About this file
This is a Pre-Proposal Conference Summary document issued by the Health Services Cost Review Commission (HSCRC), an independent agency of the State of Maryland, for solicitation HSCRC-25-0305 regarding Financial Policy Review services. The conference was conducted on January 13, 2026, at 10:00 a.m. via Zoom to address vendor questions and clarify RFP requirements. The HSCRC seeks to hire a contractor to assist in adjudicating full-rate reviews, analyzing health systems' cost structures, and assessing proposed changes to methodologies under Maryland Health-General Article 19-201 et seq. Procurement Officer Mitchell Coates and Contract Manager Andy Udom reviewed key sections of the RFP, including the Key Information Summary Sheet, Financial Proposal Form (Attachment B), and procurement instructions and addendums. The conference emphasized that this solicitation will result in a single award to the firm submitting the most advantageous offer, with technical and financial criteria weighted at 75 percent and 25 percent respectively during evaluation.
All responses must be submitted exclusively through eMaryland Marketplace, with email and paper proposals not accepted. Only vendors registered on eMaryland Marketplace (eMMA) will be considered for award. Prospective offerors are encouraged to submit follow-up questions and comments formally via email to the Procurement Officer to receive official responses. Verbal responses and discussions provided during the conference were intended to clarify state requirements, though requestors must submit formal inquiries in writing to obtain documented official answers.
