Amendment 000005 updates Solicitation HSFE20-17-R-0007 with additional questions and answers and includes a revised Attachment 1, Statement of Work. The changes were made in order to clarify the 15 minute shift overlap and the changes are highlighted on pages 31 and 32 of the SOW. An additional SOW change includes renumbering 5.6.3.5.6 to 5.6.3.6 and

5.6.3.5.7 to 5.6.3.7.

The due date is extended to June 19, 2017, 12:00 PM EST.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

#1 Amendment A00004 updated section 4.8 to say, "Contractor Personnel Reliability Program (CPRP). Certain contractor employees, i.e., the COBRATF security officers, must be screened and evaluated through a contractor developed and managed Contractor Personnel Reliability Program (CPRP). The contractor will develop a personnel reliability program/plan that substantially follows the CDP COBRATF Contractor/Employee Reliability Program (CERP) Manual. (See Attachment 5.)"

What are the evaluation requirements for the CPRP? (Answer:The CPRP must parallel the requirements in the CERP Manual.)

Are all employees required to complete, or pass through, the CPRP? If not, which employees? (Answer:

The Amendment states COBRATF only.)

#2 Pre-employment drug screening is included in the CERP. Amendment A00001, question 9C, states, "CERP employees are subject to the CERP random drug screening requirements which is managed by the Government's Occupational Health Nurse." With the new CPRP requirement, will the contractor be required to perform random drug screenings? (Answer:Yes, employees in the CPRP should be subject to at least one random drug screening per year.) If so, will the contractor be have access to the Government's Occupational Health Nurse? (Answer:

The Government Occupational Health Nurse will not be involved in the contractor’s CPRP. Administering the program will be the contractor’s responsibility.) Will random drug screening costs be borne by the government or the contractor? (Answer: This will be a contractor established and managed program with COR oversight. The associated cost is the contractor's responsibility) #3 Will the government provide a checklist of required items for the CERP/CPRP? (Answer: See the CERP Manual.)

#4 The government conveyed that the 15 minutes (Guard Mount) are included in the time frames provided in SOW para 5.6.3.1 through 5.6.3.5. In the questions and answers, Amendment 3, Question 8, the government restates that “all shifts/posts have a 15 minute overtime period.” The staffing times identified in

5.6.3.1 have start times on the hour and do not include the 15 minutes overtime yet in 5.6.3.2 start times on the quarter hour and do appear to include the 15 minutes of overtime. Both paragraphs clearly state, “Includes 15 minutes overtime per employee per shift." What are the correct shift times to include the 15 minutes of overtime? (Answer: As a result of this inquiry, Attachment 1, Statement of Work has been updated as shown in the highlighted portions to clarify how the 15 minutes overtime works and the start times of shifts.)
