Question (Q) - Are there specific questions you would like answered as part of the RFI? Or is this provided simply for potential offerors to comment on the draft statement of objectives?
Answer - See Amendment 1 posted July 8 th
Q- I am writing in regards to the RFI posted last Friday for the FIMA Risk MAP, HMTAP, and
TARC programs, and was hoping you could provide some clarification. Is FIMA looking to issue one RFP for all three programs, or will a separate RFP be issued for each follow-on procurement
(one for Risk MAP, one for HMTAP, and one for TARC)? I had seen a separate Risk MAP PTS synopsis posted to FBO back in April under RFI # HSFE60-13-I-0003, and was wondering if there was any overlap, or if these will be separate procurements.
Answer - There will be a separate RFP for each contract, not each program. The A&E contract will cover Risk MAP, HMTAP, and TARC services.
Q- As this is a follow-on contract, could you please let us know what would current contract number, value and incumbent name?
Answer - This is not a follow-on Contract, see above question and answer.
Q- Is this a pre-solicitation notice or RFI, if it’s a RFI what we need to submit with the response?
Answer - This is an RFI, see Amendment 1 posted July 8 for response requirements.
Q-I am writing in regards to the PTS follow-on effort (HSFE60-13-I-0003). Are there plans to move forward with a solicitation, following this initial market research? If so, are you able to provide an estimated RFP release timeframe or acquisition strategy?
Answer - RFI HSFE60-13-I-0003 was a preliminary attempt to obtain information on this topic.
Q - Are you looking for single firm only submittals, or are you also looking for teams and JVs?
Answer - The Government will not prescribe how Industry will respond to the RFI.
Q-Is FEMA currently requesting that RFI responses be submitted by 29 July as indicated in
RFI_RevisionV2.docx?
Answer - Responses are due July 26 as indicated in posted RFI.
Q-Would you consider an extension of time for submission?
Answer - No, due to timeline constraints no extension is planned.
Q - I am writing to ask about three FIMA requirements on FBO for Risk MAP, HMTAP, and
TARC. I noticed that the three requirements are the same except for having a, b, and c at the end of the solicitation number’s. Does this mean the Solicitation has been split into three requirements? What are the differences among the three? Any clarification would be a great help. Thank you!
Answer - The letters are a function of several NAICs codes being used. FBO only allows a single NAICS code with each solicitation. The requirements are identical.
Q - The subject RFI published June 28, 2013, seeks industry input on the draft Statement of
Objectives (SOO) to obtain follow-on contract support replacing the current suite of PTS contracts. Can you please provide information regarding how such input should be provided, such as: any formatting/document organization requirements or preferences; method of delivery
(e.g., email, hardcopy); and addressee.
Answer- Please see Amendment 1 posted July 8
We are quite interested in the referenced RFI for FIMA. I have read the SOO, however, it is unclear to me what the response requirements are at this point.
1. Q - What contracts and how many contracts does FEMA intend to procure in support of this draft Statement of Objectives?
Answer – The Government anticipates, but is not committed or required to, procuring 4 contracts, CERC, A&E, MT-1, and non-A&E for HMTAP/TARC. This is subject to change.
2. Q - Does FEMA intend to combine the A&E services from the current Risk MAP PTS, HMTAP, and TARC contracts into one contract or does FEMA intend to issue separate contracts under A&E--one for PTS, one for HMTAP, and one for TARC?
Answer – Information to be provided at time of solicitation.
3. Q - Per the draft Statement of Objectives, it appears that FEMA intends to select one CERC contractor, one MT-1 contractor, and multiple A&E contractors. Is this correct? If yes, how many A&E contracts will be awarded?
4. Q - Does FEMA anticipate selecting more than one contractor for each contract type (e.g., A&E, CERC, MT-1)?
5. Q - If FEMA selects more than one contractor for each contract type, how will FEMA assign task orders to each contractor? Will there be a geographical assignment (i.e., regional assignments), or will all task orders be competed between the selected contractors (e.g., MATOC), or does FEMA envision some other arrangement? If a different arrangement, what will it be?
6. Q - Does FEMA perceive an Organizational Conflict of Interest if a contractor is selected as a prime and/or sub for more than one of the contract types (i.e., for the A&E, CERC, and
MT-1 contracts or any subset thereof)?
7. Q - Can the Risk MAP Program Management prime contractor or subs pursue the proposed
A&E, CERC, or MT-1 contracts without creating an Organizational Conflict of Interest?
8. Q - Under which contract does FEMA plan to scope the Regional Support Centers that are staffed by the current Risk MAP PTS contractors?
9. Q - Under which contract will the non-PTS/non-A&E elements of the HMTAP and TARC objectives (Section VII of the draft SOO) be performed?
