Attachment 3 : FEMA Rugged Based Performance Requirement Matrix
Summary and Overview In the FEMA Rugged Base Performance Requirements (Section J: Attachment 3) there are series of numbered shall’s (“shall(#)”). For each numbered shall (“shall(#)”). , the contractor will have to fill and submit the FEMA Rugged Based Requirements Matrix(Section J :Attachment: 3) to demonstrate compliance.
The final version of the FEMA Rugged Based Requirement Matrix shall be submitted as required in Section M.
Every other shall in the solicitation or in this document will have to be met, however only the numbered shall’s (“shall(#)”) will be in the Rugged
Based Requirements Matrix (Section J :Attachment: 3).

Column 1: Section number and title
The “Section” Colum indicates the section number and title of a requirement in the Rugged Based FEMA requirements (Section J : Attachment 2)
Column 2: FEMA requirements
The “FEMA Requirement” would have to be filled out with the numbered Requirements from the Rugged Based Requirements (Section J: Attachment 2)
Column 3: FEMA Requirement compliance
The manufacturer is required to state for each FEMA requirement in Column number 2 if the manufacturer met the requirement(Exceeded/Yes/No/)
Column 4: Description
The manufacturer is required to provide a description to demonstrate of the FEMA Requirement ( shalls). This should not be restating the requirements(shalls), but if not a detailed explanation and/or description on show the vendor Exceeded/Met/ Not met
Column 5: Location
The manufacturer has to indicate where in the Proposal the manufacturer shows compliance and/or demonstrate what is stated in the description
Column 6: FEMA Acceptance
FEMA indicate if the vendor met the requirement
Example: NOTIONAL DATA, Just to provide guidance
