EXHIBIT “A”
SCOPE OF WORK
Surveying & Mapping
For
The United States Coast Guard
At
Yerba Buena Island (YBI), San Francisco, CA.
August 11, 2009 (Revised)
PROJECT SITE DESCRIPTION
The final product will be a Record of Survey Map showing the lands at Yerba Buena Island that are under the custody of the U.S. Coast Guard. However, prior to the filing of the Record of Survey Map a Real Estate Summary Map delineating the perimeter boundaries of the U.S. Coast Guard property will be developed and reviewed by the Coast Guard Real Estate Specialist and approved by the Commanding Officer. In addition the Consultant may need to acquire various road easements providing access to the Coast Guard Facility.
TASK 1-LAND TITLE INVESTIGATIONS AND FIELD INVESTIGATIONS
The Consultant will provide the title research necessary to ascertain the boundaries of the lands owned by the U.S. Coast Guard at Yerba Buena Island. This research will involve examination of the tax assessors plats to obtain ownership information of the adjoining properties. Also, the consultant will conduct investigation for recorded maps and right of way engineering drawings on file at the County Surveyors Office and CALTRANS and conduct research and review records on file in County Recorder’s Office. The Consultant will coordinate with a Title Company to assist in the procurement of deeds, Plats and encumbrances (easements & permits, etc. of record).
The Consultant will have to conduct title investigations at the National Archives in San Bruno, California, the Navy’s BRAC Real Estate Office at Treasure Island and the Navy’s Real Estate Office in San Diego California, and the USCG Real Estate Office in Oakland California.
The Consultant will conduct a field investigation based on the title information; maps and other evidentiary documents acquired though the aforementioned investigative process. This will consist of a search for and the verification of monuments and accessories that will be utilized to establish the property corners of project site.
TASK 2-FIELD SURVEY AND SURVEY CALCULATIONS
Based on the elements contained in TASK 1 the Consultant will conduct a field survey. The field survey will tie all monuments and accessories found through the investigative process together with ties to physical improvements mentioned in the deeds of adjoining properties and the deed for the project site. The land survey calculations for the field survey traverse points will meet the accuracy requirements for urban survey as defined the current ALTA/ACSM Standards.
All corners will be marked with a physical monument of the type and character providing the degree of permanency consistent with the terrain and physical features and in accordance with local ordinances and professional practices. In this case, it is anticipated that a ¾-inch iron pipe or other material in consonance with the State of California Land Surveyors Act will be set at each property corner or off-set thereof.
TASK 3 – CADD MAPPING
The Consultant will develop a Real Estate Summary and a Record of Survey Map at a scale of 1”=20’ or a scale that meets the mapping requirements of the U.S. Coast Guard and the County Surveyor’s Office. The Record of Survey & Real Estate Summary Map will be developed by Computer-Aided-Drafting (CAD) in the AutoCAD v. 2002 format and show all monuments set and other monuments tied in the surrounding land network. The Record of Survey will meet the standards set forth in the State of California’s Land Surveyors Act as defined in the Chapter 15 of the Business and Professions Code.
TO BE SELECTED FOR THIS WORK THE CONSULTANT/CONTRACTOR MUST SHOW PAST TECHNICAL COMPETENCE IN THE FOLLOWING TYPE OF PROFESSIONAL WORK REQUIRED
Consultant must have a thorough understanding of Federal Regulations and DOD and USCG policies for land acquisitions and disposals. Prior Government work with DOD entities and USCG entities is preferred. In addition, consultant must be able to provide extensive land title investigations and real estate summary mapping for DOD and USCG properties. Consultant must be a California Licensed Land Surveyor whom is qualified to practice surveying in California with a minimum of 10 years experience, providing surveying and mapping services for land acquisition support for DOD properties.
DELIVERABLES
· Three (3) sheets of the Record of Survey Map-Recorded.
· Five (5) copies of the Real Estate Summary Map
· One CD-ROM containing AutoCAD drawing files for Plats & Record of Survey Map
TIME SCHEDULE
The Consultant will complete all the abovementioned tasks and transmit all deliverables to the Client within 120 days from Contact Award.
