SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

1.1.1 Project Description

A. The work includes modifications and upgrades to an offshore boathouse and wharf electrical system that supports US Coast Guard Cutter and Small Boat operations. This shall include new distribution transformers, transformer foundations, panelboards, safety switches, conduit and supports, cable trays, conductors, boxes, electrical shore-tie receptacles, ground fault monitoring, protective relays, surge protection, general use receptacles, outdoor LED lighting, and incidental related work. Refer to drawing set P5935865.

B. Unless otherwise noted; replace ALL exterior branch circuit electrical conduits, associated supports, conductors, and boxes above, below (not readily accessible), and along the concrete Wharf. Refer to drawing set P5935865. This does not include the existing PVC conduits and conductors within the existing aluminum cable tray that runs along the outside of the Approach Bridge. These shall be salvaged and reused. However, where the cable tray and associated conduits transition to below the concrete wharf; there is noted work associated with the cable tray, conduits, and hardware; refer to Drawing P5935865 sheet E-500 Keynotes 11, 13 and 16.

C. Wharf branch circuits being replaced includes wharf lighting, electrical shore-tie circuits, general use receptacles, and miscellaneous circuits as shown in drawing set P5935865.

D. A critical element to this project is the challenge of creating a working platform beneath the concrete wharf to provide safe access to raceways, cable trays and conduit supports being replaced. This shall be coordinated around the significant tidal changes and weather. Refer to Part 3.1 (Working Platform(s)) below and Specification Section 01 35 29 (Safety and Occupational Health Requirements).

E. There are design/build aspects of the project; this includes new concrete transformer foundations, marine-grade aluminum stanchions (to support 450VAC shore-ties), and aluminum H-Frames (to support 120VAC shore-tie). Refer to Part 1.1.6.B & C below.

F. Contractor shall modify the US Coast Guard’s, existing, on-site Modbus RTU, Advanced Metering system to include new transceivers, transducers, cabling, programming and testing.

This system monitors the energy use for select electrical loads. Refer to Part 3.3 (Advanced CG Metering) below and Drawing P5935865 sheet 7 of 8 (ADVANCED METERING).

1.1.2 Codes and Standards

A. All electrical work shall be in strict accordance with the NFPA 70 (National Electrical Code (NEC)), NFPA 70E (Standard for Electrical Safety in the Workplace), and OSHA.

B. Contractor shall pay special attention to NEC Articles 555 (Marinas and Boatyards); 250 (Grounding and Bonding) to include Article 250.21 (A) & (B).

C. Contractor shall pay special attention to the electrical requirements associated with the installation of an ungrounded delta circuit!

1.1.3 Licensed Professionals

All electrical work shall be performed by a Maine licensed electrician. Submit a copy of the electrician’s license.

1.1.4 Location

The work shall be located at US CG Station Jonesport Maine; 9 Bridge Street, Jonesport, ME 04649.

WORK

1.1.6 Additional Requirements

A. Mandatory Site Visit

1. Upon Notice to Proceed and prior to commencing construction or ordering of materials, the Contractor shall visit the site and field-verify all existing conditions. Any ambiguities between the design documents and the field conditions shall be documented and brought to the

SECTION 01 11 00 Page 3 attention of the Contracting Officer in writing within two working days upon completion of the visit.

2. All Sub-Contractors associated with the project shall be present for this visit.

3. Verify the dimensions of the existing 45 KVA transformer pad to assure the new transformer is selected to fit on the existing foundation.

4. Contractor shall carefully measure all existing conditions prior to fabricating the aluminum stanchion and H-Frames. Contractor shall consider each piece of equipment being installed onto the stanchion to include; disconnect switches, shore-tie receptacle, Ground-Fault Monitor, surge protection, relays, general use receptacle and wireways.

5. If the Contractor has no comments or questions upon completion of this site visit; submit a letter (or email) to the Contracting Officer indicating the site visit has been completed and that there are no comments or questions at this time.

B. Concrete Foundations

1. Contractor shall design and build two (2) concrete foundations to support the weight of the new isolation transformers. Refer to Drawing P5935865 sheet E-501 (New One-Line Diagram). The mounting height for the transformer shall be 6” above pier decking with ½” chamfered edges. Each pad shall be sized specifically for the individual transformer.

