Statement of Work FEMA Region IX National Preparedness Division
Federal Emergency Management Agency (FEMA)
1.0 PROJECT TITLE: FEMA REGION IX NATIONAL PREPAREDNESS DIVISION
HAZWOPER TRAINING DELIVERY
This Statement of Work (SOW) is to provide training personnel to teach Occupational Safety and Health Administration (OSHA) certified Hazardous Waste Operations and Emergency Response (HAZWOPER) training for tribal governments on behalf of FEMA Region IX.
2.0 BACKGROUND
One of the top FEMA Region IX, Regional Administrator priorities is increasing tribal capabilities. The FEMA Region IX tribal program accomplishes this priority by providing technical assistance and training programs that enable tribal governments to build and maintain high quality emergency management programs. With more than 150 tribal nations in Region IX, the tribal liaison program requires robust supplemental assistance in order to organize, advertise, host, and conduct these technical assistance workshops and training sessions. The intent is to use inter-tribal councils as vendors to do such work for FEMA Region IX. This course has been long requested by our regional tribes and with this offering we can add capability to our partners.
3.0 SCOPE
Under this contract, the contractor shall provide the following services:
1. Administrative o Coordinate training offerings dates and times of training with FEMA Region IX
Preparedness Analyst and Planning Officer.
2. Subject Matter Expertise o Curriculum development.
o Curriculum presentation/training.
4.0 TASKS
The Contractor shall provide all personnel, labor, materials, tools and equipment necessary to provide the following training:
a. One (1) 40-hour OSHA certified HAZWOPER training for tribal governments; Location: Santa Barbara, CA area.
b. One (1) 40-hour OSHA certified HAZWOPER training for tribal governments; Location:
Sacramento, CA area.
c. One (1) 24-hour OSHA certified HAZWOPER training for tribal governments; Location:
Sacramento, CA area.
d. All training classes shall be completed by December 31, 2017 as coordinated with FEMA.
e. 25 students are expected per class, however there will be no more than 30 students per class.
The Contractor shall supervise its technical staff and assure technical excellence in all work performed. Work on this project will be conducted from multiple locations. The Contractor shall provide all personnel, labor, materials, tools and equipment necessary to support the training required by this SOW.
Understanding of Presidential Policy Directive-8 program requirements is essential.
Programmatic and planning direction will be provided by the FEMA Region IX Preparedness Analyst and Planning Officer.
5.0 KEY PERSONNEL
The Contractor shall ensure that the proposed trainer(s) for the HAZWOPER classes are appropriately skilled professionals.
6.0 GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION
On-site Contractors will be provided with internet connectivity to ensure work can be accomplished effectively and efficiently.
7.0 PLACE OF PERFORMANCE
The contractors primary work location will be the location selected by FEMA for each training class, exact locations TO BE DETERMINED. However, one (1) 40-hour class is expected to be in Santa Barbara, CA; one (1) 40-hour class and one (1) 24-hour class are expected to be in Sacramento, CA.
Contractors will not work on federal holidays and will align hours with key FEMA staff.
Travel: All travel conducted under this SOW will be in accordance with the current Federal Travel Regulations (FTR). All travel should be directly related to the Scope of Work and tied directly to conducting the training classes. Travel expenses invoiced to the Government shall be in accordance with FTR; the Government shall not reimburse expenditures that exceed the FTR and are not in the documented Scope of Work outlined in this document.
8.0 PERIOD OF PERFORMANCE
The effective date for this task order will be date of award through December 31, 2017.
9.0 SECURITY
The Contractor shall report to the FEMA Security Office any and all adverse information brought to their attention concerning employees performing under this contract. The report shall include the employee’s name and social security number, along with the adverse information being reported. Termination of employment of an employee does not obviate the requirement to submit this report. Reports based on rumor or innuendo shall not be submitted to the DHS Security Office.
Release of Information: All information relating to the items to be delivered or services to be performed under this contract may not be disclosed by any means without prior approval of the Contracting Officer. Dissemination of public disclosures includes, but is not limited to:
permitting access of such information by foreign national or by any other person, entity, and publication of technical or scientific papers, advertising, or any other proposed public release.
The Contractor shall provide adequate physical protection to such information so as to preclude access by any person or entity not authorized such access by the Government.
