Re: Asbestos Building Inspection
Multi-Mission Building
17 Harbor Loop
Gloucester, MA 01930
Dear Mr. Tessier:
I am pleased to provide you with this letter report which details the environmental sampling services that
Michael Baker Jr. Inc. (Baker) has recently provided for your department.
SCOPE OF WORK
Baker was requested to conduct a limited hazardous material inspection for the presence of asbestos-containing materials (ACM), lead-containing paint (LCP), mold, and other hazardous materials within the USCG building, namely the Multi-Mission Building, at 17 Harbor Loop, in Gloucester, Massachusetts. The purpose of the inspection was to meet the requirements of the United States Environmental Protection Agency
(USEPA), State of Massachusetts - Department of Labor Standards, and the National Emission Standards for
Hazardous Air Pollutants (NESHAP) standards. The NESHAP standard (40 CFR, Part 61) requires that an asbestos inspection be conducted prior to renovation/demolition activities of any structure or dwelling. The building plans are shown on the Figures.
FIELD VISIT INVESTIGATION
The survey was conducted on June 25, 2015 by a Massachusetts-licensed Asbestos Building Inspector (Gary
R. Case - License Number AI900625). The Baker field inspector identified eleven (11) suspected building materials from the building. The bulk material samples were collected and analyzed for the presence of asbestos. Samples were submitted using chain-of-custody documentation to EMSL Analytical, Inc. in
Cinnaminson, New Jersey. EMSL is accredited by the American Industrial Hygiene Association (AIHA) and the U.S. National Institute of Standards and Technology, under the National Voluntary Laboratory
Accreditation Program (NIST/NVLAP) for bulk material analysis for asbestos. The bulk asbestos samples were analyzed by Polarized Light Microscopy (PLM), United States Environmental Protection Agency
(USEPA) Method for Determination of Asbestos in Bulk Building Materials, EPA/600/R-93/116 (7/93
Edition). Table 1 presents the specific information for all of the building components that were sampled as suspected ACM.
The Baker field personnel also reviewed and identified the suspected painted building components with the building. While no bulk paint samples were collected, general observations of the condition and locations of the paint were documented to assist with the potential renovation/repair project. Table 2 presents the specific information for the lead paint.
August 6, 2015 We Make a Difference
Mr. William G. Shepherd
During the field work, Baker inspected the building for the presence of mold and potential problem areas.
While no sampling was collected, general observations of the condition of the building were documented to assist with the potential renovation/repair project. Table 3 presents the specific information on the potential for mold.
Baker also observed and recorded data for all of the potential hazardous materials found in the building. Data that was recorded includes: material locations, material descriptions, number of containers, and container sizes.
Baker was not required to review or gather safety data sheets (SDSs) or to identify individual compounds within the products.
FINDINGS AND RECOMMENDATIONS
Asbestos
As for the building materials recorded in Table 1, the laboratory analyses of the material samples indicated that two (2) of the sampled materials contained asbestos greater than the USEPA criteria level of 1% asbestos by weight and/or in accordance with NESHAP regulations. The final laboratory analytical report for these samples is submitted to confirm this determination and is contained in Attachment I.
The laboratory analysis of the two materials, Thermal Pipe Fitting Insulation (Materials Numbers 04 and 05), were originally reported to contain <1% Chrysotile asbestos. According to NESHAP, materials that are found to contain less than 10% by polarized light microscopy (PLM) analysis must also be assumed to be ACM, unless they are re-analyzed by point count methods and it is demonstrated that the material contains <1% asbestos. These materials were re-analyzed by PLM point count methods, and the results were reported to be
<0.25% to 0.75% Chrysotile asbestos. This material is not considered to be asbestos-containing.
Thus, the ACM is listed below:
1.) Material #03 – Floor Tile Adhesive (564 square feet)
2.) Material #06 – Vinyl Floor Tile with Floor Tile Adhesive (8,000 square feet)
While this material can be managed in-place with little potential hazard, due to the proposed renovation project, all of the ACM that will be impacted or disturbed should be properly removed and disposed of, accordingly, by an asbestos abatement firm that is licensed by the state of Massachusetts. Abatement plans for the regulated ACM should be designed in accordance with USEPA and other federal, state, and local regulations and/or using appropriate guidelines by an Asbestos Project Designer and reviewed by a Certified
Industrial Hygienist. All abatement activities should be overseen and managed by an experienced and licensed
Asbestos Supervisor. Removal notifications, activities, and disposal must be completed in accordance with
USEPA (40 CFR Part 61), OSHA (29 CFR 1926.1101), and Massachusetts (310 CMR 7.15) regulations, as well as other applicable federal, state, and local regulations. Attachment II contains photographs of the building and the asbestos-containing material.
August 6, 2015 We Make a Difference
Mr. William G. Shepherd
Disclaimer
The information that is presented in this report reflects the conditions that were observed in the building(s) during the time frame this inspection was conducted. Although every effort was made to identify the potential suspect building materials and components, there is no guarantee that additional building materials in these damaged buildings are not present. Conditions may exist in the building(s), such that inaccessible materials may only become apparent during demolition activities. If any hidden, suspicious material is encountered, it is recommended that the material be analyzed to confirm its asbestos content.
Lead Paint Based upon the age of the building and previous information, all of the painted materials should be identified as lead-containing paint (LCP). While there is no abatement of paint planned, the Contractor should be aware of the lead-containing paint during the renovation activities, so that proper safety worker procedures can be performed. The requirements of the Occupational Safety and Health Administration (OSHA) Construction Standards need to be invoked if any metal content is present in the paint that may be affected by renovation activities. OSHA does not provide a minimum concentration criteria level for these metals; however, it requires precautions and protection for workers and the working environment be taken at any work place where an exposure to airborne metals may occur. The Contractor shall be responsible to perform work according to all applicable federal, state, and local laws.
Mold
Based upon the investigation of the building, no areas of mold were discovered or identified within the building. No further actions are needed.
Other Hazardous Materials As for the other hazardous materials, three (3) different types of materials were identified in the building, including fluorescent light tubes, fluorescent light ballasts, and mercury thermometers. In general, most of the containers of hazardous materials appeared to be in good condition, and no leakage was observed.
Should you have any questions regarding this report, please do not hesitate to contact me at
(412) 269-6381.
Sincerely, MICHAEL BAKER JR., INC.
