REQUEST FOR INFORMATION (RFI)

FEDERAL INSURANCE AND MITIGATION ADMINISTRATION (FIMA)

Risk Mapping, Assessment, and Planning (Risk MAP) Hazard Mitigation Technical Assistance Program (HMTAP) Technical Assistance and Research Contracts (TARC)

This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.

General Description

This RFI is being published to identify potential sources capable of providing comprehensive and cost effective professional services. The Federal Emergency Management Agency (FEMA), Federal Insurance and Mitigation Administration (FIMA), now included within the Department of Homeland Security (DHS), requires services under the Brooks Architect-Engineering (A & E) Act as implemented in FAR Subpart 36.6 and competitive and/or Non-A & E services per FAR Part 15.

Statement of Potential Objectives

Performance Period

Anticipated Award: December 2013

Anticipated period of performance: One base year, plus 4 one year options

Security Requirements Contractors shall adhere to all DHS and FEMA policies related to security including, but not limited to, Management Directive 4300.1, entitled Information Technology Systems Security, and the DHS Sensitive Systems Handbook.

All personnel working on a FEMA controlled site must be badged.

Requested Information In response to this RFI, we are requesting that companies provide comments and corporate capabilities concerning:

(1) Draft Statement of Program Objectives.

(2) Suggestions on how the program objectives can best be divided to achieve maximum value and any suggestions for set-asides.

(3) Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned smallbusiness, very small business, veteran-owned small business, service-disabled veteran-owned small business) and applicable North American Industry Classification System(NAICS).
(4) Geographical areas of operation.
(5) Information on your experience using cost accounting standards and if you have anapproved cost accounting system.
(6) Any additional relevant experience.

Responses

Interested parties are requested to respond to this RFI with a white paper, no more than ten (10) pages addressing items 1 through 6 under requested information.

Other information (e.g. marketing information, corporate history, product lines, etc.) is limited to five (5) pages.

All submissions should include the RFI number, the company’s name and address, the company’s point of contact’s name, and the point of contact’s phone number and the e-mail address.

All responses should be emailed to michael.sutton@fema.dhs.gov no later than the close of this RFI. TELEPHONE CALLS WILL NOT BE ACCEPTED.
