UPDATE – 8/28/2017: Workforce Transformation Site Visit Notes, Clarifications, Questions, and Answers

1. FEMA priorities have changed and the following changes to the requirements:

a. Phase I and III will be fully funded at award

b. Option II and IV will be options that may be exercised at a later date.

c. There will be an optional quantity of standard (15) and variable (5) workstations that shall be separately priced at an all-inclusive amount.

2. Phase I will include the furniture for two new offices that will be separately constructed. See Phase I drawing for location of offices. The new offices should have the same look and feel of the current offices with furniture. (I.e – wood finish and p-top desk preference).

3. Construction documents for the 12th floor are attached for the additional offices and the changes to current conference rooms to future additional cubicle areas.

4. Labor should be provided as FIRM FIXED PRICE for each phase and be based on the Service Contract Act amounts. See attached Department of Labor Wage Rates Determination. The CLIN structure will be updated to reflect this change.

5. All furniture fabric and finishes shall be in line with the most recent upgrade from earlier FY17.

6. The SOO includes a differentiation between “standard workstations” and “variable workstations”. The contractor shall propose a cost efficient design that integrates an adjustable workstation that can be accessed sitting or standing. (I.e. built-in or desk top adjustable workstation)

7. No offices are lost in Phase III however, please note that the hallway location does change.

8. One office in Phase III will be converted to a lounge per the SOO.

9. File cabinets – “most” will be going away. Additional information/clarification will be posted on Monday, August 28, 2017. All file cabinets are 4-drawer laterals. Phase I: 6 file cabinets, Phase II: 6 file cabinets, Phase III: 5 file cabinets.

10. Phase IV may include collaborative areas per the SOO. Additional information/clarification will be posted on Monday, August 28, 2017 Collaborative areas are no longer required.

11. Phase I adds the Response desks to the 12th floor.

12. Phase IV – The Contractor shall propose two options:

a. Lower the workstation panels for 40 stations. Panels shall be 42” high +/- .5” with panel area rising 12.5” above the work surface. OR

b. New workstations.

13. Phase IV - All freestanding and overhead storage shall be removed regardless of use of current panels or new panels.

14. Phase IV will require glass on top of 42” panels (either altered current panels or new panels as proposed).

15. The prosed area to locate locker is addressed in the drawings for Phase IV. Additional information/clarification will be posted on Monday, August 28, 2017. Uploaded.

16. Regardless of cost efficient solution proposed for Phase IV, 2-drawer lateral files will be reused.
