HSFE09-17-Q-0006 – OSHA HAZWOPER Training

Questions and Answers

1. Have exact dates for classes already been decided upon?

a. All dates for classes are negotiable, but must be coordinated with FEMA and tribal partners.

2. For the Past Performance Point of Contact, does the contact’s email address suffice?

a. Email address is sufficient for contact purposes, however vendors shall also include information on dates of performance (to ensure in last three years) and relevance (classes provided and class sizes).

3. The RFQ mentions that internet access is available for the instructor; will students have internet access as well?

a. As these training classes will be coordinated with our tribal partners, we aim to have internet access at each location, but cannot guarantee it.

4. Will students bring their own computers and/or connected devices to use for class?

a. As these training classes are with our tribal partners, not all tribal students may have a computer.

5. Can all reference materials be provided in digital format?

a. It is unclear if this is in reference to materials being submitted for the RFQ response or during class.

i. For the RFQ response: yes, all materials may be provided digitally.

ii. For the class: No, as all tribal students may not have laptops.

6. Please confirm locations of classes:

a. CLIN 0001a: 40-hour class Santa Barbara, CA Area

b. CLIN 0001b: 40-hour class Redding, CA Area

c. CLIN 0001c: 24-hour class Sacramento, CA Area

Please note that the exact location for classes may not be directly in listed cities but maybe in a 50 mile radius.

7. Is there an incumbent contractor for this training? If so, what is the contract number?

a. There is not an incumbent contractor.

8. Please, verify the due date on the RFQ.

a. The SF 1449 has been corrected to show August 3, 2017.

9. Will the government be providing any equipment/materials for the conduct of the required hands on training for the courses? If yes, what equipment and in what quantities?

a. No, FEMA will not be providing any equipment or materials.

10. Does the Government have a desired student to instructor ratio for the classes?

a. FEMA anticipates between 15-30 students. The desired ratio would be 1 instructor per 10 students for larger classes or if the instructor is inexperienced.

11. What is required meant by: 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards (FEB 2012) (Pub. L. 109-282) (31 U.S.C. 6101 note)?

a. All FAR clauses can be found at: http://farsite.hill.af.mil/

b. Per the clause: “As a part of its annual registration requirement in the System for Award

Management (SAM) database (FAR provision 52.204-7), the Contractor shall report the names and total compensation of each of the five most highly compensated executives http://farsite.hill.af.mil/ for its preceding completed fiscal year…” Additional conditions on reporting can be found at this reference. Annual reporting would be completed through the SAM.GOV website.

c. First-tier subcontracts over $30,000.00 would be reported to http://www.fsrs.gov.

12. What is required meant by: A completed copy of the representations and certifications at FAR

52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically)?

a. All FAR clauses can be found at: http://farsite.hill.af.mil/

b. Annual representations and certifications electronically via the SAM.GOV website.

13. Overall, if the SF 1449 and all other required documentation is provided, will that be sufficient?

a. Generally yes, including ensuring that registration in the SAM.GOV website is current and active.

14. Do you have to have NAICS Code 611430 -- Professional and Management Development

Training to respond for this solicitation or can my company have XXXXXX NAICS?

a. The NAICS code is to determine if your business is considered “small” but does not have to be listed on your Sam.gov registration. The Size Standard for NAICS 611430 is $11.0 million in average annual receipts. (13 CFR 121.104). If the NAICS is not part of your Reps and Cert in Sam.gov, you will have to verify that you are a small business under this

NAICS.
