BUCKTHORN, Questions & Answers, 18 March A) Now that WI #37 is changed to renew the Wartsilla seals. I do NOT see the seals on the CONSOLIDATED LIST OF GOVERNMENT FURNISHED PROPERTY on page vii of the solicitation package.

So that raises new question of does there need to be a tech rep on sight? Because the specifications for the shaft packing will reference a different set of STD specs. than the Wartsilla seals If I have to provide them I will need part and serial numbers. And the other compatibility questions with the paint that I had did not really get addressed in the answer portion.

Answer: WI 37 has been deleted in favor of the new WI 43. WI 43 calls to overhaul the mechanical seal and renew the inflatable seals. Paragraph 3.1.2 requires a OEM authorized/licensed tech rep for specific seal activities. Coast Guard Publications includes the reference to CG TP 4914, FSE Shaft Seal and is the spec explaining the system. Paragraph 4.1 (table 1) specifies the parts included in the overhaul kit, including the inflatable seals. The mechanical seals are already installed onboard and should be overhauled, not renewed.

B) It is my understanding that the Buckthorn does not have typical packing glands as described in the supplied SOW under Work Item #27. The ship does in fact utilize (x2) Wartsilla dripless shaft seals. I have read the update posted on the FBO. However, there is not enough detail listed in the “Answer” to accurately bid on this line item. I have the following questions and comments regarding this new information;

Is it the USCG standard to have a Wartsilla Tech Rep onsite to oversee all work on these seals. Depending on the requirements that could lead to two or three visits from the tech rep with each trip being of significant costs. How many visits from the rep should vendors budget for?

Answer: WI 27 is “Hull and Structural Plating (General) – 10.2 lb Steel, Repair. IRT WI 43, see above answer. Tech rep is required for specified work and inspections. The CG does not specify the manner in which the KTR does work, so the number of site visits is dependent on their schedule. Unfortunately we cannot advise to a number of recommended visits.

Are the renewal kits going to be supplied by the Government or will the contractor be responsible to procure these components?

Answer: Government supplies renewal and overhaul kits are provided per WI 43, paragraph 4.1, table 1. 2 overhaul kits will be provided.

Typically there would be a revision to the supplied SOW in the solicitation documents specifying what is required from the contractor with much detail. Do you intend on revising the SOW?

Answer: Please clarify your question IRT the ambiguity of the current SOW. Ensure questions are IRT Rev-1, 15 March 2016.

What is the Model Number of the existing Wartsilla Seals? If the contractor is required to procure the rebuild kits, there could be significant delays in getting price and lead time from the manufacturer in order to procure the proper kits.

Answer: H76214. Government will provide overhaul kit “B” for renewal of inflatable boot and overhaul of mechanical seal.

C) I have received and reviewed Rev. 1 of the specifications for the Cutter Buckthorn. Now on the Specifications for Work Item 11-13 3.2.2.1 U/W hull and appendage preservation. Prepare and coat the U/W hull surfaces with the system specified for "Underwater (U/W) Body and Boot-top (U/W Body and Boot-top, Icebreaker <235', in Fresh Water (Excluding Sea Chest)"

Current 2014 STD Spec 6310 Appendix A-8 is specifying 1 coat of Anti-Abrasion Coating 16.0-20.0 DFT (mils)

Clarification is needed on "EXACTLY" what coating is to be used? Anti-Abrasion or Anti Corrosive? Because there is a HUGE difference in cost between the two separate products. Because the vessel is classified as a Buoy Tender NOT an Ice Breaking vessel? correct?

Answer: While she is in the buoy tender family, BUCKTHORN’s Great Lakes location requires her to have icebreaking coating system. Coating system will be Anti-Abrasion.

Will there be a revised "Schedule of Supplies/Services" to allow for pricing of Work Item 43? if not where are we supposed to enter in the pricing for that work Item on the Schedule?

Answer: Please insert a row into the Word Format Schedule of Supplies Table Attachment 1 provided in the request for quote. The complete Schedule of Supplies Pricing Table should be submitted in Word Format with the other documents required in the vendor quote.
