HSFE70-13-R-0071 Attachment 004 Delivery Order Instructions
Delivery Order Instructions
The Government will provide awardees a fair opportunity to be considered for each order in accordance with FAR 16.504. Proposals will be evaluated based on the following: capacity, price, delivery and past performance, to include performance on earlier orders placed with this contract.
Each delivery order will specify the task, quantity, delivery locations and delivery date in accordance with the terms of the contract.
All quotes provided in response to delivery order proposal requests will be good for 30 days. Contractors are strongly encouraged to offer discounted pricing from established contract prices.
When FEMA has a requirement, the order proposal request may be submitted to the awardees via e-mail and/or via a telephone call to the person designated as the 24 hours point of contact. Oral or telecommunicated orders will be allowed under this contract only for emergency/surge requirements. Such orders will be confirmed by a written task order within (5) business days following placement of the verbal order. Only a Contracting Officer is authorized to place orders under this contract.
Awardee(s) will have a minimum of one and a maximum of four hours to respond to Emergency Response/Surge order requests.
Delivery times for delivery orders will be in accordance with those listed in Attachment 001, Sections 4 and 5 Deliverables and Delivery Locations unless otherwise indicated.