2. The new foundations may be Contractor formed and/or pre-fabricated by manufacturer.

3. Submit for approval a sketch indicating the dimensions of the new foundation to include base preparation, wire fabric, and concrete psi. The pad shall be dimensioned from the Contractor’s selected transformer. Contractor shall first solicit approval for the transformer submittal prior to scaling the pad to assure everything is properly dimensioned.

C. Aluminum Stanchions & H-Frames

1. Contractor shall refer to Drawing P5935865 sheet E-501 (New One-Line). A new Marine Grade Aluminum stanchion is required for the shore-ties co-located at the 87’ CGC Berthing and the 450VAC, 60-ampere WYTL receptacle on the West Pier. These new stanchions shall comply with Specification Section 26 10 00/Part 2.13 (Aluminum Stanchions & H-Frames).

(a) Contractor shall carefully measure all existing conditions prior to fabricating the stanchion. This will also require the Contractor to consider ALL equipment they are installing onto the stanchion, i.e. Ground Fault Monitor, General Use Receptacles.

(b) Once the Contractor has field verified the existing conditions and new equipment scales, submit to the Contracting Officer for approval on an 8-1/2” X 11” sketch of the proposed stanchion and ALL equipment to scale. Indicate the scale on the sketch.

(c) Anchor the stanchion to the existing concrete decking, abutting against the concrete curbing. Bolt at the center and equidistant to the left and right of center for three base connections.

(d) All stanchions shall be oriented such that each receptacle is facing inboard (away from the ocean).

2. Contractor shall refer to Drawing P5935865 sheet E-501 (New One-Line). A new Aluminum H-Frame type stanchion is required for the new 120VAC shore-tie receptacle in the Boathouse which shall comply with Specification Section 26 10 00/Part 2.13 (Aluminum Stanchions & H-Frames).

(a) Contractor shall carefully measure all existing conditions prior to fabricating the H-Frame. This will also require the Contractor to consider ALL equipment they are installing onto the stanchion.

(b) Once the Contractor has field verified the existing conditions and new equipment scales, submit to the Contracting Officer for approval on an 8-1/2” X 11” sketch of the proposed stanchion and ALL equipment to scale. Indicate the scale on the sketch.

(c) Anchor the stanchion to the existing concrete decking, abutting against the concrete curbing. Bolt at the center and equidistant to the left and right of center for three base connections.

(d) All stanchions shall be oriented such that each receptacle is facing inboard (away from the ocean).

D. Arc Flash Hazard Analysis

1. Perform Arc-Flash Hazard Analysis of the Boathouse/Wharf electrical system in accordance with NFPA 70E. Determine the arc flash hazard associated with all Panelboards located on the Pier; Panel ‘PP’, ‘L1’, ‘LH’, ‘EP2’ and the new transformers. Install Arc-Flash Hazard labels on the front of ALL wharf panelboards and transformers to include PPE class.

2. Submit a copy of the final report/analysis and labels to the Contracting Officer. This shall include the short-circuit analysis and a one-line diagram showing the wharf electrical distribution and any contributing equipment from shore.

E. US Coast Guard Advanced Energy Metering

1. CG Station Jonesport has an active energy monitoring system that uses Modbus RTU protocol to monitor miscellaneous electrical loads. The Contractor shall modify the system as shown in Drawing P5935865 sheet E-503 (ADVANCED METERING).

2. Contractor shall reuse the existing Obvius Data Acquisition Server (DA) and Modhopper transceivers currently on-site. However, provide new Modbus RTU transducers and RS485 cabling per Drawing P5935865 sheet E-503 (ADVANCED METERING).

4. All equipment installed shall be compatible with the existing Data Acquisition Server (DAS) Model A8812 and wireless transceivers, called ModHoppers Model 9120-5 (256 bit AES encryption technology), manufactured by Obvius, LLC.

5. Refer to Part 3.3 below.

F. Contractor Provided Standby Diesel Generators

1. Per Specification Section 01 14 00 (Work Restrictions) Part 1.1 (Construction Phasing), the Contractor shall be required to provide standby generators as described. Where generators are required, the Contractor shall be responsible for the following:

(a) Maintenance and Repair of the standby generator(s) to include a full repairs and/or replacement of the generator within 24 hrs of the unit’s failure.

(b) Provide mating cord caps (if necessary) to attach the CG vessels cord (from the boat) for terminating to the generator. This shall include the Contractor attaching the new cord cap to the boat’s cord and terminate to the standby generator.

