STATEMENT OF WORK AND REQUIREMENTS

DEPARTMENT OF HOMELAND SECURITY (DHS)

BACKGROUND:

The Federal Emergency Management Agency (FEMA) and the Corporation for National and Community Services (CNCS) have established a partnership designed to strengthen the nation’s ability to respond to and recover from disasters while expanding career opportunities for young people. Established as a new unit of AmeriCorps’ National Civilian Community Corps (NCCC), FEMA Corps members will be devoted solely to FEMA disaster preparedness, response, and recovery efforts.

It is crucial that these personnel be identifiable as emergency responders but also distinguishable from other DHS/FEMA and AmeriCorps employees. Professional clothing for FEMA Corps members with customized logos, lettering and color (royal blue and red) will allow them to be easily identified in the field.

PURPOSE:

The purpose of this solicitation is to secure a vendor to produce and deliver high quality FEMA Corps-distinctive clothing for FEMA Corps members.

REQUIREMENTS

The vendor will provide a digital mockup of placement of all embroidery, silk screening and patches as described in the design layout below for each of the items to FEMA for review and approval. FEMA will provide approval of the mockup within one business day of receipt.

The vendor shall produce a sample of the royal blue tee shirt based on design layout requirements. In addition, the vendor will provide a sample of each item in each color, without customization. FEMA will provide approval of the samples within two business day of receipt. Size for the samples is not important, and FEMA can return samples if vendor desires, provided the vendor pays for the return shipment.

Upon approval of the prototype, the following quantities of royal blue and red clothing and hats according to the specifications detailed within this statement of work. Embroidery and/or silk screen on all royal blue items will be done in white; embroidery and/or silk screen on all red items will be done in white.

The contractor(s) shall meet the following minimum specifications for each item:

PLEASE NOTE: For items referencing a patch, embroidery is fine in lieu of a patch.

PLEASE NOTE: More accurate palette information can be provided for the required shade of red and DHS seal to awardee. Attachments “Shade of Red” and “DHS_FEMA_logo” are currently provided.
