SIMILAR IN SIZE, SCOPE AND COMPLEXITY is defined as providing armed security guard services at another secure, restricted access type facility which is comparable in geographic size and population to the NETC, involving similar duties and responsibilities utilizing armed guards on a 24 hours a day, 365 days per year basis.
2. KEY PERSONNEL EXPERIENCE/QUALIFICATIONS - Provide names and resumes, not to exceed two (2) pages, for each of the Key Personnel assigned to this contract. Resumes shall contain information on education, background, recent/relevant experience, years of experience with the firm(s), and unique qualifications applicable to the performance of this project. The offeror shall describe the qualifications, and must demonstrate that the proposed personnel meet the qualifications described in Clause H.4, Minimum Qualifications for Personnel.
3. QUALITY CONTROL PLAN - Provide a quality control plan which includes policies and procedures that will ensure compliance to the contract requirements in a timely and accurate manner; method of documenting and enforcing quality control procedures of both the prime contractor and any subcontractors including inspection and acceptance and identification of quality control indicators and methods of correcting any found deficiencies. The quality control plan should be customized for application to the NETC requirement.
4. TECHNICAL APPROACH - Provide a clear and concise narrative description that addresses your proposed approach to complete the technical requirements in the Performance Work Statement (PWS). Discuss how you will direct and control the operations of this requirement on a daily basis; how the work will be managed and coordinated; how the work will be performed for each area of work identified in the PWS; describe how the offeror intends to conduct, track and meet employee training requirements to ensure that all employees are trained and certified for their positions without any interruption of services; and how staffing will be adjusted, if necessary, during special events as identified in the PWS. The offeror shall address the functions and disciplines involved for performance of the work; skill mix, quantity of resources and methods of operation required on an annual basis. Describe allocation of resources (i.e., distribution of staff, types of labor categories, skill mix, etc.). Identify proposed positions for those individuals not covered by the Collective Bargaining Agreement (CBA) i.e., management and supervisory positions; and identify the labor categories for positions which are proposed in accordance with the CBA. Describe the duties to be performed under this contract. The offeror’s approach shall be specific, detailed and complete enough to demonstrate the offeror has a thorough understanding of the requirements in the PWS.
5. STAFFING CHART - The offeror shall provide a staffing chart which identifies the total proposed productive and non-productive hours for each labor category assigned to this project for the Base Year, plus four (4) one-year option years. Full Time Equivalent (FTE's) and Part Time Equivalents (PTE’s) for each proposed labor category for the Base Year, plus four (4) one-year option years shall also be identified. If FTE's are based on other than a 2080 hour work year, annotate the number of hours each FTE represents. Additionally, the offeror shall provide a narrative description which explains how the posts will be covered during times when the regular full time officers/guards are on leave, i.e., vacation, sick, bereavement, jury duty, birthday, etc..
6. PAST PERFORMANCE - For each of the contracts listed under Company Experience, briefly describe how the effort performed demonstrates your capabilities to perform this requirement.
The Past Performance Questionnaire, which is included as Attachment F, will be used by the Government to evaluate past performance for the offeror for work performed that is similar in size, scope and complexity to the immediate requirement. Please send this form to all of your procurement and technical managers for all your past Government and commercial contracts listed under Company Experience. Contacts and references other than those identified

The offeror shall request the clients and references to return the past performance questionnaire directly to the Government at the email address below:

