Statement of Objectives (SOO) For Region IX 11th and 12th Floor Conference Rooms Oakland, California August 5th, 2016

1. Introduction The objective of this SOO is for a Contractor to Engineer, Install, and Test a fully functional Audio and VTC System in Region 9’s 11th and 12th Floor Conference Rooms located at 1111 Broadway, suite 1200, Oakland, California 94607.

The Government seeks commercial quality integration design and installation by a professional Audio/Video System provider. Offers will be evaluated through a best value determination considering the proposed technical solution and cost.

Capability to manage all video inputs and outputs from Crestron (or equivalent) receivers and room controllers located on conference room table (11th floor) and A/V rack (12th floor). Capability to push or stream multimedia content in support of VTC or conferences. Connectivity through safety compliant floor raceway or core drilling of the floor.

2. Requirements

11th Floor solution will require the following;

· Control Unit must continue to operate lighting, shades, audio and video equipment.

· Control Unit shall be hardwired through existing conference table.

· Video Interface (laptop) Adaptor Interfaces in existing conference table shall be upgraded to HDMI, DVI (two ports).

· Solution that allows for maximum number of screens while retaining optimal viewing from the conference table installed and integrated into the A/V system. No plasma. LED/LCD only.

· Additional ISDN adjunct must be installed.

· Replace A/V rack.

· A Time Zone clock (customer provided) will need to be mounted.

· Any participant in the room should be able to be picked up by audio system and heard by all participants (internal and external).

· Flush mounted or other unobtrusive microphone system shall be used.

· Solution shall provide the ability to do a Video Teleconference or phone conference session.

Contractor shall provide equipment needed in order to meet the overall objectives.

The contractor shall provide connectivity to the region’s network.

The contractor shall provide all necessary cable assembly and all cables to install all proposed equipment. All wiring must be installed in a neat and professional manner. Plastic tie-wraps will be used to secure cabling. All cables must be labeled with source/destination at both ends with machine made labels. Cable numbers can be used only if a master cable index is provided in both hard copy and electronic format

The contractor shall provide all necessary additional electrical service or power upgrades to install all proposed equipment.

The contractor shall ensure existing walls can support the weight of equipment to be hung.

12th Floor solution will require the following;

· Control Unit must operate audio and video equipment, and provide options to divide the room into 2 & 3 breakout rooms.

· Control Unit shall be hardwired in Audio/Visual rack.

· Video Interface (laptop) Adaptor Interfaces in existing conference table shall be upgraded to HDMI, DVI (two ports).

· Solution that allows for maximum number of screens while retaining optimal viewing installed and integrated into the A/V system. LED/LCD only. No plasma.

· Replace current A/V rack.

· Any participant in the room should be able to be picked up by audio system and heard by all participants (internal and external).

3. Installation

3.1 The contractor shall perform a site survey to review installation requirements. Modifications to existing walls or electrical circuits are expected.

3.2 The contractor shall provide an installation plan that clearly identifies an installation schedule as part of the contractor’s proposal.

3.3 Site Coordination: The contractor shall meet with the safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.

3.4 Installation Plan Changes: If a problem develops during installation that warrants the change of the proposed solution, the contractor shall engineer and implement design changes only after written approval from the contracting officer.

3.5 Turn-Key Operation, Testing and Training: The contractor shall install, test and perform all necessary efforts to ensure successful completion of this project and make the equipment operational. The contractor shall submit industry standard and site specific test and acceptance procedures for Government review and approval. The contractor shall perform approved test to obtain system acceptance. The contractor shall provide training and materials (including programmable code for control unit). If password protected, the contractor shall provide the initial password. The contractor shall complete all installation and testing activities within 180 calendar days of award.
