Solicitation No. HSCG85-15-R-P45546 CGC BERTHOLF (WMSL 750) Dockside Repairs FY15 FQ3 Amendment No. 0001
The purpose of this amendment is as follows:
1. To address the following clarification questions
D-01, (Main Reduction Gear Turning Gear, Renew) Q: Sumitomo rep. requests P/N and S/N of equipment involved. Can the government provide any additional information than that contained in the work item specification?
A: The requirement for a Sumitomo Tech Rep is a misprint. Services from a RENK tech rep will be required instead of Sumitomo. The complete turning gear unit is Renk #6460443. Spec directs the renewal of certain components of the unit. Renk part numbers of the individual components are listed in the spec.
D-06, Para 3.5.3 (Boat Gantry Crane, Level 2 Inspect and Repair) Q: Paragraph 3.5.3 states to renew brake pads that show wear over 50% during inspection. Will this renewal be the result of a contract mod via CFR or should the contractor price this action into the proposal?
A: Yes. The renewal of brake pads show greater than 50% wear will be covered under a contract mod via CFR.
D-06, Para 3.7.1 (Boat Gantry Crane, Level 2 Inspect and Repair) Q: Paragraph 3.7.1 states to provide and install new wire rope assemblies with hooks. The table under paragraph 1.2 lists 16 wire rope assemblies and 8 hook assemblies as GFM. Please clarify if the wire ropes and hooks are GFM or CFM?
A: Coast Guard will provide all items listed in the table under paragraph 1.2. Contractor is not to provide the items mentioned in paragraph 3.7.1.
O-12, Para 1.1 (Tanks (Water Mist), Preserve “Partial”) Q: Please clarify the intent of the work item. Is the contractor to quote a total of 100 SF that can be activated for each tank as often as the Coast Guard requires or is the price to reflect 100 SF for each tank for a total of 200 SF?
A: Paragraph 3.3.3 states in the last sentence “For bidding purposes, assume that 100 sq. ft. in each tank shall require preservation.”
D-05, Para 3.1.2 (Boat Davit and Winch Inspect and Overhaul) Q: Para 3.1.2 implies to have the Tech Rep “On Site” during the complete overhaul. Contractor request to have the OEM Tech Support on an “As Needed Basis”
A: Concur. Tech Rep does not need to be on-site during the entire overhaul period. “As Needed” on-site support is sufficient to meet the requirements of 3.1.2.
Solicitation No. HSCG85-15-R-P45546 CGC BERTHOLF (WMSL 750) Dockside Repairs FY15 FQ3 Amendment No. 0001
D-06, Para 3.1.2 (Boat Gantry Crane, Level 2 Inspect and Repair) Q: Para 3.1.2 implies to have the Tech Rep “On Site” during the complete overhaul. Contractor request to have the OEM Tech Support on an “As Needed Basis”
A: Concur. Tech Rep does not need to be on-site during the entire overhaul period. “As Needed” on-site support is sufficient to meet the requirements of 3.1.2. Requirement for on-site Tech Rep support described in paragraph 3.1.2.2 remains in effect.
D-10, Para 3.5 (Temporary Services, Dockside, Home Pier) Q: Please confirm CG requires Compressed Air? SFLC 0000 requires the Portable Sanitation Units to be pumped and cleaned daily, recent projects have indicated this level of frequency is excessive. Contractor request Pumped and Cleaned Twice a week? (Tuesday and Friday)
A: There is not a compressed air source available for use by the Contractor. If the Contractor requires compressed air to complete work, it must be provided by a Contractor-supplied air compressor. The Coast Guard does not require an air compressor for Coast Guard use during the performance period.
Twice-weekly cleanings (Tuesday/Friday) for the portable sanitation units should be sufficient.
However, the portable sanitation units must remain functional throughout the performance period, and excessive waste buildup due to less frequent cleanings (to an extent that renders the portable sanitation units unusable) must not occur.
D-13, Para 3.3 (General Welding,Provide) Q: Paragraphs 3.1 and 3.2 What is the space the welding is in? Contractor request adjacent spaces requiring Gas Free, Interference Removal, Paint restoration will be subject to CFR and a change order?
A: The intent is to activate this item in support of either (or both) Work Items 4 and 8. Work will be performed in either the water mist system tanks and/or the Vacuum Collection and Holding Tank.
Scope of work includes Marine Chemist visit to certify work area safe for welding (including boundary space). Interference removal and paint restoration will be handled via CFR/Change Request process.
The solicitation closing date is extended due to this amendment. Receipt of proposals are still now due no later than 13MAR15 @ 1400 Pacific time.