(c) Contractor shall provide all fuel and refueling operations for the standby generators. For bidding purposes, assume the 450VAC, 200-ampere; shore-tie will operate 24 hours, seven (7) days per week.

G. Safety Plan

1. Refer to Specification Section 01 35 29 (Safety and Occupational Health Requirements) Sub-Part 1.3.1 (Accident Prevention Plan) and refer to Part 3.1 (Working Platforms) below.

H. Training

1. Contractor shall provide training to CG personnel on the complete operation and testing of the new lighting, shore-tie and energy management systems.

1.2 EXISTING CONDITIONS

1.2.1 General

The CG Station Jonesport has a concrete wharf located several hundred feet offshore and accessible via a concrete walkway called the Approach Bridge. The concrete wharf supports two small building structures; Workshop and CGC Moray Office respectively. Adjacent to those buildings is the shell for the Boathouse structure. There are three (3) floating docks that support small boats; Floating Dock (West), Floating Dock (East) and Floating Dock (Boathouse).

CG STA JONESPORT BOATHOUSE & WHARF

The electrical service out to the Boathouse originates from a shore side 480V, 3-Ø, 225-KVA dry type transformer located in the Equipment Building. The Equipment Building also contains the standby generator where the Boathouse Panel EP2 is fed from. Refer to drawing P5935865 sheet E-500 (Existing One-Line Diagram).

The electrical circuits out to the Boathouse are installed along the outside of the Approach Bridge in a marine grade aluminum cable tray. The cable tray has five (5) PVC raceways and one PVC coated rigid steel conduit which are in good condition; none appear to be broken. It is the intent to salvage and reuse the area of the cable tray that is alongside the walkway to include the associated conduits and conductors in the tray. See photos below.

CABLE TRAY RACEWAYS BETWEEN SHORE AND THE WHARF

The main distribution panel for the Boathouse (BH) and wharf circuits is Panel PP located in the BH Workshop. Panel PP is a Square D manufactured, I-Line style, rated 480VAC, 400AF/300AT, 3-phase, 3-wire, and is in very good condition. This panelboard shall be salvaged

SECTION 01 11 00 Page 7 and reused. Branch circuits originating from this panel shall be replaced.

BOATHOUSE PANEL PP (IN WORKSHOP)

From the 480VAC Panel PP, power distributes out to the branch circuit 480VAC shore-tie receptacles as well as a 45-KVA dry-type transformer in the Workshop. This transformer transforms the 480VAC to 120V/208Y, 3-phase, 4-Wire and feeds the Workshop distribution Panel L1. Also located in the Workshop space is the 120V/208YEmergency Panel EP2. 1.2.5 Miscellaneous Circuits

1.3 DIFFERING SITE CONDITIONS

1.3.1 During the progress of the work, if subsurface or latent physical conditions are encountered at the site differing materially from those indicated in the Contract, or if unknown physical conditions of an unusual nature differing materially from those ordinarily encountered and generally recognized as inherent in the work provided for in the Contract are encountered at the site, the Contractor shall promptly notify the Contracting Officer in writing of the specific differing conditions before the Contractor disturbs the conditions or performs the affected work.

1.3.2 Upon receipt of written notification of differing site conditions from the Contractor, the Government will investigate the conditions, and if it is determined that the conditions materially differ and cause an increase or decrease in the cost or time required for the performance of any work under the Contract, an adjustment will be made, excluding loss of anticipated profits, and the Contract will be modified in writing accordingly.

1.4 SUBMITTALS

Government approval is required for submittals with a "G" designation. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.5 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.6 SUPERVISION

Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills.

1.7 PRECONSTRUCTION CONFERENCE

After award of the contract but prior to commencement of any work at the site, the Contractor shall meet with the Contracting Officer at CG STA Jonesport to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule prices, shop drawings, and other submittals, scheduling programming, and prosecution of the work. Subcontractors who will engage in the work shall also attend.

1.8 INSPECTION

The Contractor shall keep the Contracting Officer or duly appointed representative fully informed of contract operations and plans so that a representative may arrange to be present at various times that work is being performed.

1.9 CONTRACTOR’S DAILY LOG

The Contractor shall complete the USCG Daily Log form at the end of each working day and deliver it to the Government Inspector. The Government Inspector will attest to its accuracy by initialing the form and forwarding that form to CEU Providence. The form will be provided to the Contractor by the Contracting Officer’s Representative.

