5. Conflict resolution; and
6. Disciplinary action.
3.5 Certification and License Requirements: The contractor shall maintain all appropriate certifications and licenses to function as a security agency in the state of Maryland.
3.5.1 All security personnel are required to maintain a valid state of Maryland Security Guard Certification and Weapons Permit as a condition of employment on this contract.
3.6 Project Management and Oversight: The contractor shall provide project management and oversight which meets the requirements as set forth herein. These requirements shall also apply to all employees who are provided as substitutes for these positions. Should the circumstances dictate an increase in the level of security that would necessitate additional personnel, such additional personnel assigned shall also meet or exceed the specified requirements.
3.6.1 Project Manager: The contractor shall provide a Project Manager (PM), who has complete authority to act for the contractor on day-to-day operations during the term of the contract. The PM shall receive and execute, on behalf of the contractor, such technical direction as the COR may issue within the terms and conditions of the contract. The PM shall act for the contractor under circumstances requiring immediate attention. The PM shall act as the initial point of contact for technical matters pertaining to performance requirements. The PM shall be physically present on site at the NETC, except on federal legal holidays, from 8:00 am until 4:30 pm, Monday through Friday. The PM shall not occupy a supervisor or officer position on this contract; however, in addition to PM responsibilities, the PM shall man a post(s) for a minimum of four (4) hours per day to allow for additional campus patrol during peak hours. The PM must notify the COR, verbally and in writing, of his/her duty hour absences and provide the COR with the name of the on- site officer designated to act on his/her behalf. The contractor shall provide telephone numbers of the PM and alternate(s) so these individuals may be contacted outside of normal duty hours, if necessary. The contractor shall ensure that an alternate qualified PM is available to respond to inquiries of the COR when the PM is absent because of illness, vacation, or any other reason. This individual shall meet all the specified contract requirements for the PM as stated below. The PM and any individual designated to act for the contractor shall have full authority to contractually commit the contractor and to act without delay on matters pertaining to execution of the contract. The PM shall have four (4) years management experience and four (4) years armed guard or law enforcement experience at a level commensurate with the scope of work of this contract. The PM shall meet all requirements for supervisors, including training. In addition, the PM shall hold certification as a Maryland, Virginia, Pennsylvania, or nationally registered Certified Emergency Medical Technician-Basic or higher and In addition, the PM must be proficient with 2007 OFFICE (Excel, Outlook, Word, Power Point). The Government will have acceptance or revocation authority for the PM.
3.6.1 The Project Manager shall also be responsible for the following:
a. Personnel management: Scheduling, disciplinary actions, inspections of posts and personnel, hiring and dismissal of personnel, training and general overall management of security personnel;

4.2 The following is a list of NETC instructions, directives and manuals, which are applicable and will be made available to the contractor upon the contract award.

5.0 SUPPLIES. MATERIALS AND EQUIPMENT
5.1 Government Furnished: The government will furnish supplies, materials and equipment listed in Attachment E– Government Furnished Equipment, as well as items below, to be used for official government business and only in the performance of this contract. Except where otherwise stated, these items will be provided upon start-up of the contract. The government will maintain a complete and current inventory of all equipment in a central database, based upon the contractor’s inventory, as well as provide maintenance and repair to government equipment. The contractor shall be responsible for inventory and inspection of, and reporting to the COR the malfunctioning, damage or loss of any government equipment used by the contractor or the contractor’s employees. Damage or loss will be investigated and if applicable, charged in accordance with NETC Instruction 6150.1 - Personal Property Management Program.
