Solicitation No. HSCG85-16-R-P45007 CGC STRATTON (WMSL 752) Dockside Repairs FQ2 FY16 Amendment No. 0001

The purpose of this amendment is to reply to the following Requests for Clarification:

Question 1: This is in reference to Work Item D-02; Reverse Osmosis Unit, Groom;

Paragraph 3.2.2.2 – Para. 3.2.2.2 calls out for “The Contractor shall change oil in high pressure pump in accordance with Para 4-3.1 of CG TP 7107. The Contractor shall supply oil required in accordance with CG TP 7017.” However once referencing the tech manual it says “membrane cleaning.” Contractor requests clarification.

Response to Question 1: Change the oil in high pressure pump. Contractor shall provide new oil; oil can be purchased from Lifestream Water System, Inc. Phone number (714)375-6583. Part number is POB 0320. Pump capacity is 84 oz. This information is incorporated into the attached, revised Specifications (ATTACHMENT 1).

Question 2 : This is in reference to Work Item D-02; Reverse Osmosis Unit, Groom;

Paragraph 3.2.2.3 – Paragraph 3.2.2.3 remove hydro-cyclone, and media filter; send to Lifestream facility for maintenance. Lifestream Tech rep asked if there was a problem with these components. Tech Rep also recommends servicing in place rather than trying to remove. Request clarification on current condition of components and is the Coast Guard in agreement to servicing in place?

Response to Question 2: No changes to the specification for this paragraph. Please follow specifications as stated in Paragraph 3.2.2.3.

Question 3 : This is in reference to Work Item D-08; Tenting, Provide; Paragraph 1.1 – Paragraph 1.1 of Work Item 8 explains that this work item is to be completed in support of “Work Item: Decks Exterior Surface Preparation, Water Jet Only.” However, the only work item that requires the use of tenting is Work Item 7, Deck Covering (Slip-Resistant), Renew.

Carrying that forward, the areas listed in Table 1 of Work Item 8 are not the same as those listed in Tables 1 and 2 of Work Item 7. Please confirm the Areas listed in Table 1 of Work Item 7 are those to be covered by completion of Work Item 8.

Response to Question 3: Correct. Work Item 8 is to be done in support of Work Item 7.

See attached, revised Specification (ATTACHMENT 1), for this Work Item D-08, Paragraph 1.1

Question 4: Work Item D-08; Tenting, Provide; Table 1 – Is the intent of Work Item 8 to support Work Item 7? If so, the decks called out in Table 1 of Work Item 7 do not match the decks called out in Table 1 of Work Item 8 with the exception of the FAS deck. Please provide clarification of Work Item 8.

Response to Question 4: Yes, this is related to Question 3 above. Work Item 8 is in support of Work Item 7. See attached, revised Specifications (ATTACHMENT 1) for this Work Item D-08, Paragraph 1.1.

Question 5: This is in reference to Work Item D-01; Line Shaft Bearing, Lip Seal, Renew;

Paragraph 3.3.7 – The spec calls for the line-shaft bearing housings to be drained and refilled. Is there a specific type/grade of oil required for the line-shaft bearing and what is the quantity used in each line-shaft? Note: The RR Tech Rep has indicated the oil does not need to be drained to perform the seal renewal.

Solicitation No. HSCG85-16-R-P45007 CGC STRATTON (WMSL 752) Dockside Repairs FQ2 FY16 Amendment No. 0001

Response to Question 5: Coast Guard requires the oil to be drained/refilled as stated in the specifications for this work item. Type/Grade of oil is ISO VG 68. Refer to the technical publication for quantity used in each line-shaft. Paragraph 3.37 has been revised in the attached, revised specification (ATTACHMENT 1) to include the type/grade of oil.

Question 6 : This is in reference to Work Item D-04, Repair #2 AFFF Pump Mount and

Realign; Paragraph 3.2 – Upon review of specifications and drawings provided per Para 3.2, Contractor has noted drawings do not show AFFF pump skid. Contractor requests drawings or pictures of pump skid for reference.

Response to Question 6: See attached drawings – Drawing 1, 2, 3, and 4.