PART 2 PRODUCTS

PART 3 EXECUTION

3.1 Working Platform(s)

3.1.1 Contractor shall submit for approval a narrative description of how the conduit systems below the concrete wharf will be safely accessed. This shall include any equipment and/or vehicles, to include their weights, which the Contractor proposes to place onto the Approach Bridge and/or remaining concrete wharf structure. Contractor shall coordinate their selection of of equipment and/or vehicles with Enclosure (A) showing the Load Limit Calculations for the CG STA Jonesport Approach Bridge and Wharf.

3.1.2 Working platforms shall be inspected by the CG COR prior to commencing work and placing workers onto those platforms. The Contractor, Sub-Contractors, CG COR, Station

Officer in Charge, shall all be present on the first day of construction to hold a joint Safety Brief to discuss any and all safety concerns including platform construction, ratings, number of people working on a platform, tides and sea conditions, and use of DOT approved life vests. Contractors working on the Approach Bridge and/or Wharf shall don DOT approved life vests and OSHA approved hard hats (rated for electrical construction).

3.1.3 At any time during construction, the Officer in Charge and/or COR may determine that Contractor’s personnel are in an unsafe working environment due to weather, sea conditions, or general safety concerns. Upon notification of CG personnel, the Contractor shall immediately cease work, secure their tools and equipment and contact the Contracting Officer and/or COR for direction.

3.1.4 Any tools and/or Contractor’s equipment shall be secure from falling into the ocean.

Hence, tools and equipment shall have lanyards when working beneath the wharf.

3.2 Advanced Metering

3.2.1 General

A. Contractor shall modify and existing energy monitoring system as shown in Drawing P5935865 sheet E-503 (ADVANCED METERING).

B. Currently there is an existing Obvius manufactured metering system on site which consists of a Data Acquisition Server (DAS) which is linked via CT’s to monitor various electrical load usages.

C. Link to the existing DAS with Obvius compatible transceivers and CT’s (i.e. Modhopper or equivalent).

3.2.2 Metering Requirements

(1) All equipment installed to include associated cabling and hardware shall be weather resistant or installed in a weather resistant enclosure per manufacturer’s instructions.

(3) All equipment shall be installed per manufacturer’s instructions and shall comply with NEC standards, industry specifications and standards and local codes for performance, reliability, and compatibility. The latest installation manuals for the DAS can be found on www.obvius.com

(4) Install equipment rigidly and adequately for the operating environment. RS485 cable, power cable, and any other wires shall be neatly routed and secured resulting in a neat, orderly appearance. RS485 wiring shall be protected from abrasion upon passing through electrical panel cutout or hole.

(5) Install transceivers as per manufacturer's recommendations and best practices, in order to maximize strength of wireless communication. If the wireless connection between transceivers is weak or intermittent, additional relay transceiver(s) or external antennas shall be installed to facilitate reliable communication.

(6) Upon final installation, equipment shall not interfere with the panelboard or switchgear covers or doors.

(7) The contractor shall ensure that the transceivers are connected to an existing 120VAC power supply.

(8) The Coast Guard will provide diagrams and drawings of the current metering system installed throughout the facility.

(9) Programming of the equipment shall be in accordance with the manufacturer’s Installation and Operation Manual. The Coast Guard will provide the contractor with access to the existing DAS to obtain the existing Modbus addresses, radio channel, and other pertinent information.

(10) Prior to the installation of the equipment, the contractor shall provide the Coast Guard with the number of DAS’s, metering devices and transceivers to be installed. Upon receipt of the information, DAS, meter and transceiver device names will be provided by the Coast Guard to the contractor.

(11) DASs and Transceivers shall be numbered. The numbering scheme shall be approved by the Coast Guard prior to installation. Each DAS and transceiver installed shall be physically labeled with the corresponding number.

(12) The contractor shall provide a screenshot of the Acquisuite route mapping display/ModHopper route map to depict the signal strength between transceivers at the meter and DAS. Procedures are outlined in the manufacturer’s installation and operation manual. The graphic shall depict green lines for communications between transceivers at the meter and DAS indicating good signal strength. Transceiver numbers shall be included in the screenshots. The intent of the screenshot is to verify that the equipment is properly communicating information at an acceptable quality signal strength from each meter to the DAS.