10. Q - Does FEMA plan any Small Business Set Asides for the A&E, CERC, and/or MT-1 contracts?
11. Q - What will be the small business participation goals for any large business teams? Will the goals be the same for A&E, CERC, and MT-1?
Procurement Process
1. Q - The draft SOO notes that specific SOOs will be released for A&E, CERC, and MT-1s.
Are the objectives listed in the draft SOO the same objectives that will be released in the specific SOOs or will additional objectives be included with the specific SOOs?
Answer - Responses to this RFI will assist with the final SOOs for each solicitation, but this draft SOO will be the basis from which final SOOs are developed.
2. Q - Does FEMA plan to hold an Industry Day as part of this procurement? If so, when?
Answer – There will be an Industry Day for the A&E solicitation. A Pre-proposal
Conferences (pre-RFP) will be held for CERC, MT-1, and non-A&E. The dates for all are pending. .
3. Q - Will FEMA provide a library of documents related to this/these procurement(s) (as was done for the PM and CDS procurements)? If so, when will it be available and where?
4. Q - What process will FEMA use for the A&E procurement? Will there be a need for a Phase
2 solution document, or will the solution be submitted in section H of the Standard Form
330?
Answer – This response will be given when RFP is released.
5. Q - For the A&E procurement, at what phase will the OCI Mitigation Plan be submitted?
6. Q - The current PTS, HTMAP, and TARC contracts all have different expiration dates. Does
FEMA intend to move immediately to the new A&E contract or will FEMA transition to the new A&E procurement in phases as each of the current contracts expires?
7. Q - Will the CERC, A&E, and MT-1 contracts be procured concurrently or does FEMA intend to phase the procurement? If the procurements are phased, what is the order and schedule for phasing?
Program and Technical
1. Q - Universal Objective A states the need for, “familiarity with the natural hazards and risks faced by these regions.” Does FEMA plan to include manmade or technological hazards with this or any other objective?
2. Q - Universal Objective C states, “support of FIMA Governance structures.” What is the
FIMA Governance structure for this new contracting arrangement?
3. Q - Universal Objective C states, “Leverage current and emerging technology, such as the
FEMA GeoPortal, eGov delivery, and others to widely disseminate risk information in an open format, and ensure that Risk MAP has a strong web presence.” Does FEMA intend for the CDS contractor to lead the development of this strong web presence and to have the other contractors support CDS in this effort; or if not, under which contract does FEMA envision this strong web presence will be developed?
4. Q - How does FEMA envision the Cooperating Technical Partners (CTPs) role in the
HMTAP and TARC programs?
5. Q - Is it FEMA’s intention that all Risk MAP projects will require initial interaction between the community and CERC contractor, followed by the CERC contractor coordinating community requirements/needs with the A&E contractor?
Answer – CERC is expected to support FEMA with initial community engagement and throughout the entire Risk MAP lifecycle, engaging with other providers as needed.
6. Q - Will the services provided under the GSA schedule procurement HSFEHQ-10-Q-0045, Program Integration and Support Hazard Mitigation Assistance Program procured in 2010 continue under that vehicle or be merged into this suite of contracts? If merged, in which contract vehicle will they be included?
7. Q - The requirement in Section VII, NON-PTS/NON-A&E ELEMENTS OF HMTAP/TARC calls for the contractor to “conduct post-event assessments.” This would appear to be an
A&E scope function because it directly leads to building code performance assessments. Can
FEMA clarify this element of the scope? As written in the draft SOO, there would be duplication of effort and cost for field teams to conduct assessments between the A&E building science forensics team and the non-A&E team.
Q - The first announcement asked to submit questions and that they would be posted as well as the responses. The revision is asking for a 10 page white paper and it mentions that things marked proprietary will be handled accordingly. We would like to know: (1) if FEMA still intends to answer the questions from the first release of the RFI and post them; and if the response will be before the white papers are due on 26 July 2013, and (2) if FEMA is still seeking clarifying questions in addition to the white paper. Also, does FEMA intend to post any submittals that are not marked proprietary?
Answer - FEMA will post answers to the questions received as soon as possible (some may be posted prior to the submission date), and will still accept and respond to questions received through the submission date. FEMA will not post any submissions.
Q - The Solicitation Number: HSFE60-13-I-0013 yields five RFIs on FBO (ending with 13A, 13B, 13C and another ending in 0033). Four of them are identical and the fifth is from last year.
Are these geared towards different categories of small businesses?
Answer -The letters are a function of several NAICs codes being used. FBO only allows a single
NAICS code with each solicitation. The requirements are identical and yield 4 RFI’s HSFE60-
13-I-0013, HSFE60-13-I-0013A, HSFE60-13-I-0013B, and HSFE60-13-I-0013C. HSFE60-12-
I-0033 was cancelled.
