide upon award.
9. Regarding your requirement for “exterior power hookups on both ends of the container for primary and generator power,” is the intention to provide power into the center from alternate generators (perhaps as a backup power source) and/or to provide power to external equipment (or additional shelters) from the provided generator?
The point is to provide power to the center itself via an alternate generator or shore power.
10. Do you intend to “sling load” the center; raise and load the container from hooks located on the top of the container and transport via helicopter? Or do you intend to transport the container by loading onto aircraft? The engineering design will vary depending on the answer.
Sling load operations for this center wasn’t considered, but FEMA is open to your suggestions. Whereas, this option if viable and feasible to incorporate, will truly make this center multi-modal.
11. Regarding the “external fuel cell,” what does the fuel cell need to be segregated from? The center, the generator, or all components of the system?
The center itself can be directly tied to the generator system for direct fueling.
12. In addition to the equipment to be installed, is excess empty space required in anticipation of future requirements? If so, how much?
6 (L) X6 (W) storage area with tied down support.
13. How many systems do you anticipate awarding under this contract?
At least six, maybe more.
