RFI HSFE70-16-I-0003 Q&A 3

1. Is the overall length described from front of trailer or front of the hitch to the rear bumper?

The overall length described is from the front of the trailer.

2. Is your requirement one of the following (cannot be both without changing mounting plates on tow vehicle):

A. Goose Neck (requires a specific chassis with the proper connection to transport) B. 5th Wheel (requires a specific chassis with the proper connection to transport)

For the purpose of this RFI please concentrate your efforts on the development of a fifth-wheel assembly.

3. Is the unit a self-contained trailer and not a container unit that is loaded on to a flatbed trailer unit for deployment.

No, the unit itself should be a container unit, or which can be separated from its chassis as mission requires.

4. Is the requirement to have the wheels build to be on the outside of the “box” with fenders or is it required to make the “box” as wide as possible with the wheels constructed to have wheel wells in the interior of the trailer unit?

The chassis to support this unit should have wheel protection and spacing in accordance with DOT regulations. There should not be wheels permanently attached to the unit itself, whereas, it should capable of separating it from the chassis and placed on the surface when required.

5. Is the requirement to have standard slide units in both sides of the trailer to meet within your maximum with capacity?

No, one or both sides would work for this unit, however the unit must remain balanced when expanded on or off its chassis.

6. Can you specify the approach and departure for aircraft loading and unloading?

The unit should allow for deployment via military heavy lift platforms inside the aircraft.

Approach and departure truly depends on the support aircraft itself, but the unit shall be loadable from the nose or the tail.

7. Can you specify what the required aircraft hold downs are to transport via air?

No, not at this time.

8. Is a decompression door or venting required for the unit when aircraft transported?

Yes, decompression relief valves or vents maybe feasible.

9. Can your customer specify the R-Value of insulation they require to handle the temperature rate stated?

Cavity R13 to R21 values may be adequate to maintain temperatures at requested range with the proper HVAC system.

10. Is the requirement requiring grounding rods for lightning events which would include unit to ground rod to be driven at deployment site and pulled during transport?

Yes, grounding point for lightning rod and spark arrestors would be a safety requirement.

11. What security and shielding level is required on the exterior windows and for what purpose is the shield? Please specify both.

At a minimum a level, four security windows that are capable of withstanding hurricane force winds may be utilized. These windows should be operable and potentially have a Life-Safety Release Mechanism.

12. Can a list of electrical comments be given with all voltages and amperage draws of each piece to determined proper KW Generator sizing?

Not at the present moment, but such a list may be provided upon completion of a CAD drawing and upon award.

13. What is the requirement on over sizing KW rating for future unknown electrical needs in the unit (in terms of a percentage)?

As a planning factor please use at least a 10% oversizing KW rating requirement for unknown electrical support needs.

14. Is the requirement for the leveling legs to be manual or automatic, hydraulic or crank and does one per corner meet the requirement?

One manual crank per corner may be feasible depending upon unit weight load. An automatic system may also be considered, but the concept of deployment must be sound (i.e. generation support, back-up system).

15. Is the requirement that the unit is detachable from the trailer chassis and where is the location of the crane to mounted to remove unit from trailer chassis?

FEMA is open to suggestions on this concept.

16. What is the load weight requirement on the externally mounted Mast system?

The unit should provide at a minimum an 18-25ft hand cranked automatic locking mast rated at a 250lb payload.

17. What is the required deployed height of the external Mast system?

18-25ft

18. Is the HVAC requirement to be similar to a “Bard” wall mounted unit since there is maximum height both interior and exterior?

Yes
