Solicitation No. HSCG85-15-R-P45016
Dry-dock & Repairs of CGC MORGENTHAU (WHEC 722)
Amendment No. 002
The purpose of this amendment is as follows:
a.
The following are the answers to the Request for Clarifications:
QUESTION NO. 10:
Work Item D-25, Sea Valve (2.5 Inches And Smaller) Renewal:
These questions originated from Bay Valve Company, a major supplier and overhaul facility for valves:
1) Renewal spec says replacement valves will be bronze with Monel trim (paragraph 3.3), but lists 2 ea. ½” butterfly valves (5-212-1-TV and 5-212-2-TV).
To our knowledge, no manufacturer has ever made ½” butterfly valves in any material. Please confirm size and type of valve, and end connection (flanged, threaded, Sil-brazed union, etc.)
2) Valve 3-301-2-FREON is listed as a scupper. To our knowledge, no manufacturer makes a 1” scupper. Please confirm size and type of valve, end connection, and Manufacturer..
3) 5 ea. 1-1/2” butterfly valves (3-079-4-SD, 5-243-1-ALP, 5-243-1-TV, 5-243-2-TV, 5-102-2-TV) are no longer made in bronze bodies with Monel trim. Additionally, there are very few manufacturers who currently produce this size in industrial butterfly valves. Please advise if alternate materials are acceptable, and, if so, if they are lug style or wafer style, with lever handle operators.
As an alternative, it may be possible to adapt the 1-1/2” piping to utilize 2” valves. Another option would be GFM.
ANSWER:
5-212-1-TV is descope;
5-212-2-TV is descope; 3-301-2-FREON: is descope;
3-079-4-SD no alternative materials or valve sizes are acceptable. Paragraph 1.1 indicates Contractor may overhaul vice renew (price for overhaul should be included in the proposed price);
5-243-1 ALP is descope;
5-243-1 TV is descope;
5-243-2 TV is descope;
5-102-2 TV, no alternative materials or valve sizes are acceptable. Paragraph 1.1 indicates Contractor may overhaul vice renew (price for overhaul should be included in the proposed price).
QUESTION NO. 11:
Work item D-26, Sea Valve (Larger Than 2.5 Inches) Overhaul;
This question originated from Bay Valve Company, a major supplier and overhaul facility for valves:
Please confirm that valve 3-067-2-WW in the overhaul spec listed as a 4” X 5” Butterfly valve is actually a scupper. (There is no such thing as a 4” X 5” B’fly valve.)
ANSWER:
It is confirmed that 4” x 5” butterfly is a scupper.
QUESTION NO. 12:
Work Item D-30, Fixed Ballast (Lead Ingots), Enclosure, paragraph 3.14 – 3.3; Can the USCG provide sketches defining the specific areas to be enclosed, photos of the areas and photos which illustrate existing enclosures (on this vessel or other vessels) that are deemed acceptable?
ANSWER:
There are available photos of current installation of lead ingots in bow propulsion room and contractors are advised to submit a request for copy of the photos via e-mail to Valerie.S.Riverachase@uscg.mil. CG is currently awaiting photos of acceptable containment boxes from other units; photos will be provided when available.
QUESTION NO. 13:
Work item D-41, Lead Ballast Enclosing, Forward Pump Room. Paragraph 3.3 through 3.5.5; paragraph 3.3 what are the dimensions and weight of the individual ingots?; paragraph 3.2.2, it doesn’t appear to be “containment boxes”, rathere the ingots appear to be fit between longitudinal frames and strapped in place with steel angle; paragraph 3.5.5 can the USCG provide sketches defining the specific areas to be enclosed, photos of the areas and photos which illustrate existing enclosures (on this vessel or other vessels) that are acceptable. Contractors are advised to submit a request for copy of the photos via e-mail to Valerie.S.Riverachase@uscg.mil.
ANSWER:
See Drawing CG 378-FRAM-W-583-38 for ingot installation particulars, dimensions, and weights. Ingots are fit between longitudinal frames per work item