The SUBJECT LINE on email shall be as follows: “Past Performance Questionnaire for HSFE20-15-R-0018”. If SUBJECT LINE does not provide this reference, the Government will not open the document; thus, the information contained in the questionnaire will not be evaluated. ALL PAST PERFORMANCE QUESTIONNAIRES MUST BE RECEIVED BY THE DUE DATE FOR RECEIPT OF PROPOSALS WHICH IS: June17, 2015 @ 4:30 P.M.
The offeror shall provide a list and brief summary of any contracts terminated for convenience or terminated for default within the last five (5) years. Also, list any contracts for which the customer did not exercise an option to continue the contract within the last five (5) years. The offeror shall provide information on problems encountered on the contracts/subcontracts identified and corrective actions taken to resolve those problems.
C. BUSINESS PROPOSAL INSTRUCTIONS
The Business Proposal must include the following:
1. The offeror must complete Clause B.3, Supplies and/or Services to be Furnished which includes CLIN 0001, CLIN 1001, CLIN 2001, CLIN 3001, CLIN 4001 and the Total for All Years Combined. The amounts must be typed so they can be easily read. Each CLIN specifies the total firm-fixed price proposed amount per year for performance of the Security Guard Services, excluding the Temporary Additional Services line item. All costs for performance of work, i.e., labor, fringe benefits, overhead, G&A, ODCs, profit, etc. should be included in the total CLIN price for each year.
2. The offeror must propose fully loaded hourly rates for the TEMPORARY ADDITIONAL SERVICES (TAS) by completing CLINs 0002, 1002, 2002, 3002 and 4002 under Clause B.4, Consideration. All other pricing under this clause will be completed by the Government. The offeror must provide a brief explanation or show how the rate was derived/calculated. This fully loaded hourly rate will be used for Temporary Additional Services (TAS) (CLINs 0002, 1002, 2002, 3002 and 4002) that may be required over the life of this contract.
3. The offeror must include the Representations and Certifications (Section K), Cover Letter, Signed SF 33, and Acknowledge of Amendments in the Business Proposal.
D. COMMUNICATIONS
1. All communications in reference to this solicitation should be directed to Cindy Adams, Contract Specialist, who may be contacted by email at cindy.adams@fema.dhs.gov. Telephone inquiries will not be accepted.
2. Offerors must submit all technical questions concerning this solicitation in writing via email to the contract specialist at: cindy.adams@fema.dhs.gov Questions must be submitted in Microsoft Word format. FEMA must receive the questions no later than 4:30 P.M. local time (EST) on June 2, 2015. An amendment to the solicitation will be issued to provide the questions and answers and will be supplied to all prospective offerors, without reference as to the originating sources of the questions. Administrative oversights such as missing pages and key dates may be handled by email within the timeframe.
Questions the Government may have otherwise answered, may NOT be answered if submitted too late to permit transmittal to all potential offerors reasonably in advance of the proposal due date. Questions not submitted electronically via Microsoft Word to the email address above may not be answered. Answers to all relevant and appropriate questions will be posted as an amendment to the solicitation. In the event multiple questions address the same issue, the Government reserves the right to answer a representative question that best exemplifies the issue.

E. PROPOSAL SUBMISSION AND DELIVERY INSTRUCTIONS
1. An original and 3 copies of the Technical Proposal, and an original and 3 copies of the Business Proposal shall be submitted in two separate parts. The proposals shall be enclosed in a sealed package and addressed to the issuing office specified below.
2. PAGE LIMITATION: The following page limitations are established below for the proposals submitted in response to this solicitation:
Technical Proposal 150 pages Business Proposal No Limit
The proposal limitation does not apply to the following: title pages, table of contents; index pages; blank/divider tabs; certifications; past performance questionnaires; the business proposal; cover letter; the quality control plan; and resumes.
Offerors must use 8 1/2 inch by 11 inch white paper for its proposal pages, with the exception of diagrams, tables, charts and photographs as specified in the paragraph below. The Technical Proposal shall not exceed 150 single sided pages or 75 double sided pages and shall have a margin of not less than 3/4 inch surrounding the printed body. Text characters shall be in Arial font not smaller in size than 8 point. The font color shall be black. All sections in the Technical Proposal must be tabbed as described above under “A. GENERAL INSTRUCTIONS” and “B. TECHNICAL PROPOSAL INSTRUCTIONS”.
If necessary, diagrams, tables, charts and photographs may be reduced and/or printed on larger than 8 ½ x 11 inch paper, printed landscape orientation, and/or folded to eliminate oversize pages. Text in diagrams, tables, charts and photographs shall contain Arial font text with a size not smaller than 8 point even after any reduction. Diagrams, tables, charts, and photographs shall not be used to circumvent the text size limitations of the proposal. The Government will not evaluate text size smaller than 8 point on diagrams, tables, charts and photographs.
Pages submitted in excess of the limitations specified above will not be evaluated by the Government.
3. Marking on Technical and Business Packages: To ensure that your proposal arrives at the proper place on time, and to prevent opening by unauthorized individuals, the proposal must also be identified on the package as follows:

4. The proposals must be received not later than 4:30 p.m. (EST) local time on June 17, 2015. Proposals received after this designated date and time will be considered LATE, and will be handled in accordance with the provisions of FAR 15.208. FACSIMILIE and E-MAILED proposals will not be accepted or considered. The issuing office and mailing address for receipt of proposals is as follows:
