Question/Comment FEMA Response
1 Has FEMA officially revised the due date for the RFI response? The webcast slides indicated that the due date is now "Tuesday, January, 25, 2017". January 25, 2017 is a f
Yes. The Government has revised its due date for RFI responses to Thursday, January 26, 2017 at 9 a.m. (EST).
2 Item #2 in the requested information section of the RFI reads as follows: "Summarization of projects showing capabilities and past performance in the applicable areas and list relevant projects (list to include names of reinsurers and brokers". This work is not just limited to reinsurers and brokers. Was this inadvertently included as part of item #2? Please clarify FEMA's intent.
Yes. The Government's intent is to allow past performance beyond Government work.
3 Is it possible to get an e-mailed copy of the slide deck that was presented this morning?
Yes. The slide deck shall be posted on FedBizOpps.
4 If it is not possible to get a copy of the deck, could you please provide the subject line that needs to go in our e-mail submissions?
Please review the Request for Information on FedBizOpps for full instructions on responses. The subject line of the email shall contain the following: Response to Sources Sought Notice HSFE60- 17-I-0003 - Risk Rating and Classification Capabilities.
5 On the slide that contained deadlines, there was a reference to Tuesday, January 24 as the due date for responses to this RFI. Could you please clarify whether the date is Tuesday, January 23 or Wednesday, January 24, and the correct time?
The due date for responses to this RFI is Thursday January 26 at 9:00 a.m. (EST).
6 Would it be possible for us to receive a copy of the presentation posted of the industry day?
Yes. The slide deck shall be posted on FedBizOpps.
7 Would it be possible for us to receive a copy of the presentation posted of the industry day?
Yes. The slide deck shall be posted on FedBizOpps.
8 The RFI, amendment, and comments generate ambiguity about the extent of responses – is it 10 pages, 15 pages or 30 pages? Given responses are electronic, it is difficult to predict if an individual will print using the double sided feature.
The RFI responses can be 30 pages, one sided.
9 The amendment issued reduces the page count to 10.
Further it appears to include pages related to a different
RFI. Please confirm the page count and that pages 2 and 3 of the amendment do not pertain to this RFI.
The RFI responses can be 30 pages, one sided.
10 Is FEMA's vision that the results of the 5 month project serve as a pilot or that it provides a comprehensive solution?
The initial 5-6 months should provide a direction and general approach of a comprehensive solution to NFIP risk rating, but does not include any implementation of the designed approach.
11 To what degree is this work envisioned to be an actuarial analysis about historical damage and claims versus a forward-looking projection of risk exposure?
FEMA envisions the work to be a primarily forward-looking projection. FEMA recognizes that historical losses are not sufficient to develop risk classes and pricing for the flood peril, but still expects the work to appropriately be informed by historical data.

Questions & Answers
HSFE60-17-I-0003
Risk Rating 2.0 Program from Industry Day
Questions & Answers 12 If an actuarial analysis of risk rating vs. historical flood claim history (e.g., losses or declarations) is expected by FEMA, will FEMA provide historical flood claims data in detail to support such an analysis?
Yes. Historical data will be provided by FEMA in accordance with cyber security laws
13 Is FEMA looking for a scientifically defensible analysis that includes a model, historical analysis, correlation between the model results and history, along with premium analysis?
Yes. FEMA is expecting any analysis to be defensible to Congress, policyholders, and the public.
14 Does FEMA envision the use of industry focus groups to conduct the analysis, develop models and validate findings or recommendations?
This will discussed within the solicitation.
15 During the industry day call, FEMA compared this assessment to the reinsurance study conducted in recent years. Please embellish how this study is best related to that work and can one follow a similar approach?
FEMA used a collaborative, outcomes-based approach to place reinsurance in a short period of time. The same team will be working on the Risk Rating initiative and plans to work very closely with any contractors that are procured to support the effort.
16 It was noted that NFIP primarily serves single family residential structures. Further there was a vision of success that would encourage the commercial insurance industry to sell policies directly. Please clarify how one should view these comments. Specifically, would FEMA seek options to serve as a reinsurer to industry, sell direct in competition with industry, or possibly exit the market if commercial industry demonstrated sufficient offerings?
FEMA is working to modernize their approach to providing flood insurance, which could be used as a model for private insurers.
FEMA's future role in the market is still to be determined.
17 Please expand upon the vision for improved risk rating. At a macro level, is the goal to increase in NFIP participation, increase community resilience, improve coverage, reduce premiums. Further, does FEMA ultimately seek to reduce NFIP costs or homeowner premiums with the revised rating system?
FEMA's goal is to provide accurate, understandable, risk based pricing. How this ultimately affects premiums is still to be determined.
18 Does FEMA anticipate the purchase of flood damage data from commercial sources to use in this work? The purchase of large amounts of residential housing data that can be used to determine flood risk factors for individual structures?
No. FEMA will not be purchasing flood damage data from commercial sources for this effort. FEMA expects the project to develop a framework to understand the primary characteristics that would be used to classify the vulnerability of structures to flood damage.
