QUESTION: (1)While the Scope of Repairs notes that the Secretary of Interior Treatment Standards require that rust and paint be removed by “…the least abrasive way possible…”, the specifications require that it be removed via conventional, high-pressure abrasive blasting. Considering the specification requirements, shall the Bidders assume that we may ignore the Secretary of Interior Treatment Standards?

Request for Proposal Number HSCG88-17-R-PQQ091 Amendment 0002 May 26, 2107
RESPONSE: No, Secretary of Interior Standards will apply. Per Lighthouse Preservation Handbook, Part IV. B, Page 21 allows low-pressure grit blasting using blast pressures not to exceed 100 pounds per square inch to minimize damage to iron substrate. The goal is to remove all rust to SSPC SP 10/NACE 2 near-white surface prep standard without using high-pressure blasting.
QUESTION: (2)Our experience indicates that once rust and paint are removed via the specified means (ie.
conventional, high-pressure abrasive blasting, in accordance with SSPC SP 10 / NACE No. 2, that such surface cleaning / preparation, will expose considerably more damage to the existing structure, than may be observed prior to said treatment. Additionally, assuming that the damage is repaired, whether via installation of an epoxy-based composite as called for on the drawings, welding or replacement, that the substrate will no longer meet the requirements of SSPC SP 10 / NACE No. 2, due to the formation of rust on the unprotected surface. As such, the surface will require re-blasting, in order to restore it to cited standard. Is it your intent that the surface be abrasive blasted twice? Also, how will the Contractor be compensated for those repairs, which are not quantifiable prior to the initial abrasive blasting? Will the time for completion be extended, should additional repair work be required?
RESPONSE: Section 05 50 13 Metal Fabrications para 3.07A indicates 'unprotected in-place metalwork must be primed immediately to prevent flash rusting" and as follows "Prior to field erection rust preventative coating must be removed". An allowance should be included in your bid for additional flash rusting protection and removal.