(13) The contractor shall provide the following information to the Coast Guard for each metering device installed: CG installation name, the common name of the equipment being metered, location of installation (to include the electrical panel number and building name or number), size of meter, device number, device address, serial number, location of associated transceiver, device number of associated transceiver. The contractor shall provide a digital photograph of each set of metering devices after it has been installed in its final location.

Multiple devices may be captured in a single photograph if installed within the same location.

(14) The contractor shall provide the following information to the Coast Guard for each transceiver device installed: CG installation name, location of installation (to include the building name or number), device number, device address, serial number, location of power supply, transceiver signal strength (bars), location of external antennas (if applicable) and the DAS device number the meter is transmitting.

(15) The contractor shall include the location of metering equipment on electrical and building utility drawings (as applicable for electrical, water and gas meters) submitted as part of the original scope of work.

3.3 Electrical Raceways

3.3.1 All electrical raceways shall be installed in a neat and professional manner to the industry standards. Raceways shall be installed level and square with the wharf structure. Refer to Specification Section 26 10 00/2.8.1.

3.3.2 Contractor shall carefully mark up the Drawing Set to accurately identify the new conduit route for the required As-Built drawing submittal.

WORK RESTRICTIONS

1.1 CONSTRUCTION PHASING

1.1.1 Due to mission critical operations; the Contractor shall phase the work as follows:

A. Phase 1: Pier/Wharf Lighting

(1) Replace all lighting per Drawings set P5935865. This shall include poles, conduits, supports, and fixtures.

(2) Upon completion of the lighting, Contractor shall proceed to Phase 2 per the

Contracting Officer’s approval.

B. Phase 2: Shore-Ties

(1) 120VAC, 100-ampere, Shore-Ties

(a) Replace one shore-tie circuit at a time per Drawing set P5935865.

(b) If the respective shore-tie circuit is not ready for use by the close of business each day; the Contractor shall provide standby generator power for that circuit. Contractor shall terminate the CG power cord from the boat to the generator. Any cord caps or cable modifications shall be the responsibility of the Contractor.

(2) 450VAC, 200-ampere Shore-Tie

(a) Upon completion of the 120V, 100-ampere shore-ties, Contractor shall proceed to completing the 450VAC, 200-ampere, shore-tie and associated electrical for the 87’ CGC Berthing per the Contracting Officer’s approval.

(b) This work shall require a Contractor provided generator to temporality power the 87’ CGC with 450VAC, 100-ampere, 3-phase, delta power until the new shore-tie and associated electrical is complete. Refer to Specification Section 01 11 00 Part 1.1.6.F (Contractor Provided Standby Diesel Generators).

(3) 450VAC, 60-ampere, Shore-Ties

(a) Upon completion of the 450V, 200-ampere shore-ties, Contractor shall proceed to completing the 450VAC, 60-ampere, shore-ties and associated electrical for the WYTL Berthing per the Contracting Officer’s approval.

(b) There is no requirement for providing standby power to this circuit during construction.

C. Phase 3: Cable Tray, Conduits, Hardware & Miscellaneous Circuits

(1) Complete any required cable tray, conduit and hardware work as outline in the Drawing set P5935865.

(2) Cable-tray and conduit work may require a wharf power outage to safely access the feeders and circuits from shore. Within 14 working days of proposed outages, submit an outage request to the Contracting Officer for approval detailing the proposed outage time to include when the power/circuit will be restored.

(3) PANEL PP AND EP2 SHALL HAVE POWER AT THE CLOSE OF EACH

BUSINESS DAY. ANY OUTAGES PAST THE NORMAL WORKING DAY

WILL REQUIRE THE CONTRACTOR TO PROVIDE A STANDBY

GENERATOR TO POWER THOSE PANELBOARDS.

(4) Replace miscellaneous circuits per Drawing set P5935865.

D. Phase 4: Panel LH

(1) Replace Panel LH per Drawing set P5935865. This shall include new feeder conductors and conduits as indicated in the drawings.

(2) Contractor shall assure power is restored to this panels circuits by the close of business each day.

E. Phase 5: 45-KVA Transformer

(1) Replace 45-KVA Transformer per Drawing set P5935865.

(2) Contractor shall assure power is restored to Panel L by the close of business each day.

1.2 LOAD LIMITS

Refer to Enclosure (A) Load Limit Calculation for load limits on the wharf and Approach Bridge. This information shall be used in determining allowable vehicles and/or equipment required to complete the work.

