Amendment No. 0001

The purpose of this amendment is as follows:

a.

The answers to the following Request for clarifications are as follows:

QUESTION NO. 1: Work Item D-01, Main Engine Lifting & Realignment Final, paragraph 3.2 & 3.4.2.1.1; Based on historical, this contractor believes that two weeks is insufficient to perform all the work required. In the past, about 2-3 weeks has been required to perform the crank-line welding & machining. 2-3 weeks is needed to disassemble & reassemble the engine. 2-3 weeks to perform alignments, restoration of interferences, and operational testing. With the historical information we have, is it possible to add more days to this requirement? A six week timeline is more appropriate for this level of work. On paragraph 3.2, second to the last paragraph, last sentence states “the diesel quill shaft is already removed, and the Coast Guard will remove any cover installed for protection of the system. Paragraph 3.3.1 states “before removing the quill shaft from the reduction gear, wipe down of all equipment and structure in the vicinity of the reduction gear opening to help prevent contamination. Is a wipe down of the equipment still required if the quill shaft has already been removed?

ANSWER: The #1 MDE has already been disassembled by CG. Reassembly will take place, by CG, after Contractor completion of work item D-02 while Contractor is beginning work on work item D-01 (i.e. breaking existing chock fast and welding existing holes. CG will reinstall interferences after contractor completion of this specification. Operational testing cannot be completed until after CG completely reassembles engine after this specification is complete; request Contractor recommendations for post-operational testing aleignment check. No, a wipe down is not required. Acknowledge contractor estimation of 6-weeks completion timeframe; however, request to know if schedule compression is possible.

QUESTION NO. 2: Paragraph 3.2 states the contractor must remove several remaining piping connections on the engine and cap them. For planning purposes, is there a list of piping connections or a list of the remaining connections:

ANSWER: Five (5) total piping connections are involved. Lube oil is from filter pot, lube oil out to filter pot. Jacket water to cooler, raw water in, raw water out.

QUESTION NO. 3: Paragraph 3.4.2.1.1 states Coast Guard personnel have already disconnected and removed deck plating and framing located on the deck above No. 1 MDE. The deck plating framing is bolted in place above the engine. Match mark all pieces to aid in the reassembly and transport the pieces to a locations out of the way of all work required by the Coast Guard (which may include being removed off the ship). Is the contractor to reinstall the deck plate and framing even if the Coast Guard originally removed them?

ANSWER: No, Coast Guard will reinstall deck framing and plating originally disturbed by Coast Guard after Contractor completion of this specification.

QUESTION NO. 4: Paragraph 3.4.2.3 #1 Main Diesel Engine Upper Crankshaft. The engine will be lifted assembled. Removal of the crankshaft will not be required. Who will lift the crankshaft to complete work item D-02?

ANSWER: The upper crankshaft has already been lifted by Coast Guard. It is the intent of this specification for contractor to perform work item D-02 first, as Coast Guard has engine prepped for this work. Coast Guard will then reinstall front and end engine components after the upper crankline repairs are completed in preparation for and in conjunction with contractor preparation for engine alignment under work item D-01.

QUESTION NO. 5: Paragraph 3.5 Lifting Points. The engine will be lifted using jacking screws and pancake jacks. No lifting padeyes will be required. Contractor is to fabricate 6 jacking bolts, how many pancake jacks will be required.

ANSWER: Coast Guard estimates 6 pancake jacks; however, this is at the discretion of contractor.

QUESTION 6: Work Item D-02, Main Diesel Engine, Thrust Bearing Repairs, paragraph 3.1.4 Interferences. The contractor shall handle all interferences in accordance with the SFLC Std Spec 0000, paragraph 3.3 (Interferences). Known interferences include, but are not limited to the below list. MDE Equipment & On-going engine repairs. Will ship force be working on the #1 MDE while thrust bearing repairs are being performed? A long the same line, will ship force be working on or around the #1 MDE during Work item D-01?

ANSWER: Ship force will be working on engine, but will not interfere with the contractor progress during work item D-02. As stated, during the beginning phases of work item D-01, ship force will be reassembling the front end of the #1 MDE in preparation for successful alignment. It is this specification’s intent that work item D-02 be completed prior to work item D-01 as Coast Guard has engine prepped for upper crankline repairs at this time.