1.2.1 Parking

Parking on any piers or the Approach Bridge will require approval by the Contracting Officer.

Parking on the wharf is subject to the Load Limits per Enclosure (A). Do not park on or block the marked fire lanes at any time.

1.3 CONTRACTOR ACCESS AND USE OF PREMISES

1.3.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.

1.3.2 Working Hours

Regular working hours shall consist of an 8 1/2 hour period established by the Contracting Officer Monday through Friday, excluding Government holidays.

1.3.3 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval. Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work shall be lighted in a manner approved by the Contracting Officer.

1.3.4 Occupied and Existing Buildings

The existing buildings and their contents shall be kept secure at all times.

1.4 SECURITY REQUIREMENTS

1.4.1 Areas Not Covered by Contract

The Contractor will not be permitted to enter buildings or areas not covered by the work included in this contract, except by prior approval of the Contracting Officer or Officer-in- Charge of the facility.

Pre-Construction Submittals are those activities which encompass the obtaining, submission, review and approval of submittals necessary prior to the start of the related site work. Contractor shall annotate all such activities into the progress schedule with their forecasted time periods. These activity periods shall not be exclusive of the contract performance period. No site work shall commence until the respective submittals have been approved.

The value of all major work components within the project shall be identified on the Construction Schedule/Schedule of Values on a unit quantity and unit cost basis, e.g.

number of squares and cost per square of roofing, number of lineal feet and cost per lineal foot of conduit, number of panels and cost per panel etc. Lump sum items shall only be paid for when 100% complete.

The Construction Schedule/Schedule of Values as approved by the Government is not a substitute for quantities conveyed by the specification and drawings and those required for a complete job. Omissions and errors on the Construction Schedule/Schedule of Values are the responsibility of the Contractor.

Payments will not be made until the schedule of prices has been submitted to and approved by the Contracting Officer.

1.3 UPDATED SCHEDULES

Update the construction schedule and equipment delivery schedule at monthly intervals or when schedule has been revised. Reflect any changes occurring since the last update.

Submit copies of the purchase orders and confirmation of the delivery dates as directed.

a. Coordinate scheduling, sequencing, preparing and processing of submittals with performance of work so that work will not be delayed by submittal processing. Allow for potential requirements to resubmit.

b. Except as specified otherwise, allow review period, beginning with receipt by approving authority that includes at least 10 working days. Period of review for each re-submittal is the same as for initial submittal.

When contemplating a variation which results in lower cost, consider submission of the variation as a Value Engineering Change Proposal (VECP).

1.4.4.2 Proposing Variations

When proposing variation, deliver written request to the contracting officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to government. If lower cost is a benefit, also include an estimate of the cost saving. In addition to documentation required for variation, include the submittals required for the item. Clearly mark the proposed variation in all documentation.

1.4.4.3 Warranting That Variation Are Compatible

When delivering a variation for approval, contractor warrants that this contract has been reviewed to establish that the variation, if incorporated, will be compatible with other elements of work.

1.4.4.4 Review Schedule Is Modified

In addition to normal submittal review period, a period of 5 working days will be allowed for consideration by the Government of submittals with variations.

1.4.5 Contractor's Responsibilities

a. Determine and verify field measurements, materials, field construction criteria;

review each submittal; and check and coordinate each submittal with requirements of the work and contract documents.

b. Transmit submittals to Contracting Officer in accordance with schedule on approved Submittal Register, and to prevent delays in the work, delays to government, or delays to separate contractors.

c. Advise the Contracting Officer of variations as required by paragraph entitled "Variations."

d. Correct and resubmit submittal as directed by approving authority. When resubmitting disapproved transmittals or transmittals noted for re-submittal, the contractor shall provide copy of that previously submitted transmittal including all reviewer comments for use by approving authority. Direct specific attention in writing or on resubmitted submittal, to revisions not requested by approving authority on previous submissions.

e. Furnish additional copies of submittal when requested by contracting officer, to a limit of 5 copies per submittal.

f. Complete work which must be accomplished as basis of a submittal in time to allow submittal to occur as scheduled.

g. Ensure no work has begun until submittals for that work have been returned as "approved," except to the extent that a portion of work must be accomplished as basis of submittal.

1.4.6 Government Responsibilities

a. Note date on which submittal was received from contractor on each Contract Item Approval Request Form.
